This course was the second offering by WBIGF, following the pilot course held in Washington, D.C.... more This course was the second offering by WBIGF, following the pilot course held in Washington, D.C. in June, 1998. The objectives of the course were to provide both government policy-makers and business leaders with the latest discussions, tools and best practices of the formulation and implementation of public enterprise reform and privatization. The course was delivered through a combination of lectures, case study presentations, a video conference, and group discussions and exercises. A total of 51 participants, including 11 women, attended this course from 30 countries.

This book examines the 35-year career of Vinod Thomas. He spent those 35 years within the World B... more This book examines the 35-year career of Vinod Thomas. He spent those 35 years within the World Bank Group in different positions and in different regions. This book is organized in four parts. First, there is a collection of seven articles that Thomas either authored or coauthored, that reflect the diversity of his thinking on key topics of development. These articles span decades, and the works he has coauthored give an indication of the wide-ranging intellectual collaboration he maintained throughout his career. Second, there are a number of contributions from persons acquainted with his work or who have personally worked with him. These papers come from those inside and outside the World Bank Group. Third, there are three papers from colleagues who have worked with Vinod in his most recent position as Director-General and Senior Vice President of the Independent Evaluation Group (lEG). There are growing pressures in countries throughout the world to improve the performance of their... more There are growing pressures in countries throughout the world to improve the performance of their public sectors. One strategy now being employed in both developed and developing countries is to design and construct performance-based monitoring and evaluation (M&E) systems so as to be able to track the results produced (or not) by governments. This paper describes a 10-step approach to the design and construction of such M&E systems that is currently being deployed in a number of developing countries. The overall strategy builds on the experiences of developed countries – especially those in the OECD – but also reflects the particular challenges and difficulties faced by developing countries that can range from a lack of skill capacity to poor governance structures to systems that are far from transparent.
