, when home health agencies were paid by the visit, RHHIs primarily focused their reviews on whet... more , when home health agencies were paid by the visit, RHHIs primarily focused their reviews on whether each visit billed could be justified under Medicare's home health coverage criteria. Because Medicare payment is now based on 60-day episodes of care, the medical review emphasis is shifting to patient eligibility, PPS payment thresholds, and the accuracy of the patient assessment on which the payment rate is based. All home health agency staff must remember that although the manner in which Medicare pays home health agencies has changed, neither the eligibility nor coverage requirements have changed in the program. Consequently, home health agency management and clinical staff must address all of these considerations in their development and review of home health documentation.
