Circular Economy is gaining momentum as a new economic paradigm able to couple economic developme... more Circular Economy is gaining momentum as a new economic paradigm able to couple economic development and environmental preservation. It reconceptualises the traditional take-make-waste production chain closing the loop to reduce a consumption of virgin raw materials and waste production and pollution. At the territorial level, cities are especially involved in the shifting from the linear to the circular paradigm, supporting the transition towards a circular economy. In defining their circular strategies, cities should consider the tourism sector and define ad hoc policies and tools to facilitate the transition towards circular tourism. Circular tourism is an emerging topic; at present, few scientific papers are available addressing this topic. Even fewer papers are available in the scientific literature about the circular city tourism, that is, the implementation of circular tourism in cities as part of a larger circular urban strategy. The present paper investigates the evolution of the circular tourism topic, considering the implementation of circular tourism local strategies at the urban level. Crossing scientific papers from three research fields-circular economy, circular city, and circular tourism-, the paper defines a framework for analysing urban policies for circular tourism integrated in larger circular city strategies.

This paper aims at using neural networks \u2013 and especially self\u2010organizing maps (SOMs) \... more This paper aims at using neural networks \u2013 and especially self\u2010organizing maps (SOMs) \u2013 to analyse and cluster firm financial performance. Our study addresses a large set of financial data of companies settled in the urban area of Genoa, a city in Northern Italy. We use SOMs to both cluster the selected firms depending on their performance and to visualize emerging patterns about firm features. SOMs are well\u2010known as a visual clustering method supporting complex data analysis and decision support. In our work, the proposed approach is applied to a database of companies settled in a specific urban area, with the aim to produce an effective visualization of firm clusters depending on their different performance profiles. These profiles are the further basis of performance analysison clusters of homogenous firms. SOMs permit to cluster firms depending onseveral features concurrently and therefore to create revealing clusters about the different firm performance profiles. Experimental results demonstrate the functionality of SOMs to explore large amount of data and to visualize and cluster the features of different groups of companies settled in the selected urban area. These results are useful to support decisions about local policies for territorial economic development

During the latest years, IT governance has become more and more important, for several reasons: t... more During the latest years, IT governance has become more and more important, for several reasons: the increasing pervasivity of IT in business organization, management and administration requires a veritable governance activity, to strategically orient decision making about IT investments and management; the role of information systems in administrative data processing requires a special focus on information security and process control; the need to keep down IT budget forces to balance IT capital expenditure and operational expenditure and to increase IT systems productivity and information value. More of the attention on IT Governance is captured by compliance, owing to the recent financial scandals and the severe rules regarding information systems audit and control. Companies need to comply with these rules, but it requires important investments, considered not strategic but only necessary (Remenyi et. Al. 2000). However, companies should analyse the compliance requirements and to implement an IT governance system, not only to comply with legal rules, but also to improve the strategic alignment between IT and business and to optimise value creation by IT compliance investments (Ventrakaman and Henderson 1996, Van Grembergen 2003). Therefore, IT governance should have a complex set of goals, such as: to standardize and unify processes; to align information delivery with business needs; to control IT initiatives cost; to comply with external requirements. These goals are often opposed and difficult to pursue, because: they regard cross functional enterprise systems; they are strictly linked; they concern large databases and applications, very difficult to control. To optimise IT compliance it is useful to define a roadmap to IT compliance, orienting these activity to value creation, by realising scale, scope and experience economies in IT compliance activities. The accomplishment of this roadmap is the automation of IT compliance processes, using Governance, Risk and Compliance (GRC) standard solutions or developing in house systems, such as Enterprise Information Management (EIM) systems, to automatically manage processes, data and information security, access control, system performance and to data usability. In this paper, IT compliance topic is introduced, to define how to orient IT compliance to value creation; GRC systems and EIM systems are described, with their different cost and benefits for companies. Aim of the paper is to define how to develop compliance automated systems, to save money and enhance information integration and value. The opportunities and challenges implied by the use of Social Networks to enable government initi... more The opportunities and challenges implied by the use of Social Networks to enable government initia-tives have been only partially investigated by e-government and e-participation studies so far. In this paper, we suggest that the potentially strategic role of Social Networks in the creation of public val-ue could be better understood by analyzing the possible synergies between these systems and Smart City strategies. The Smart City approach, in fact, considers the citizen\u2019s quality of life as the final performance indicator, and is particularly suitable to exploit the interactive, collective, collaborative and bottom-up nature of Social Networks. We identify two key aspects of Smart City Social Net-works: performance measurement issues and organizational issues. Then, by proposing a three-steps model for Social Network adoption in Smart City programs, we suggest the conditions under which these systems can contribute to improved municipal services, enhanced civic engagement, and better reciprocal awareness between the citizens and the public or private organizations in charge of Smart City initiatives. The contribution of this paper and its novelty resides on the specific focus on the role of Social Networks in Smart City initiatives. To our knowledge there are no scientific papers till now facing this topic of using Social Networks to enhance Smart City strategies

It presents both theoretical concepts as well as empirical studies and cases of smart city programs and their capacity to create value for citizens. The contributions in this book are a result of an increasing interest for this topic, supported by both national governments and international institutions. The book offers a large panorama of the most important aspects of smart cities evolution and implementation. It compares European best practices and analyzes how smart projects and programs in cities could help to improve the quality of life in the urban space and to promote cultural and economic development.
The aim of this paper is to understand which is the role of local political entities in designing... more The aim of this paper is to understand which is the role of local political entities in designing the best government and governance mechanisms for implementing the Smart city and enhancing the best citizens' participation. The research method is based on both a deep literature analysis and a large empirical survey. Literature analysis examines more than 700 scientific papers looking for theoretical frameworks about the role of political local bodies in governing Smart cities. Empirical survey analyses more than 100 Italian cities, further selecting the ones implementing at least one smart initiative to individuate best practices in government and governance mechanisms. Findings show that there are no standards or best practices till now, even if some interesting governance models are emerging. These interesting cases are deepen analysing governance bodies settled to govern Smart cities in a participate way

Over the last 10 years, smart cities began to flourish across the world with an increase in the u... more Over the last 10 years, smart cities began to flourish across the world with an increase in the use of advanced technologies, especially in most industrialized countries to meet urbanization challenges (Dameri & Ricciardi, 2015; Matos et al., 2017). European funds, in particular, supported this trend, and several calls for innovative projects supported pilots in European cities. These projects are aimed at developing best practices and competencies to be reused in the same city and eventually replicated in other cities (European Parliament, 2014)
