The paper analyses the geographical scope of the links, which integrate the small and medium size... more The paper analyses the geographical scope of the links, which integrate the small and medium size firms, tightly embedded in a local production system (“industrial district”), with other firms and organizations both in a local and in an interregional perspective. In particular the paper aims to indicate the evolution of these relationships in the framework of the new forms of industrial organisation brought by the new technologies and the increasing international integration. In fact, many recent contributions to the theory of local development focus on the characteristics of the internal structure of the local production systems, while they do not explictly deal with the problem of defining the borders of these local production systems. The paper aims at investigating the transfer of tacit knowledge both at the regional and at the i... more The paper aims at investigating the transfer of tacit knowledge both at the regional and at the interregional level and it focuses on the factors and forms of the processes of interactive learning between small and medium size in medium technology sectors. The analysis proceeds from the contributions of four strands of literature, focusing on economics of agglomeration, cognitive economics, industrial strategic alliances and governance in a knowledge economy. While industrial economics interprets technology spill-over at the local level as an automatic and chaotic process allowed by geographical proximity of the firms, regional economics identifies different specific types of flows and networks, which link together in an organized way the various firms and other private and public actors within a given regional innovation system. The study focuses on a "demand led" and strategic approach. It underlies that the problems and opportunities of development of the small and medium size firms in the various individual countries are different and that determines a different structure of the demand of technology transfer services. The first chapter illustrates in analytical terms the model of territorial networks and the multidimen-sional nature of the process of integration, in a regional and international setting and it contrasts it with the traditional neoclassical model of price competition and of aggregate efficiency. Cities are important centres of service activities and hubs of new knowledge. The changing struct... more Cities are important centres of service activities and hubs of new knowledge. The changing structure of production and consumption in post-industrial cities has been analysed by building on the recent economic literature in three related fields, such as: the 'endogenous development' of industrial clusters, the regional development of knowledge intensive business services and the regional factors of innovation and knowledge creation. The increasing interaction between users and producers for the development of new services within cities creates the internal aggregate demand, which is mainly concentrated within cities, and can be a powerful driver of national growth and the new motor or the drivers of the economy in a modern city.

A new growth strategy for the European economy should be based on the following principles: ‒ new... more A new growth strategy for the European economy should be based on the following principles: ‒ new production must be driven by the internal demand for investment and consumption, both private and public, and not only by exports, given an increasingly fragmented and declining global market, ‒ industrial policies and the companies should be tightly embedded in the various regions and cities of the European territory and aim to respond to the emerging and still latent needs of the citizens and to a better environmental quality and quality life of the citizens. ‒ the reconversion from productions to new productions, where the demand increases, require a greater effort in not only technological innovations, but also organizational, social and institutional innovation, based on improved education of the workers and on networks of collaborations between companies, universities, public administration and communities of citizens.

Questo contributo mira ad illustrare le differenze tra il modello dei network ed il modello walra... more Questo contributo mira ad illustrare le differenze tra il modello dei network ed il modello walrasiano del mercato tipico dell'economia neoclassica. Esso analizza le caratteristiche delle reti di innovazione e di conoscenza, che si formano all'interno dei sistemi produttivi locali di piccole e medie imprese, e il ruolo di tali reti nell'attivare processi di sviluppo cumulativo in queste regioni. Infine, sulla base di questo approccio metodologico vengono esaminate le indicazioni di politica industriale regionale implicite nel concetto di learning region ed i problemi della governance dei processi di apprendimento e di innovazione nei sistemi produttivi locali.

Nowadays, it is widely accepted that knowledge and learning are the core of competitiveness, inte... more Nowadays, it is widely accepted that knowledge and learning are the core of competitiveness, international division of labour and agglomeration and exclusion phenomena. Yet we are still in need of a better understanding of the processes which allow access by individual regions both to codified knowledge and RTD networks as well as tacit knowledge and know-how at the international/interregional level. This paper will discuss possible approaches to analyze the mechanisms which operate at the international/interregional level and lead to higher forms of integration of industrial and service firms, not only in a commercial or financial perspective but also in knowledge and innovation networks. It will point to a need to develop policy strategies in support of institutions that create and transfer knowledge on a European scale and outline open questions for the creation of the necessary institutional background for the creation and the support of knowledge and innovation networks at this level and for the conditions of its transferability to Objective 1 regions and the EU candidate countries.

This study considers the factors determining innovation according to three complementary perspect... more This study considers the factors determining innovation according to three complementary perspectives: types of industry/technology, types of firm and types of region. It also classifies a wide set of instruments in innovation policy according to three policy making models: government, market and multilevel governance. It, finally, illustrates a new model defined as "Matrix INT-Instruments and Needs of Technologies", which allows to represent a synthetic way the joint effects of the policy instruments on specific factors and needs of the innovation process and the relevance of these specific needs in a typology of industry/technology, firm and region. The model may be used in evaluating the gap between the characteristics of the demand and the supply of technology transfer services to small and medium size firms in a wide international framework, comprising both developed countries and less developed countries.
