In this paper, we propose an accurate test of the distance-duality (DD) relation, η = D L (z)(1 +... more In this paper, we propose an accurate test of the distance-duality (DD) relation, η = D L (z)(1 + z) −2 /D A (z) = 1 (where D L and D A are the luminosity distances and angular diameter distances, respectively), with a combination of cosmological observational data of Type Ia Supernave (SNe Ia) from Union2 set and the galaxy cluster sample under an assumption of spherical model. In order to avoid bias brought by redshift incoincidence between observational data and to consider redshift error bars of both clusters and SNe Ia in analysis, we carefully choose the SNe Ia points which have the minimum acceptable redshift difference of the galaxy cluster sample (|∆z| min = σ z,SN + σ z,cluster). By assuming η a constant and functions of the redshift parameterized by six different expressions, we find that there exists no conceivable evidence for variations in the DD relation concerning with observational data, since it is well satisfied within 1σ confidence level for most cases. Further considering different values of ∆z in constraining, we also find that the choosing of ∆z may play an important role in this model-independent test of the distance-duality relation for the spherical sample of galaxy clusters.

Whereas, several demands have raised by the community in mining governance, such as better government services, the need for flexibility and accuracy in formulating policies, and the need for improving the information technology of the PNBP management system. Based on the literature review using centralization and decentralization theory, two conclusions are produced. First, PNBP governance in the mining sector has not implemented e-government in integrating the central government, regional/local governments, Mining Business Permit holders, and competence stakeholders. The weak law enforcement of Non-Tax State Revenues (PNBP) in Indonesia's mining sector is due... more The weak law enforcement of Non-Tax State Revenues (PNBP) in Indonesia's mining sector is due to the weak criminal provisions in PNBP laws and regulations. This impacts the massive exploitation of resources without regard to the rights of the community to live properly and has not given a real PNBP to the state and given the number of violations found in the mining sector. Based on the doctrinal study, it is concluded that the current criminal provisions in the PNBP field are inadequate to be applied in the mining sector, considering that up to now, there has never been an investigation into the mining sector PNBP criminal acts. Reconstruction of PNBP criminal provisions, which is more ideal philosophically, juridically, and sociologically is needed, reflecting legal certainty, justice, and public benefit.
