This report describes the budgetary practices of Hungarian local governments following the transf... more This report describes the budgetary practices of Hungarian local governments following the transfer of government responsibilities to municipalities and discusses the need for change. It focuses on the town of Szolnok and reviews how the town, working with a consultant from U.S. Agency for International Development, transformed its budget within two years from one focused solely on the purchase of goods and services to one focused on programs, activities, investments, and accomplishments. Included is an overview of Szolnok's new budget.

Public opinion polls or surveys of public opinion are used across the world for many reasons, fro... more Public opinion polls or surveys of public opinion are used across the world for many reasons, from estimating election results to citizen report cards. While survey results are reported and shared with the public, they are also used to help make policy decisions about public service delivery. This paper focuses on the use of performance information obtained from citizens to help make decisions about resource allocations and improving service delivery. Special challenges in conducting surveys and uses of survey-based performance indicators are presented. Performance data have little value and remain underutilized if nothing is done with the information. Survey results give information on what is working and what is not. The cost of not getting this feedback and evaluating how services affect citizens far outweighs the cost of conducting surveys.
A September 2001 paper prepared by the Comprehensive Development Framework (CDF) evaluation Secre... more A September 2001 paper prepared by the Comprehensive Development Framework (CDF) evaluation Secretariat identified the following three elements of a results orientation: 1) design of programs in support of the national development framework with clear and evaluable objectives that contribute to framework goals; 2) monitoring and regular reporting and sharing of progress, with a focus on accountability for results, including outcomes and goals, rather than only on inputs; and 3) creation and enabling of capacities to generate, monitor and utilize results to improve performance in achieving goals and accountability. The remaining sections of this report are as follows: section two provides our summary assessment based on our findings to-date from all of the above sources. Section three presents our recommendations to donors. It contains recommendations both for donor activities aimed at encouraging a results orientation and recommendations for future evaluations of assisted countries' progress towards a results orientation. Together sections two and three can be considered an executive summary for this report. Section four presents our findings from the literature. Section five presents our findings from the survey of donors. Section 6 presents our findings from our review of the country evaluation reports. Section seven presents our finding from our review of the Poverty Reduction Strategy Papers (PRSPs). Section eight discusses our findings relating to local governments in assisted countries. Appendix A is a list of the literature we reviewed. Appendix B contains a detailed summary of responses on results orientation from the survey of donors.

The Urban Institute (UI) was contracted by the World Bank on behalf of the Japan Bank for Interna... more The Urban Institute (UI) was contracted by the World Bank on behalf of the Japan Bank for International Cooperation (JBIC), the Asian Development Bank (ADB), KfW Entwicklungsbank (KfW), and the Agence Francaise de Developpement (AFD), with funding from the Japanese Government to carry out a study intended to contribute to the Accra High Level Forum (HLF) on Aid Effectiveness in September 2008 by providing lessons learned for implementing the five tenets of the Paris Declaration on Aid Effectiveness—ownership, alignment, harmonization, managing for results, and mutual accountability—in the infrastructure sector. The analysis was based on 14 infrastructure case studies from four countries in Africa and three countries in Asia. The projects were selected by a Steering Committee made up of the World Bank, AFD, ADB, KfW, and JBIC.
