Background 2 UN Efforts to Control the Gangs 3 The UN Offensive 4 Enablers and Recommendations: x... more Background 2 UN Efforts to Control the Gangs 3 The UN Offensive 4 Enablers and Recommendations: xx Mandate Enforcement 7 Conclusions 13 about the RepoRt The UN mission in Haiti's successful campaign against the gangs of Port-au-Prince is an example of effective UN mandate enforcement against irregular armed forces that posed a deadly threat-in this case, to the Haitian government and the peace process. The Haiti mission's action provides a model for other UN missions and for national governments that face a similar challenge from illegally armed groups. The report describes the conduct of military and police operations against the gangs and the overwhelmingly positive attitude of Haitian citizens toward the UN operation and its results. It also records the lessons learned and concludes with recommendations for other UN missions.

This report details the past failures and current challenges facing the international police assistance program in Afghanistan. It draws conclusions about the prospects for current programs and offers recommendations for corrective action. The report urges that the international community's approach to police assistance expand to embrace a comprehensive program for security sector reform and the rule of law.

The United States has consistently failed to deal with the breakdown in public order that invaria... more The United States has consistently failed to deal with the breakdown in public order that invariably confronts peace and stability operations in internal conflicts. Analysis of experience in Panama, Somalia, Haiti, the Balkans and Iraq demonstrates that indigenous police forces are typically incapable of providing law and order in the immediate aftermath of conflict, and so international forces must fill the gap-a task the US military has been unwilling and unprepared to assume. After 20 years of lessons learned (and not learned), this article argues that the United States must develop a civilian 'stability force' of constabulary and police personnel deployable at the outset of on operation to restore public order and lay the foundations for the rule of law.

This volume is a major revision, update, and expansion of the Institute's Guide to IGOs, NGOs, and the Military in Peace and Relief Operations, published in 2000. That volume was the first handbook of its kind, and its many readers have told us how valuable it was in helping members of the international community understand each other better-their missions, their outlooks, and their styles of operationsand thereby facilitating more effective working relationships. To produce the current text, the Institute established a broad-based steering committee that has overseen the process of making the guide as focused, accurate, objective, timely, and user-friendly as possible and widening the scope to include the civilian side of the United States government. Producing the new guide reflected the same kind of well-coordinated effort that is needed for success in field operations. Robert M.

Still, massive problems remain to challenge Preval, the UN Mission in Haiti, and Haiti's primary international partner, the United States. The report reviews the events of the past year in Haiti from the perspective of Haiti's history and its prospects for the future. The report concludes that Haiti has reached a potential turning point that the United States and the international community cannot afford to ignore. This report draws on information provided by guest speakers and participants in a series of public forums hosted by the United States Institute of Peace's Haiti Working Group.
