Introduction University libraries have long been recognized as the hearts of their universities. ... more Introduction University libraries have long been recognized as the hearts of their universities. To fulfill their mission of supporting the educational objectives of their parent bodies which include teaching, learning, research and cultural development, the libraries in Nigerian universities had to develop and maintain books, periodicals, journals, audio-visual collections and services. Thus, the library occupies an important position as it is the central organ of the university. As a resource, it occupies a central and primary place in a university because it supports all the functions of a university, teaching, research and extension of the frontiers of knowledge and transmission to posterity of the learning and culture of the present and the past (University Grants Commission, 1976). A library, in particular, an academic library must provide service and guidance to its readers, as well as suitable space and conducive conditions in which they can work. A true assessment of the role of universities in the realization of the purpose of universities is also made by the University Grants Commission when it states that the character and efficiency of the university may be gauged by its treatment of its central organ, the library (Thompson, 1979). By combating illiteracy and providing escape, inspiration and knowledge, the library and librarians change lives for the better. Since the library is the university's central organ, therefore, it must be properly funded. Adequate funding should be considered as a basic necessity for the effective development of the university's library. In this respect, it must be recognized that funds are needed for the materials and services which are provided for library users. The cost of all these represents the level of funding. As Boadi and Williams (1984) asserted, libraries need regular and adequate funding to make them thrive. Budgeting as a Financial Tool The university system has resources which must be maintained periodically to enable it achieve its goals. In order to maintain the resources, funds are required. Thus, a tool to guide the administrators of the university in the judicious use of available funds is called a budget (Ehiametalor, 1995). Knezevich (1975) defined budgeting as a financial or quantitative statement that has been prepared and approved prior to a defined period of time. This statement includes policy to be pursued during the period. Clabaugh (1988) discussed the importance of school budget which he defined as the financial blue-print for the operation of the school for the fiscal year. The budget guides all those responsible for fiscal operation. In his study on budgeting, Jordan (1969) found that the school budget mainly involves four elements as: (1) planning the academic programs, (2) making available funds to run envisaged programs and services, (3) really spending the funds for the academic plans as initially intended, (4) evaluating the outcomes within the specific period. Thus, budgeting is life wire for effective and efficient program management. Without budgeting, there is no allocation of funds. The budget can generally be categorized into two main types, namely, capital budget and recurrent budget. Capital budget is an estimate of the expenditure of future construction work, purchases of instructional machines and other equipment (Ehiametalor, 1995). Capital items are those expected to be in effective use or last more than a budgetary cycle which is one year. Recurrent budget provides information about the amount needed to pay salaries, wages, rents, electricity bills and other items. Recurrent items are consumables either in the form of service or materials used up in the process of educational production within one budgetary cycle (Ehimetalor, 1995). These are payments for items or services whose rates are relatively stable in the short-run. This study investigated the financial resources allocated to the University of Benin by the Feder... more This study investigated the financial resources allocated to the University of Benin by the Federal Government and the utilization of such funds in the science laboratories between 1992/93 to 1996/97 academic sessions. The Dean and the Heads of the Departments of Physics, Chemistry, Zoology and Botany in the Faculty of Science responded to the questionnaire in the Financial Allocation and Utilization Instrument (FAUI) developed to collect appropriate data to answer the questions raised in the study. The research questions determined the application of the National University Commission (NUC) budget parameters in terms of students' enrolment, recurrent revenue allocated to the University of Benin and the disbursement of such funds to the science laboratories. The results of the study indicated that the Federal Government did not provide sufficient allocation to meet the university's financial requirements. Consequently, the science laboratories were grossly underfunded. This resulted in the lack of laboratory equipment, overcrowding of students during laboratory work, students worked under non-conducive laboratory environment. Four hypotheses were formulated. A questionnaire of the human resources management variables was administered to test the hypotheses. Pearson product-moment correlation coefficient was used to analyse the relationship between the four dimensions of human resources management variables and the academic performance of students. Findings demonstrated support for the hypotheses relative to three dimensions of the variables and students' performance.

The government policy directive to secondary schools has been to diversify their programs to incl... more The government policy directive to secondary schools has been to diversify their programs to include vocational and technical education in the 6-3-3-4 system in order to make provision for students with varying aptitudes. This article explores the impact of this policy by examining some factors affecting the implementation of the policy in private secondary schools in Edo state. Subjects for the study were fifty (50) students, fifty (50) teachers and five (5) principals randomly drawn from five(5) private secondary schools in Edo State. The study utilized interviews, observations and a questionnaire to assess the implementation of government policy onvocational and technical education in private secondary schools in Edo State. The findings showed that there was a dearth of qualified teachers for vocational and technical subjects, poor infrastructure, lack of equipment, instructional materials and books. The schools were not adequately financed. It was observed that the federal government did not make adequate preparations before it issued directives for the take off of the programs in the schools. Recommendations were made for the federal government to sensitize the public on the importance of vocational and technical education, as it plays a vital and indispensable role in the economic and technological development of the country.

It is increasingly evident that research is extremely critical and important if universities are ... more It is increasingly evident that research is extremely critical and important if universities are to serve as engines of development in their areas of locations. For a knowledge-driven world, investment in research and development (R&D) is a sine qua non for a nation. Few studies have examined the federal government's investment in research in her universities. Furthermore, there is no available evidence of studies on the federal government funding of teaching and research equipment in universities in Nigeria. This study, therefore, investigated the federal government funding of research, teaching and research equipment at the University of Benin. Four research questions were posed to guide the study. The findings showed that less than 5% of the total recurrent revenue was allocated for research at the University of Benin during the 1992/93 to 1996/97 academic sessions. The findings indicated that the federal government is not making a robust investment in research and therefore Nigeria is not developing. Hence its economic quagmire. This paper, therefore, canvassed for the revitalization of research in universities in Nigeria as a means of fast-tracking its economic development.

This mass failure in numeracy and literacy in the last 11 years has been attributed to the quality of the education system in Nigeria. This study investigated the role of education managers in changing the education paradigms in the secondary school system. The study found that management's apathy to formulate and implement policies for the provision of instructional materials for teaching and learning has militated against success in these examinations.

The government policy directive to secondary schools has been to diversify their programs to incl... more The government policy directive to secondary schools has been to diversify their programs to include vocational and technical education in the 6-3-3-4 system in order to make provision for students with varying aptitudes. This article explores the impact of this policy by examining some factors affecting the implementation of the policy in private secondary schools in Edo state. Subjects for the study were fifty (50) students, fifty (50) teachers and five (5) principals randomly drawn from five(5) private secondary schools in Edo State. The study utilized interviews, observations and a questionnaire to assess the implementation of government policy onvocational and technical education in private secondary schools in Edo State. The findings showed that there was a dearth of qualified teachers for vocational and technical subjects, poor infrastructure, lack of equipment, instructional materials and books. The schools were not adequately financed. It was observed that the federal government did not make adequate preparations before it issued directives for the take off of the programs in the schools. Recommendations were made for the federal government to sensitize the public on the importance of vocational and technical education, as it plays a vital and indispensable role in the economic and technological development of the country.
