Russia being an example. The author’s intention is to find answers to the following questions: What are the reasons for changing leaders of the United Russia regional branches? Why are many regional party leaders forced to resign? For this purpose, a database has been created to include work history of senior party managers at the subnational level. The research method used was binary logistic regression. It is shown that changing heads of the regions often results into the rotation of leaders for the United Russia subnational branches. Within two years after the Single voting day, 67% of the regional secretaries of the party appear to be dismissed and replaced. The paper gives serious attention to the cause-to-effect mechanism. It is a matter of fact that heads of the 34 regions in the Russian Federation are at the same time The United Russia regional party leaders. Based on the results of the regression analysis, the author came to the conclusion that only those governors become regional party leaders who are affiliated with the first deputy of the presidential administration. It is shown that in most cases it is not generally crucial for heads of the regions to ensure high percentages of the votes given for the United Russia party and/or incumbents in the presidential elections on the territory of the Russian Federation. To study reasons for the rotation of regional party leaders is important in terms of optimizing party work at the regional level, delivering stability, developing subnational leadership and improving effectiveness of the party structure.

organizational structure of Russian political parties is not the most popular academic direction. The aim of the work is to find answers to a number of research questions: Why do some political parties have one leader, while others have several (there is an institution of co–chairs)? Why do some parties have the institution of co-chairs immediately, and others after some time? Why do political parties reject the institution of co-chairs? The research method was a comparative analysis of specific cases. As a result of the study, the following conclusions were made. The necessary conditions for the emergence of the institution of co-chairs in political parties are: (1) the unification of political parties; (2) the relative equality of political parties participating in the association, as well as the status of their leaders. Practice shows that the institution of co-chairs may arise after some time (usually on the eve
of parliamentary elections), which is due to electoral reasons. There are several reasons for the abolition of the institution of co-chairs. The reasons for rejecting the institution of co-chairs are diverse: electoral failures, disagreements between leaders, leaving politics, the arrival of a businessman.

Особое внимания уделено существующим объяснениям «плохого правления» в регионе. Цель статьи состоит в проверке теории американского политолога, социолога и историка Чарльза Тилли о роли межгосударственных конфликтов в формировании эффективных политических институтов. Показано, что в латиноамериканском регионе масштабных войн было немного, что опровергает концепцию Ч.Тилли. Автор утверждает, что относительно низкий уровень управления в странах региона связан с внутриполитическими кризисами и гражданскими воинами.

The article is devoted to the reasons for the relatively low state solvency of
Latin American countries. Much attention is paid to the existing explanations of «bad governance» in the region. The purpose of the article is to test the theory of Charles Tilly on the contribution of interstate conflicts to the formation of effective political institutions. It is shown that there is a limited number of wars between Latin American countries, which refutes the Tilly concept. The author argues that underdevelopment is associated with the presence of political crises and civil wars.

Research reviews show that many authors seek to define the determinants of interethnic conflict in the subjects of the Russian Federation and to understand what causes the regional differentiation in interethnic tension. Objectives: to find an answer to the question of why the interethnic tension is high in some Russian regions and low in others. Methods: several theoretical and methodological approaches to the explanation of interethnic conflicts have been considered. The emergence of the SARS-CoV-2 coronavirus caused the COVID-19 pandemic, which has become a glob... more The emergence of the SARS-CoV-2 coronavirus caused the COVID-19 pandemic, which has become a global problem since the spring of 2020. Scientists have set a goal to determine the factors affecting its spread and mortality. Most of the works were devoted to the study of demographic, social and economic determinants. Little attention was paid to political factors. An analysis of the scientific literature shows that there is a theory of «effective autocracy» in the academic environment. The purpose of this article is to assess the effectiveness of political regimes (democracies and autocracies) in the fight against the SARS-CoV-2 coronavirus. To test the thesis of «effective autocracy», we collected data on 96 countries and built two regression models. As a result of the study, we came to the conclusion that the mortality rate from coronavirus is lower in autocracies than in democracies, which confirms the theory. Belarus declared a multi-vector policy at the doctrinal level, and neutrality — at the constitutional level. The analysis of the foreign policy course confirms the dominance of the Eastern (Russian) vector. The author aims to explain this choice of official Minsk. In his search for the answer, the author makes use of the concept of a small state. To defend national security, a small state can use one of the options of strategy-balancing, banqueting, strategic hedging and neutrality policy. The author concludes that none of these practices can explain the dominance of the Russian direction in the foreign policy of Belarus. The article argues that these strategies are suitable for large or medium-sized powers, but not for small states like Belarus. The author assesses the impact of the electoral districts size on the gender composition of municipal legislative bodies (dumas). A review of theoretical and empirical works shows that more women are elected to Parliament under the proportional representation system than under the majority system with single-mandate constituencies. According to the author, the decisive factor is not the type of the electoral system, but the size of the electoral district. Two working hypotheses were formulated. According to the first, representative bodies of municipalities, whose elections are held according to a majority system with multi-member districts, will have a higher representation of women than local dumas which are formed on the basis of a majority system with single-member districts. In the political science literature, there are several main approaches that explain the weakness of the political parties’ institution in Russia. These concepts point to reasons that are outside political parties. This study attempts to link the low status of political parties in Russia with the quality of party top management, in particular, with the parties’ regional leaders (United Russia, the Communist Party of the Russian Federation, the Liberal Democratic Party and A Just Russia). The purpose of the study is to create a collective portrait of the heads of regional branches of parliamentary political parties. Methods. Много внимания уделено обзору существующих в политической науке теоретических подходов к объяснению региональной интеграции. Показано, что эти методологические направления и школы объясняют создание интеграционных объединений исключительно действием внешних (геополитических и геоэкономических) факторов. Автор, опираясь на теорию неоклассического реализма, на основе большого эмпирического материала доказывает, что в формировании Союза России и Белоруссии большую роль сыграли комплекс внутренних факторов и интересы внутриполитических акторов.
