This paper argues that, besides being a repercussion of natural or quasi-natural processes, globa... more This paper argues that, besides being a repercussion of natural or quasi-natural processes, globalization is also the consequence of globalization projects implemented by various actors. By this, the research aims at demystifying globalization to a great extent by bringing it down to the ground and making it traceable. Since the mid-nineteenth century, to gain control of global flows of labor, services, goods, entrepreneurship, and ideas actors under global conditions issued various projects, and implementation of what led to the globalization of convergence and divergence, integration and fragmentation, peace and war. In this respect, the paper studies the EU's cultural and educational policies in Azerbaijan in the framework of the Eastern Partnership programme to find out how cultural globalization unfolds via the EU's (globalization) project? According to the findings, the EU actively uses the agency of culture to do so. In the framework of the fourth platform (contacts between people) of the Eastern Partnership Program, the values and the norms the EU aspires to spread in the world transcend the border and facilitate the re-territorialization of its eastern neighborhood toward the EU.

Abstract The Nagorno-Karabakh conflict has been one of the persistent disputes in the Post-Soviet... more Abstract The Nagorno-Karabakh conflict has been one of the persistent disputes in the Post-Soviet spaces since its outbreak. There have been various peace proposals by the regional and international mediation for halting the fighting and ensuring the peaceful resolution of the conflict between two South Caucasian countries. These include the peace initiative of Kazakhstan and Russia, the mediation efforts of Iran and Turkey, the resolutions of the United Nation Security Council, and the peace proposals of the OSCE Minsk Group. However, despite all these efforts, there has not been any substantive progress on bringing parties to the conflict closer to an agreement due to the various internal and external factors. In this regard, the aim of this research paper is to investigate the peace initiative of Iran from the outset of the conflict until the signing of the Tehran Declaration in May 1992 and then to analyse the failure of Iran’s mediation efforts.

The geopolitical and geo-economic maps of Eurasia, the South Caucasus, and the regions around have significantly changed since then thanks to rise of China, India, and other regional actors. These actors in their turn began to initiate competitive logistical and transportation projects to define terms and conditions of the making of Eurasian transport and trade routes. The ultimate goal is to have a share in controlling global flows passing through the strategic spots of Eurasian landmass. Throughout history Azerbaijan has been home of several Jews communities, such as Mountain Jews, Ashkenazi and etc, which played an important role in relationship between these two countries. With the collapse of Soviet Union, Azerbaijan got its independence in 1991. Since that period of time Azerbaijan has put strenuous efforts to create the bilateral relations with the leading world countries for preserving its independence, and avoid Russian and Iranian influence. Despite its religious origin and neighborhood with Iran, Israel was one of the priorities in the foreign policy of Azerbaijan. Azerbaijan developed its relationship with Israel in all contexts. It was one of the strategic partners in NagornoKarabagh war between Azerbaijan and Armenia.

The article contributes to a better understanding of 'Traditional Islam' (TI), a state-led projec... more The article contributes to a better understanding of 'Traditional Islam' (TI), a state-led project in Azerbaijan to establish an alternative narrative promoting a specific local understanding of Islam that builds on its non-political, non-sectarian and national features to prevent 'non-traditional' religious variants from gaining popular traction. The phenomenon has not appeared in a vacuum. First, its features and functions stem from Soviet-era anti-religious and nationalities policies. Second, many aspects of TI resemble counter-radicalisation initiatives worldwide. Finally, while introduced as a means of blocking radicalisation in order to protect Azerbaijan's national identity as a secular state, Traditional Islam in fact works to extend state control over the religious domain and thus to prevent the development of any religiously grounded dissent against the authoritarian regime.

Since its creation, the Minsk Group organized several meetings and initiated various proposals. However, despite its "great efforts, " parties to the conflict have not come to an agreement and are still insisting on their position of 'territorial integrity' and right of 'self-determination, ' therefore there has been no progress in the settlement of the conflict. The aim of this research paper is to give a general overview of the OSCE Minsk Group and investigate its mediation efforts, and analyze the question: Why does Azerbaijan accuse the OSCE Minsk Group of being biased in the settlement of the conflict?

To substantiate this argument, this paper explores the historical and geopolitical factors in the region that conditioned the neutrality course of Azerbaijan and the stability in the South Caucasus. It further evaluates recent developments around the region and the EU's interests, responses, and shortcomings to deal with them; and eventually concludes that preservation and further consolidation of this foreign policy course of Azerbaijan also serves the best interest of the EU.

This article seeks to study the consequences of the Nagorno-Karabakh war for Azerbaijan: thus ana... more This article seeks to study the consequences of the Nagorno-Karabakh war for Azerbaijan: thus analyzes findings on occupied territories, casualties, and damages of the war from economic, political, and social perspectives. The utmost brutality and atrocity of the overall conflict is memorized with Khojaly Massacre committed against Azerbaijani civilians on 26 February 1992. Hence, the article unveils evidences through the scrutiny of secondary data from academic sources, publications, and news materials published by international media. The particular focus of the study is concentrated on to what extend special plan was prepared deliberately for ethnic cleansing in Khojaly during the Nagorno-Karabakh war.

The dispute between Turkmenistan and Azerbaijan over the delimitation of the Caspian Sea has been... more The dispute between Turkmenistan and Azerbaijan over the delimitation of the Caspian Sea has been one of the focal points of relations between the two states and has had negative spillover effects for the region. The conflict prolonged the process of determining a new status for the sea, as the parties failed to build mutually beneficial bilateral relations, and the implementation of regionally important transportation projects such as the Trans-Caspian Pipeline (TCP) have been delayed. However, the signing of a new Convention on the status of the Caspian Sea in 2018 in Aktau, was met with optimism for the delimitation of the seabed and the construction of the TCP. The present research aims to find out whether the new Convention of 2018 on the status of the Caspian Sea resolved the long-standing dispute between Azerbaijan and Turkmenistan and to assess the potential of implementing the TCP under the new conditions.

Despite its religious origin and neighborhood with Iran, Israel was one of the priorities in the foreign policy of Azerbaijan. Azerbaijan developed its relationship with Israel in all contexts. It was one of the strategic partners in Nagorno-Karabagh war between Azerbaijan and Armenia.

The dispute between Turkmenistan and Azerbaijan over the delimitation of the Caspian Sea has been... more The dispute between Turkmenistan and Azerbaijan over the delimitation of the Caspian Sea has been one of the focal points of relations between the two states and has had negative spillover effects for the region. The conflict prolonged the process of determining a new status for the sea, as the parties failed to build mutually beneficial bilateral relations, and the implementation of regionally important transportation projects such as the Trans-Caspian Pipeline (TCP) have been delayed. However, the signing of a new Convention on the status of the Caspian Sea in 2018 in Aktau, was met with optimism for the delimitation of the seabed and the construction of the TCP. The present research aims to find out whether the new Convention of 2018 on the status of the Caspian Sea resolved the long-standing dispute between Azerbaijan and Turkmenistan and to assess the potential of implementing the TCP under the new conditions.

To substantiate this argument, this paper explores the historical and geopolitical factors in the region that conditioned the neutrality course of Azerbaijan and the stability in the South Caucasus. It further evaluates recent developments around the region and the EU's interests, responses, and shortcomings to deal with them; and eventually concludes that preservation and further consolidation of this foreign policy course of Azerbaijan also serves the best interest of the EU.

Since its creation, the Minsk Group organized several meetings and initiated various proposals. However, despite its “great efforts,” parties to the conflict have not come to an agreement and are still insisting on their position of ‘territorial integrity’ and right of ‘self-determination,’ therefore there has been no progress in the settlement of the conflict. The aim of this research paper is to give a general overview of the OSCE Minsk Group and investigate its mediation efforts, and analyze the question: Why does Azerbaijan accuse the OSCE Minsk Group of being biased in the settlement of the conflict?

This article seeks to study the consequences of the Nagorno-Karabakh war for Azerbaijan: thus ana... more This article seeks to study the consequences of the Nagorno-Karabakh war for Azerbaijan: thus analyzes findings on occupied territories, casualties, and damages of the war from economic, political, and social perspectives. The utmost brutality and atrocity of the overall conflict is memorized with Khojaly Massacre committed against Azerbaijani civilians on 26 February 1992. Hence, the article unveils evidences through the scrutiny of secondary data from academic sources, publications, and news materials published by international media. The particular focus of the study is concentrated on to what extend special plan was prepared deliberately for ethnic cleansing in Khojaly during the Nagorno-Karabakh war.
