The idea for this research note emerged in the aftermath of a survey that we conducted with Kazak... more The idea for this research note emerged in the aftermath of a survey that we conducted with Kazakhstani experts about their perceptions of the Western and Russian vectors in Kazakhstan’s foreign policy. We found that most of our respondents felt uncomfortable and tended to avoid answering questions related to Russia. In this research note, we seek to discuss and explore the challenges that Kazakhstani researchers experience while studying Russia. While doing so, we find that Kazakhstani academics are facing now what we call a wave of new-Sovietism from Russia that not only instils anxieties but also silences scholarly voices in Kazakhstan and beyond. We call for robust academic dialogue to foster understanding of issues faced by academics within and beyond the country. By highlighting these challenges, we aim to enrich discussions on studying Russia and emphasize the importance of safeguarding academic freedom and intellectual diversity in research.
is article explores promising areas of cooperation between the member states of the Organization ... more is article explores promising areas of cooperation between the member states of the Organization of Turkic States (OTS), which need to be developed in response to global climate and geopolitical challenges. It also examines issues of economic, energy and environmental security while referring to the theory of regional security complex developed by representatives of the Copenhagen School of international relations. After the theoretical introduction, the article analyses the signi cance of di erent areas of cooperation, such as transport and communications, the green energy sector and food security. In line with its aim, the article focuses on the role of the OTS in providing security in the sensitive elds of transportation, logistics, agriculture and power supply. Finally, the article discusses the need for a qualitative deepening of integration between the Turkic countries in the face of geopolitical uncertainty.

Despite the critical view of Joseph Nye's “soft power” policy, American politicians are incre... more Despite the critical view of Joseph Nye's “soft power” policy, American politicians are increasingly considering this concept as an indispensable means to influence the world. The crucial importance of soft power is outlined in the global strategy of the United States for its ability to make states want to follow Western values and the liberal model of world order. In turn, the blurry sense of liberal values’ influence on the Kazakh government provoked the authors to research quantitative and qualitative indicators of an aforementioned theme. Utilizing soft power instruments toward Kazakhstan is far beyond the hard edge, but despite we tried to specify the questions around research and find replies based on empirical data.

Water is increasingly scarce in Central Asia. The nations of Uzbekistan, Turkmenistan and Kazakhs... more Water is increasingly scarce in Central Asia. The nations of Uzbekistan, Turkmenistan and Kazakhstan (the "lower" nations) face significant resource issues in their relations with Tajikistan and Kyrgyzstan (the "upper" nations). The otherwise relatively resource-rich "lower" nations sit downriver from the "upper" nations, which suffer a dearth of non-water resources and spotty electrical flow. These "upper" nations have begun to think of trans-boundary rivers as sources of hydro-power and to view their national control of water as a means to improve economically. This paper discusses the failure of past regional and sub-regional treaties to resolve these ossifying conflicts of interest, and explains that only a truly multilateral convention might allow these nations to collectively determine a way forward which satisfies all parties.
