A formalism is proposed for the potential energy functions of rare gas cluster ions which is a mo... more A formalism is proposed for the potential energy functions of rare gas cluster ions which is a modification of the DIM approach by explicit inclusion of 3-body terms. Functional forms have been derived for the 2-body and 3-body matrix elements of He n + by fitting to accurate ab initio data on He2, He+ 2, He3 and He+ 3. Calculations on He+ 4 suggest that 4-body terms are unimportant for low energy regions of the potential energy surface. The model provides a route to the rapid evaluation of potentials for large He n + clusters, allowing their structure and classical dynamics to be studied.

This study explores and seeks to explain the EIA procedures practice gap in Lao PDR. It reviews t... more This study explores and seeks to explain the EIA procedures practice gap in Lao PDR. It reviews the literature and studies EIA legislation, administrative procedures, guidelines, and relevant documents by using a model proposed by Leu et al. (1996) and applying criteria proposed by Wood (1995) to evaluate the performance of EIA systems. Key EIA legislation in Lao PDR has many strengths, but also major weaknesses: Inadequate planning procedures, no secondary regulations, few trained and skilled personnel, inadequate public consultation, lack of environmental data, weak follow-up and monitoring, and no enforcement machinery. Additionally, the EIA approval procedure is very bureaucratic and easily derailed by political and economic pressures. In addition, coordination among EIA proponents, consultants, concerned ministries, local authorities, planners, and decision-makers is generally weak. This delays decision-making and hinders implementation of environmental regulations. Thus, procedures and evaluation are not always performed well. EIAs are more a project justification tool than a project planning tool for sustainable development. We conclude with recommendations to strengthen the system, such as improving capacity building, implementing an EIA consultants' accreditation system, ensuring effective public participation and access to EIA reports, applying systematic EIAs, reviewing criteria, and promoting environmental awareness.

EIAs are now established in many countries of the developed and developing world. EIA systems do, however, vary greatly between procedures and actual practice. Some countries have clear regulations, others have administrative guidelines, and others have more ad hoc procedures. Those with wellestablished procedures may not necessarily be those with the most successful implementation. The study is concerned with an assessment of the opportunities for outdoor recreation development... more The study is concerned with an assessment of the opportunities for outdoor recreation development in the Dong Hua Sao protected area, located at the southern part of Laos (Champasak province). The study involves the assessment of the natural resources, the perception of residents towards socio-cultural, economic and physical impacts, and visitors' opinion towards activities and facilities preferred. The study reveals that the perception of the residents in Dong Hua Sao protected area is quite similar to results of other studies. The residents of DHS protected area believe that tourism will bring several changes to the social, economic and physical environments of the area. They feel that most of the changes will be beneficial for their community. Moreover, the residents have given higher priorities to issues related to employment and participation in culture practices for tourism, since these will lead to employment benefits. Wildlife is one of the most important food resources in rural areas and popular among all social ... more Wildlife is one of the most important food resources in rural areas and popular among all social layers of Lao PDR. Numerous vertebrate species are sold at the local markets, but a comprehensive understanding of people’s involvement and their impact on survival of local populations remains insufficient. This study provides the first interdisciplinary assessment using a questionnaire-based survey approach to investigate both markets and households in Khammouane Province in central Lao PDR. Data were recorded during the dry season (October and November 2017), as well as the rainy season (June and July 2018). We documented 66 traded species, mainly intended for consumption purposes, with more than half of them protected under either national law or international convention/red list. Furthermore, an evaluation of wildlife use from urban to the most accessible rural areas, indicated differences in affordability and trapping behavior.
