Therefore, companies and producers are under pressure from government rules and regulations on one hand, and on the other hand, maintaining customer satisfaction concerning cares about the environment. Green supply chain management (GSCM) is a procedure to increase efficiency and decrease environmental effects for companies that collaborate with customers and suppliers. According to GSCM, there is some research about applying green aspects of purchasing, design, manufacture, distribution, packaging, marketing, and reverse logistics of supply chains to improve their company’s performance regarding environmental issues. The BCC model frontier may contain some weak efficient parts in input or output orientation, and Decision Making Units (DMUs) which are compared with these parts of frontier or placed on them take a bias efficiency. Here, using estimation of returns to scale for each efficient DMUs, allowable supporting hyperplanes replaced by weak parts of frontier. Computational testing with real world data sets with up to 40 decision making units, indicate the employing of this modification.

The lack of discrimination among efficient decision making units (DMUs) and unrealistic input-outputs weights have been known as the drawback of DEA. In this paper the new scheme based on a goal programming data envelopment analysis (GPDEA) are developed to moderate the homogeneity and reasonability of weights distribution by using of facet analysis On GPDEA (GPDEA-CCR and GPDEA-BCC) models. These modifications are done by considering the lower bounds for each individual inputs and outputs weights in standard CCR model and an upper bound just for free variable of standard BCC model. Suppose that players are selfish. Each player makes any possible efforts to bring about his or her ideal condition. This paper introduces the models for computing minimal cost-benefit ratio and maximal benefit-cost ratio, for each player and their coalitions and provides a new scheme for avoiding zero weight occurrence in these models. By using these models successful players or coalitions can be obtained.

This paper examines the dual efficiency of bioenergy, renewable hydro energy, solar energy, wind ... more This paper examines the dual efficiency of bioenergy, renewable hydro energy, solar energy, wind energy, and geothermal energy for selected OECD countries through an integrated model with energy, economic, environmental, and social dimensions. Two questions are explored: Which renewable energy alternative is more dual efficient and productive? Which renewable energy alternative is best for a particular country? Data envelopment analysis (DEA) is used for the efficiency evaluation, and the global Malmquist productivity index is applied for productivity analysis. Results indicate bioenergy as the most efficient renewable energy alternative with a 20% increase in average efficiency in 2016 compared to 2012. Renewable hydro energy, wind energy, and solar energy show a 17.5%, 16%, and 11% increase, respectively. Upon the completion of national road projects, their cost and time deviations are often reported.... more Upon the completion of national road projects, their cost and time deviations are often reported. These deviations from the projected values are a result of complications in the time and cost management of such projects. Controlling the cost and time overrun of projects is important for successful implementation and efficient project management. However, few studies have attempted to measure the project cost and time management efficiency in civil engineering. Thus, this issue requires further investigation. In this study, large road projects that had poor cost and time management were selected. The chosen projects were configured as Decision Making Units (DMUs) in a Data Envelopment Analysis (DEA). It is a nonparametric modern mathematical tool for measuring relative managerial performance and determining efficient DMUs. The cost and time management efficiency of the projects was calculated using this tool, and the resulting values were ordered according to importance. The identified results demonstrate that additional works, inaccurate initial project scope, increase or change in the scope of the project, and design changes are four common critical causes that strongly impact both time and cost management efficiency.

Selecting the optimum process parameter level setting for multi-quality processes is cumbersome. ... more Selecting the optimum process parameter level setting for multi-quality processes is cumbersome. Previous methods were plagued by complex computational search, unrealistic assumptions, ignoring the interrelationship between responses and failure to select optimum process parameter level settings. The methods of variable return to scale (VRS) backpropagation neural network (BPNN) previously adopted were limited by the use of weak models, poor discriminatory tendency and an inability to select the optimum parameter level setting. This study applied a modified VRS-adequate BPNN topology model in the robust parameter procedure to solve this problem. Here, standard VRS models are allowed to self-assess, leading to partitioning. The upper bound of the free variable of the VRS model is restricted and the VRS penalization coefficient is adopted to determine the optimum process parameter level setting. The effectiveness of the proposed model measured by the total anticipated improvement yielded the highest total improvement over the existing methods.

The inflow of refugees from Syria into Lebanon necessitates a robust and efficient healthcare sys... more The inflow of refugees from Syria into Lebanon necessitates a robust and efficient healthcare system in Lebanon to withstand the growing demand for healthcare service. For this purpose, we evaluate the efficiency of healthcare system in Lebanon from 2000 through 2015 by applying a modified data envelopment analysis (DEA) model. We have selected four output variables: life expectancy at birth, maternal mortality ratio, infant mortality rate, and newly infected with HIV and two input variables: total health expenditure (% of GDP) and number of hospital beds. The findings of the paper show improvement in the efficiency of the healthcare system in Lebanon after the widespread of the health system reform in 2005. It also shows that reduction in health expenditure does not necessarily reduce efficiency if operational and technical aspect of the healthcare system is improved. This study aimed at establishing fault tree analysis (FTA) using expert opinion to compute the pr... more This study aimed at establishing fault tree analysis (FTA) using expert opinion to compute the probability of an event. To find the probability of the top event (TE), all probabilities of the basic events (BEs) should be available when the FTA is drawn. In this case, employing expert judgment can be used as an alternative to failure data in an awkward situation. The fuzzy analytical hierarchy process as a standard technique is used to give a specific weight to each expert, and fuzzy set theory is engaged for aggregating expert opinion. In this regard, the probability of BEs will be computed and, consequently, the probability of the TE obtained using Boolean algebra. Additionally, to reduce the probability of the TE in terms of three parameters (safety consequences, cost and benefit), the importance measurement technique and modified TOPSIS was employed. The effectiveness of the proposed approach is demonstrated with a real-life case study.

Directive 2011/24/EU on patients' rights in cross-border healthcare facilitates EU citizens&#... more Directive 2011/24/EU on patients' rights in cross-border healthcare facilitates EU citizens' access to and reimbursement for healthcare provided or prescribed in a member state other than the member state of affiliation. The efficiency of cross-border healthcare policy is evaluated using data envelopment analysis of relevant items in Eurobarometer Survey on Safety and Quality of Care and Patients' Rights in the EU. Our study shows policy inefficiency in 52% of the 25 EU member states included in the analysis. Addressing difficulties patients encounter while seeking reimbursement from their national health service or health insurer and reducing the number of adverse events patients experience when receiving healthcare improves policy efficiency. Our findings confirm that there is country-level variation in cross-border healthcare policy efficiency.

Suppose that players are selfish and the score for each criterion for a player is an interval. Each player makes any possible efforts to bring about his or her ideal condition. In this paper a new scheme to calculate the minimal allocated cost and the maximal allocated benefit for interval data is offered. In this scheme also the new models have been proposed for avoiding zero weight occurrence. Here ultimate allocated is achieved for each player with suitable coalition within several defined coalition.
