Самый пагубный эффект коррупции заключается в том, что она подрывает веру в государственные учреждения. Информационные и коммуникационные технологии (далее ИКТ) являются бесценным инструментом, они облегчают обработку, передачу и отображение информации, являются одной из сил, формирующих двадцать первое столетие. Благодаря быстрой и доступной связи, ИКТ снижают операционные издержки и барьеры; позволяют людям искать, приобретать и делиться опытом, идеями, услугами и технологиями на местном, национальном, региональном и международном уровнях. Глобализация является ее наиболее выраженным результатом. Электронное правительство относится к использованию ИКТ для улучшения предоставления услуг в государственном секторе, обеспечения более широкого доступа общественности к информации и повышения ответственности правительства перед гражданами. Оно охватывает цифровое взаимодействие между правительством и гражданами, правительством и бизнесом, правительством и работниками, а также правительством и местными исполнительными органами. Если правительства могут создавать открытые порталы данных, в первую очередь, для получения экономической выгоды, то гражданское общество может проводить кампании за соответствующие мероприятия, чтобы включить важную информацию о бюджетах и расходах, и может использовать ее для привлечения правительств к ответственности. Мы приходим к выводу, что одно из направлений научного поиска состоит в доктринальном освоении новых явлений и процессов, возникших и протекающих в государственно-правовой сфере под воздействием цифровизации экономики, управления и права. Ключевые слова: информационное право, информатизация, противодействие коррупции, гражданское общество, цифровое право, цифровизация.

The disparities in understanding the concept of international law subject explain the lack of international legal instruments that could ascertain the exact legal positions of natural persons in question. By a thorough analysis of legal sources, the authors aimed at identifying both general legal parameters of legal personality representation in international law and its individual forms in particular, such as the rights of migrants, refugees, victims of armed conflicts, and investors as economic bloc representatives. The research demonstrates that as opposed to the positions maintained in foreign scientific literature, which tend to treat individuals as subjects of international law, the dominant point of view in the Russian doctrine of international law is the one suggesting that these persons are not subjects of international public law. The purpose of the study is to assess the level of energy supply to the population of the Eastern... more The purpose of the study is to assess the level of energy supply to the population of the Eastern Europe, Caucasus, and Central Asian (EECCA) countries, taking into account their financial risk and energy efficiency for households as potential socially vulnerable consumers. The research methodology is based on three approaches to determining the energy poverty of the population, as well as the integral index of energy supply to socially vulnerable segments of the population. Based on the results of the three approaches to assessing the level of energy supply to the population of EECCA countries, it has been revealed that its critical indicators are found in Armenia, Georgia, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Ukraine. The multivariate analysis of variance has revealed that, in all EECCA countries, both financial risk and energy efficiency levels have a significant impact. This article analyzes global and regional development perspectives of the oil business. This stud... more This article analyzes global and regional development perspectives of the oil business. This study uses statistical, financial methods, as well as comparative approach to analyze modern state of the oil industry in the world and oil industry markets in various regions (OPEC, ОECD, Russia, etc.). Results show that current situation in the oil market is characterised by domination of those factors, which will facilitate maintenance of relatively low oil prices. The study develops oil market regulation model. This model takes into account the following main factors: (i) Energy sector development strategies of developing countries, (ii) Geopolitical uncertainties, (iii) Difficulties in forecasting the international geopolitical situation, (iv) Competition for energy sources, (v) The main regulators, which influence both the activity of oil companies and the markets generally.
