Research paper thumbnail of Experiences on Demand-Side-Management Options of Small- and Medium-Scale Industries in Finland

IFAC Proceedings Volumes, Oct 1, 1989

The field research work, which lasted for over two years and was aimed to study these options in practice, revealed that each customer forms a unique case for which individual solutions must be found in order to level the electric load and to reduce energy costs. Peak clipping by solely controlling customers' own loads seldom yields substantial benefits. In some cases the modification of customers' own power-generating engines for peak clipping, which initially have been purchased for other purposes, such as emergency or stand-by aggregates, can come into question. However, many practical details restrict the applicability of these solutions. Investments for sophisticated, computer-based load control devices are justified in cases where other monitoring-and management functions besides DSH can be implemented in the system. In the future a closer cooperation between the customer and the distributing utility can enhance the benefits of the current DSH options.

There will also be more distributed energy resources that are connected to the electrical network. The coordinated management and automation of such resources becomes more important and includes new challenges and possibilities. Distribution requires new ways of working and management of processes producing integrated added value. In the area of distributed energy there can be seen three commercial levels: services supporting the business and business networks, management and utilisation of local energy resources and control of individual production and consumption units. Information and communication technologies and automation are essential in gaining the aims and in developing the means and tools for controlling this kind of systems (production, transfer, distribution, storage, use).

Fast demand response is increasingly needed. Main results and experience from a recent price control project in Finland are explained here where spot-price based contracts were applied to about 10 residential customers with electric heating and hourly meters. Consumption and temperature measurements were installed and the heat dynamics modelled. Manual responses were observed and automatic methods for price response developed.

A model, named as the loss coefficient mode, for estimating hourly and annual losses and their value has been developed. That requires only a minimal amount of data from the company. The losses of six different urban and rural Finnish electricity distribution companies have been estimated
