I thank Rear Admiral P.K. Faidoo, the former Chief of Naval Staff of Ghana, and Commodore Issah Yakubu for permitting me to pursue this Master of Science Degree in Maritime Affairs specialising in Maritime Safety and Environmental Administration (MSEA). My thanks go to Rear Admiral M. Beick-Baffour for his never-ending advice and motivation to pursue higher academic and professional courses. To the former Director-General of Ghana Maritime Authority, Mr Kwame Owusu, I appreciate your support in enabling me pursue this programme. I appreciate my supervisor and head of MSEA specialization, Professor R. Baumler for his patience, understanding and direction in this novel field of research. Particularly for his tutelage in Systems theory and making me a Systems thinker. I thank Professor M.E. Manuel for being my instructor for many years and always holding me to high standards both in academics and character. Thank you for inspiring me to offer this programme and never losing faith in me. I also thank Anne Pazaver for her motivation and great interest in this research.
