Leadership is a key function and process to unlock the effectiveness and enhancement of any organ... more Leadership is a key function and process to unlock the effectiveness and enhancement of any organization’s development, including Religious-NGOs (RNGOs). This can be attained via three main characteristics, which are charismatic, transformational and servant leadership. Previous research has proved that these characteristics are relevant for NGOs, but little was found for RNGOs. RNGO is a form of NGO that is well-known for its active role in contributing to a harmonious and religious society. This paper focused on the concept of leadership in RNGOs and an introductory to the identity of Malaysian Islamic RNGOs that are diverse by ethnic identities. This study was qualitative in nature and depended heavily on existing literature and official reports. Public Complaints (PC) means grievances, comments or suggestions due to a customer›s dissatisfaction against public services delivery. It is one of the government essential mechanisms to identify problems and weaknesses in services and to produce best solution. In organization’s governance, especially in the century, the community views are important input. The study found that the majority of scholars list the physical health requirements for a head of state as salāmah al-hawās wa al-a'dā (mentally and physically healthy) or kifāyah al-ajsām (perfect body). This indicates their agreement on the importance of health requirements for candidates for head of state. However, some scholars do not list health as a requirement, considering it unimportant, because what is important is that the head of state has leadership capability and intellectual intelligence. Earlier researchers discussed the three main factors which are attitude, subjective norms and per... more Earlier researchers discussed the three main factors which are attitude, subjective norms and perceived behavioral control in explaining halal consumption. However, by reviewing previous literatures, analyzing the international trends of halal consumption and the Islamic rulings of halal consumption, religiosity could be considered as an important variable influencing halal consumption. Religiosity factor has been empirically proven by previous studies in different countries. Therefore, this paper aims to contribute to the current literature by integrating religiosity factor in predicting halal consumption among Muslim consumers. An exploratory study is conducted to investigate the influence of attitude, subjective norms, perceived behavioral control and religiosity in influencing halal consumption. Effective governance (EG) is a new term, with modified concept, popularized for governing a count... more Effective governance (EG) is a new term, with modified concept, popularized for governing a country well, particularly since the new millennium age. It has become more important with the urge and challenge of globalization, whereby managing a country is not by virtue of one man that is the leader, but a combination of three major entities, that is, the state, the private sector and the citizens. This article will, however, concentrate on the role of public service and the process of transition in the move towards EG. For the purpose of better cognition to the EG theory, the author presented the theory beforehand in two perspectives: contemporary and Islam. These two theories are used as the underlining background for the analysis. It is found that the role and transition of the public sector in Malaysia brought various forms of reformations that undeniably had produced positive impacts on the quality of the public delivery system, and therefore contribute to the realization of effective governance. Nevertheless, the report on management capability and corruption perception does not help in proving EG as an output, as it is merely a process. This article suggests that conceptualizing EG from both Islamic and contemporary theories could assist the government in continuously improving the public services.

Malah para sarjana berpandangan bahawa pembangunan ekonomi sesebuah negara boleh dicapai apabila wujudnya kesejahteraan dalam kalangan masyarakat. Oleh itu kesejahteraan menjadi satu indikator penting dalam menentukan status negara membangun. Islam telah menggariskan polisi bagi menjamin kesejahteraan iaitu dengan cara menjaga lima perkara iaitu menjaga agama, akal, nyawa, harta dan keturunan. Artikel ini akan melihat secara khusus bagaimana Islam menjamin kesejahteraan ummah melalui agihan semula kekayaan menerusi pensyariatan zakat, wakaf dan sedekah. The purpose of this paper is to explore and comprehend the theory of effective governance from both a modern and Islamic perspective. This paper analyzes the key element of this theory in the reign of caliph Umar ibn al-Khattab. It is hypothesized that the teaching of effective governance can be understood from the al-siasah al-shariyyah and shariah framework. The concept of effective governance emerged and became known as a policy formulation with its implementation through synergistic participation by various sectors including administrative, political and economic, focusing on several characteristics – efficient, honest, equitable, transparent and accountable – in order to obtain a higher quality of governance. The purpose of this paper is to explore and comprehend the theory of effective governance from both a modern and Islamic perspective. This paper analyzes the key element of this theory in the reign of caliph Umar ibn al-Khattab. It is hypothesized that the teaching of effective governance can be understood from the al-siasah al-shariyyah and shariah framework. The concept of effective governance emerged and became known as a policy formulation with its implementation through synergistic participation by various sectors including administrative, political and economic, focusing on several characteristics – efficient, honest, equitable, transparent and accountable – in order to obtain a higher quality of governance. Effective governance (EG) is a new term, with modified concept, popularized for governing a count... more Effective governance (EG) is a new term, with modified concept, popularized for governing a country well, particularly since the new millennium age. It has become more important with the urge and challenge of globalization, whereby managing a country is not by virtue of one man that is the leader, but a combination of three major entities, that is, the state, the private sector and the citizens. This article will, however, concentrate on the role of public service and the process of transition in the move towards EG. For the purpose of better cognition to the EG theory, the author presented the theory beforehand in two perspectives: contemporary and Islam. These two theories are used as the underlining background for the analysis. It is found that the role and transition of the public sector in Malaysia brought various forms of reformations that undeniably had produced positive impacts on the quality of the public delivery system, and therefore contribute to the realization of effective governance. Nevertheless, the report on management capability and corruption perception does not help in proving EG as an output, as it is merely a process. This article suggests that conceptualizing EG from both Islamic and contemporary theories could assist the government in continuously improving the public services.

RNGO is a form of NGO that is well-known for its active role in contributing to a harmonious and religious society. This paper focused on the concept of leadership in RNGOs and an introductory to the identity of Malaysian Islamic RNGOs that are diverse by ethnic identities. Customer satisfaction is one of the main indicators for quality public service (QPS). To obtain customer satisfaction efforts to localise services is a necessity. Among others, are through the inculcation of the value of openness and implementation of people's consultative program as mentioned in Guidelines for Publicizing Public Service, the Public Service Circular No. 1 year 2015. Government agencies is no exceptional when it comes into QPS and CS issues. The Federal Territory of Islamic Religious Council (Maiwp) is one of them that always gained public attention especially by asnaf community (AC) on the issue of zakah application and distribution.Various issues raised such as complaints on delay and difficulty in getting zakah allocation. While issues on the part of AC involving their perseption about rights to get zakah, life style and attitude, financial and life problem, lack of knowledge and information on zakah and about zakah communication channels. These are among the issues identified in relation to zakah allocation and distribution and asnaf community.Thus, this action research project focuses on four aspects; Communication channels provided by Maiwp for zakah application and distribution; AC understanding about zakah and zakah distribution; AC knowledge and information on zakah and AC life style and attitude on how to lead better life without too much depending on zakah. The focus is hoped to achieve the objective of this project which are to understand life problems and financial stress amongst asnaf in PPR Seri Pantai, Lembah Pantai, Kuala Lumpur; to inspect AC information about zakah application and distribution communication.

In achieving these objectives, this project has identified two modules or methods to be used. They are first, by conducting series of Islamic talk (IT) for asnaf self development (ASD) and second, through face-to face consultation (F2FC) or discussions with asnaf and stake holders. The IT sessions are aimed to give understanding, awareness and motivation on how to manage life and financial according to Islamic values. Besides, the two modules are aiming at providing a direct and open way of communication between AC and/or stakeholder (Maiwp) and reseachers as a middle person to work hand in hand in dealing with zakah issues effectively.
