This article attempts to explain transformations in military-society relations using models devel... more This article attempts to explain transformations in military-society relations using models developed in the context of political participation and social learning. The authors suggest that patterns of alternative politics might evolve from the undermining of the "republican contract," that is, the exchange between citizens' military sacrifice and the rights and rewards granted to them by the state. This situation creates growing dissatisfaction among citizens that may trigger collective action, even among soldiers. Barriers to internal bargaining within the military generate modes of alternative politics in the military-society realm. Drawing from the case of Israel, the authors illustrate these strategies by focusing on conscientious objection, "gray refusal," reservists' rebellions, and a direct form of civilian monitoring of the army.

This paper explores the issue of accountability in democratic systems by addressing the issue of ... more This paper explores the issue of accountability in democratic systems by addressing the issue of the deliberate distortion (gaming) of performance measures in the context of the principal-agent theory. Our model identifies the conditions required for principals to invest effort in monitoring agents' gaming activities, and for agents to minimize the effort they invest in such activities. We show that the principal can reduce the agents' gaming efforts by introducing value-added reporting systems that benefit them or impose painful penalties on their gaming. Alternatively, the principal may find ways to reduce the costs of monitoring, for example, through organizational changes. We use the model to explore a variety of principal-agent relations in democratic systems where citizens are weak principals. Politicians, regulators, and senior administrators, who play as both principals and agents, have motivation to invest in gaming the system leading to acute problems of accountability and responsibility in democratic systems.

This article analyzes how sociopolitical dynamics within a state can help explaining foreign poli... more This article analyzes how sociopolitical dynamics within a state can help explaining foreign policy. We show that under certain conditions, the public can be involved in ways that extend beyond expressing opinions that act as constraints on policy makers, and also takes active initiatives that eventually shape foreign policies. The article explains how sociopolitical processes in Israeli society, which transformed the nature of citizen-politician relations from a top-down to a bottom-up orientation, gradually led to shifts in foreign policy regarding the conflict with the Palestinians. The Israeli public has adopted an approach to solving social problems by unilateral initiatives, as part of its attempts to shape foreign policy from the bottom up, due to continuous government failure to provide public services, combined with blocked influence channels. As long as Israeli politicians ignored these changes, they failed to mobilize support for policies imposed from the top down and lost their positions of power.

We show that under certain conditions, the public can be involved in ways that extend beyond expressing opinions that act as constraints on policy makers, and also takes active initiatives that eventually shape foreign policies.
