Small and medium enterprises are very important part of Albanian Economy, they represent almost 9... more Small and medium enterprises are very important part of Albanian Economy, they represent almost 99% of Albanian registered enterprises and generate more than 80% of jobs in the labour market. They also contribute 60-75% of Gross Domestic Product. SME-s are key elements of the Albanian economy. This study tries to investigate the effects of changes in fiscal policies to SMEs in Albania, which is also the reason why this topic is of interest to many researchers. If we compare Albania’s number of SMEs with other countries that stand for the same level of economic development, they are almost at the same level. Moreover, turnover and the number of employees have increased for SMEs, while revenues collected from this tax have decreased. The study tends to explain how the simplified corporate profit tax rate affects budget revenues, its impact and the changes over the years. It influences the importance and magnitude of the factoring industry. A key issue for factoring can be considered whether a financial system of commercial law sees it more as a sale and purchase transaction, or as a loan. In this paper, we will see how factoring is treated by the legal system in Albania. Also, credit bureaus basically address a key obstacle to credit: the asymmetry of information. If the sharing of information between lenders and borrowers is too wide, then it may result to the rationalization of credit. Participation by lenders in public credit bureau known as credit registry, often in different countries, is amended by law over a certain limit. In this study, we investigate the relationship between the capital structure and the profitabilit... more In this study, we investigate the relationship between the capital structure and the profitability of the firms. We focus our study unto 53 construction companies of Albania for years 2016-2019, and by calculating variables to measure both capital structure and profitability, we run multiple regression analysis. We use Return on Assets and Return on Entity to measure profitability and up to five different variables to measure the capital structure. We notice that the construction companies use mainly the short-term leverage to fund their activities. The regression results show that there is no significant impact of the capital structure on the profitability of the firm, whereas we notice a significant relationship between the capital structure and the Return on Entity of these firms. More specifically, our results show that the current liabilities to total assets ratio and the current liabilities to total liabilities ratio have a negative correlation with the Return on Assets of the entities. The non-current liabilities to total assets, current liabilities to total assets and total liabilities to total equity ratios have a positive relationship with the Return on Equity of these firms, with the last ratio having the biggest impact. These findings contribute to the existing literature on the relationship between capital structure and performance and give hints to more profitable ways of financing for these companies such as relying on long-term financing or finding alternative ways in regional capital stock markets.

For research reasons we have detached to analyze the employment rate in the private non-agricultural sector. Based on an analysis made by the World Bank and many other official sources such as the Labor Force Survey, the International Labor Organization (ILO) and official data such as INSTAT, we have noticed that employment in the Albanian market has become a problematic issue over the years because the employment rate has decreased. What are the factors that affect the employment rate? Does the profit tax rate have an effect on employment or not? We used an econometric model, linear regression to see the interdependence between these two variables using official data from 1995-2018. Being one of the key points, the cash flow is defined as a management tool in the company. So the management continuously requires different financing ways for the company in order to significantly decrease the gap created between the liquidation of payable accounts period and collection of receivable accounts. In the world there are diverse financing ways, by which the most common are bank loans. But with the trade development is also increasingly developing the factoring industry (Note 1). The purpose of this analysis is to sift through given examples the moment when a company needs factoring, to analyze the gap of liquidity and also, through an econometric model built on the basis of a empirical study, that we have done for 110 SMEs in Albania, to prove that the indicators of liquidity determine which companies are better suited to use factoring as a financing source for the working capital.

The aim of this study is to analyze the major cause of the instability of foreign direct investme... more The aim of this study is to analyze the major cause of the instability of foreign direct investments in Albania these last years, their lowest level of FDI when compared with other countries in the region, and the importance of these investments in developing countries like Albania. The size of FDI has a significant effect on the financial and macroeconomic factors, government and infrastructure factors, and the factors by fiscal nature. In this study, we disengage fiscal factors and in particular, the corporate profit tax rate. The aim of this study was to prove that in countries with weak legal infrastructure, this factor is statistically significant in attracting Foreign Direct Investment. Thus, should Albania be considered as a country with weak legal infrastructure? Due to this question, we took into consideration specific indicators measured in recent years by various world organizations by comparing them with various countries of the region. Also, we built an econometric model through multiple regression by collecting data on the tax rate applied in Albania from 1992-2016, and the level of FDI for this period. This is in a bid to ascertain the effect or impact that profit taxes has on FDI inflows in Albania. In conclusion, Corporate Tax Rates is a factor that has a very significant impact on the size of FDI in Albania.

Rekomandohet që në Shtator 2019, Bashkia e Tiranës të zhvillojë, përshtasë dhe aprovojë një Politikë të Arteve Publike dhe Planin e Veprimit, ndërsa Ministria e Kulturës, që po zhvillon aktualisht një Strategji Kombëtare të Kulturës, duhet të përfshijë rekomandimet e Politikës së Arteve Publike në këtë dokument strategjik dhe të miratojë një Plan Kombëtar Veprimi për Artet Publike përmes një procesi transparent dhe gjithëpërfshirës.

Bazuar në metodologjinë nga posht lart, rekomandimet për institucionet publike rrjedhin nga të dhënat e mbledhura përmes Projektit HARP nga Ekphrasis Studio nga Marsi 2018 deri në Maj 2019 dhe janë pasqyruar në Tabelën e Politikës dhe Plani Veprimit të Arteve Publike (2019-2024). Këto dokumente kërkojnë një vendim gjithëpërfshirës dhe të qëndrueshëm për marrjen e vendimeve dhe krijimit te arteve për të gjithë palët e interesuara, dhe nën 1 Vizion, 1 Mision, 6 Parime, 4 Synime, thekson fuqizimin e shoqërisë civile, nëpërmjet 5 Instrumenteve Strategjike (Shërbimi dhe Decentralizimi, Edukimi dhe Ngritja e Kapaciteteve, Zhvillimi Lokal dhe Ndërkombëtar, Kerkimi dhe Edukimi). Keto përfshijne 33 veprime të politikave të detajuara në Planin e Veprimit (2019-2025) që propozon Partneritetet Civil-Publiko-Privat (PCPP), duke përfshirë Këshillin e Arteve Publike të Bashkisë së Tiranës dhe Këshillin e Arteve Publike të Qarkut Tiranë, një përfaqësim rajonal prej 5 territoreve bashkiake, inisiative e shoqerise civile duke perfshire sektorin privat, modele qe mund të përsëriten në Shqipëri.
Rekomandohet që në Shtator 2019, Bashkia e Tiranës të zhvillojë, përshtasë dhe aprovojë një Politikë të Arteve Publike dhe Planin e Veprimit, ndërsa Ministria e Kulturës, që po zhvillon aktualisht një Strategji Kombëtare të Kulturës, duhet të përfshijë rekomandimet e Politikës së Arteve Publike në këtë dokument strategjik dhe të miratojë një Plan Kombëtar Veprimi për Artet Publike përmes një procesi transparent dhe gjithëpërfshirës.
