The health of the ocean, central to human well-being, has now reached a critical point. Most fish... more The health of the ocean, central to human well-being, has now reached a critical point. Most fish stocks are overexploited, climate change and increased dissolved carbon dioxide are changing ocean chemistry and disrupting species throughout food webs, and the fundamental capacity of the ocean to regulate the climate has been altered. However, key technical, organizational, and conceptual scientific barriers have prevented the identification of policy levers for sustainability and transformative action. Here, we recommend key strategies to address these challenges, including (1) stronger integration of sciences and (2) ocean-observing systems, (3) improved science-policy interfaces, (4) new partnerships supported by ( ) a new ocean-climate finance system, and (6) improved ocean literacy and education to modify social norms and behaviors. Adopting these strategies could help establish ocean science as a key foundation of broader sustainability transformations.

Governance prospects for maritime spatial planning in the tropical atlantic compared to EU case studies

Abstract Maritime spatial planning (MSP) is a governance approach that has been applauded for its... more Abstract Maritime spatial planning (MSP) is a governance approach that has been applauded for its promise to reconcile human uses and conservation, and is now widely implemented in member states of the European Union (EU), as well as in other countries in the Global North, like Canada, the United States and Australia. Five years ago, very few countries in the Global South seemed to be engaged in MSP. The Atlantic Ocean assumes the status of a major ecosystem and has geopolitical importance in the context of EU and is even more strengthened by the long-term political cooperation with the Tropical Atlantic countries regarding maritime affairs. The PADDLE project (EU RISE) aims to assess, in a north-south context, precisely how countries on the “Atlantic Boarder”, namely Senegal, Cape Verde and Brazil, encompass this trend towards MSP within their legal, institutional and political frameworks, following blue economy options and blue growth strategies. This contribution is an updated output of an international PADDLE project expert assessment, held in Brazil in February 2019, following two years of research. It intends to summarize the main conclusions on the state of the art and MSP prospects in the Tropical Atlantic, also referring to the ongoing MSP process in several EU countries. Political, legal and institutional frameworks enhancing MSP were presented and future trends for tropical MSP governance discussed.

O presente trabalho ostenta os resultados dos trabalhos de “Elaboração de cenários e orientações ... more O presente trabalho ostenta os resultados dos trabalhos de “Elaboração de cenários e orientações de Estratégias de adaptação das políticas de pescas às mudanças climáticas em Cabo Verde até 2050”, realizados a nível Nacional e Local (Palmeira, Rincão e São Pedro), enquadrado no âmbito do projecto de adaptação das políticas de pesca às mudanças climáticas na África Ocidental (APPECCAO). O intuito foi de recolher subsídios junto das respectivas comunidades piscatórias e instituições conhecedoras do Sector das pescas em Cabo Verde, para elaborar os cenários e definir as orientações de estratégias de adaptação das capacidades e políticas de pescas até 2050. Constituindo, contributo para um melhor planeamento e adaptação das capacidades e políticas de pesca às possíveis alterações ambientais causadas pelas mudanças climáticas e desenvolver acções coerentes e sustentáveis de uso dos recursos.ACCA-Programa de Adaptação às Alterações Climáticas em Áfric
