The paper explores Serbia's post-socialist financialization based on the galloping urban real est... more The paper explores Serbia's post-socialist financialization based on the galloping urban real estate trends after the global crisis in 2008. Financialization as a global process had a significant role in the socioeconomic development and urban changes in different contextual frameworks, including the post-socialist European countries. However, there are not enough studies on financialization in these countries, while in Serbia they are completely absent. Focusing on post-socialist Serbia in the post-crisis period, the paper situates the narrative of urban financialization into the broader context by: illuminating the financialization dimensions; identifying the indicators for selected financialization dimensions; analyzing concrete data for selected financialization dimensions by specific indicators, and comparing available indicators of financialization with those in some post-socialist countries of Central and Eastern Europe (CEE) and SouthEastern Europe (SEE). The empirical analysis provides insight into the complex nature of urban financialization which is measured by specific indicators. The findings point to a connection between the intertwining of global financial and macroeconomic trends and the urban development processes. It is assumed that there is a certain correlation and interconnection between (urban) financialization and developmental, monetary and financial policies and foreign financial inflows in Serbia.

A preliminary evaluation of the current urban land system is presented in the article together wi... more A preliminary evaluation of the current urban land system is presented in the article together with the instruments of land policy in Serbia. It is concluded that due to the limitations of the current regulation it will be impossible in the future to apply market principles in the urban land policy (supply and demand of land, land capitalization, investment efficiency, et al.). Based on the estimation that the urban land system and land policy are key factors of competitiveness between regions and towns in Serbia, it is necessary to initiate changes in this field. A comparative analysis of the elements of the current urban land system in Serbia has been carried out in relation to two market systems: (a) with dominant private ownership of urban land (neoliberal approach) and (b) with dominant public ownership of urban land (Scandinavian approach) whose findings can be a basis for further study of the new system in Serbia.

The implementation of strategic development determination in the coastal zone of Montenegro depen... more The implementation of strategic development determination in the coastal zone of Montenegro depends on: (a)local and domestic economy potentials in respect to economic restructuring and privatization; (b)construction land market; (c)possibilities of attracting foreign capital; (d)policies and instruments of development management beyond spatial and urban planning (macroeconomic, investment, credit, fiscal, industrial, environmental, regional, land use, etc) and involving relevant institutions and mechanisms of consequence for activating economic activities and land use. This encompasses the promotion of new regulatory mechanisms, the process of democratic planning, public participation in planning and development decision making. Attracting direct foreign investments is one of basic instruments for the better use of location and urban potentials. The major role should be reserved to joint ventures, B.O.T. investment system, concessions, etc.

The global economy has been faced with two dramatic crises (the global financial crisis and the p... more The global economy has been faced with two dramatic crises (the global financial crisis and the pandemic), and it is still suffering. As an answer to the first crisis, the European Union formulated reindustrialization as a development approach, by which it wanted to strengthen its position on the world market, with the aim of manufacturing achieving a 1/5 share of the GDP. During the last decade, results have differed among the member countries, as well among the candidates for membership. Some countries have continued the trend of deindustrialization, while others have succeeded in starting reindustrialization. However, what is clear is the fact that achieving the goal defined is a challenge for all. There are economists who argue that this goal is not only unrealistic, but even not useful. The paper presents a comparative analysis exploring the development characteristics of several countries in SouthEastern Europe (SEE):

Ključni elementi su istaknuti u okviru dva osnovna prilaza korišćenja ekonomskih instrumenata: komandovanje-kontrolni pristup i tržišno orjentisani instrumenti-tržišno orjentisan pristup.Rad je zasnovan na iskustvu u primeni ekonomskih istrumenata u u zemljama Evropske Zajednice i OECD i isustva na lokalnom nivou u Srbiji.

The aim of this paper is to provide a systematized overview of urban land policy in Serbia, prima... more The aim of this paper is to provide a systematized overview of urban land policy in Serbia, primarily regarding the impact of key contextual factors (historical, institutional, legal, etc.). Various historical and developmental contexts have caused regulation changes concerning construction land and its impact on the urban development in Serbia from the mid-19th century to the beginning of the 1990s. The analysis starts with an overview of the theoretical background of urban development policy and land regulation, followed by a brief reflection on the impact of key historical and legislative factors focused on the post-socialist period. The analysis of the urban land policy in the post-socialist period includes: key legislation; ownership status of construction land and property rights; conversion of ownership status; general policy instruments; key urban land management issues in Serbian cities; and a preliminary evaluation of the implementation effects of the existing urban land system in Serbia. Several research methods have been applied here, viz., the conceptual benchmarking framework for the dominant legal doctrine; a general qualitative analysis of the contemporary context; institutional and comparative analyses, etc. Although the former socialist concept of the welfare state has been transformed into a neoliberal concept in a short period, there is an evident delay in the reforms of the Serbian urban land policy. The paper presents numerous findings regarding the impact of the current system and practice on the general urban land policy in Serbia, while also focusing on the concomitant developments in the Belgrade Area. The paper concludes with the recommendations regarding the harmonisation and innovation of urban land policy and urban development policy in Serbia in the post-socialist era.

The study analyses the decision-making, planning and governance (DMPG) of urban mega-projects (UM... more The study analyses the decision-making, planning and governance (DMPG) of urban mega-projects (UMPs) and elaborates on it in a case study of real estate financialization by the Belgrade Waterfront Project (BWP). In order to systematize numerous challenges in urban planning and governance that enabled the BWP, various analytical tools are applied. This approach combines the components of qualitative ex-post analysis, critical discourse analysis and stakeholder analysis. The analyses of the legislation and the DMPG related to the BWP indicate: (1) a regulationist state-led process as a 'top-top' approach in governance; and (2) the existence of certain controversies in the legal and planning approaches (e.g., lex specialis for expropriation, out-sourcing of planning decisions, a closed fast-track decision-making cycle, and the alienation of public construction land free of charge). It is argued that a combination of top-down political power, international business and limited citizens' participation shapes the BWP. Finally, an improved approach for governing UMPs is suggested which is based on greater transparency, an improved regulatory and institutional framework, as well as innovation in the urban planning and governance arrangements to facilitate challenges for ongoing UMPs.
