Master planning is the key tool used in many countries for managing urban issues e.g. uncontrolle... more Master planning is the key tool used in many countries for managing urban issues e.g. uncontrolled urban changes, as it addresses when, where, how the development of a city should take place. Masterplans prepared for various purposes in Iraqi cities cannot be fully implemented due to several reasons. Unfortunately, Duhok City Center Masterplan is not an exception. It is not implemented even 5% since its approval in Feb 2014. Duhok City Center Masterplan has been selected as the case study as it is the most common subject in the recent debates in workshops, scientific courses and studies due to its historical and commercial importance. This paper aims to analyze the challenges facing, and in turn hindering the implementation of Duhok City Center Masterplan, as well as it clarifies the relationship between the procedure of plan development and plan implementation in the case of Duhok City Center Masterplan. Methodologically, this study adopted the qualitative research approach and collected data from two sets: primary and secondary. Accordingly, the acquired data were triangulated and analyzed using thematic coding analysis. The findings showed that the challenges facing the implementation of Duhok City Center Masterplan are definitely due to deficiencies in the development procedure of Masterplan e.g., inadequate public participation and stakeholder engagement. Recommendations provided in this paper will contribute in overcoming current challenges facing the implementation of Duhok City Center Masterplan as well as improving the overall procedure of plan development and preparation.

so by analyzing and comparing two neighborhoods that were built in two different phases of
development in order to know which neighborhood is more sustainable and thus to know is Duhok
city going toward sustainability or not. The researchers have determined 14 indicators from more
than 60 indicators of sustainable neighborhood assessment indicators. The indicators are Compact
Development, Mixed Land Use, Neighborhood Service, Not-Motorized Transport, Bicycle
Network, Street Network, Street Network Connectivity, External Connectivity, Street Dimensions
and Walkability, Street Trees, Waste Management, Mixed Income, Housing Choice and Local
Food Production. Those indicators are categorized based on land use and circulation, environment
and socio-economic aspects.
The research tries to use quantitative and qualitative data collection and analysis methods. The
research finds out that the old neighborhood is better than the new one. The sustainability
indicators much of them are not taken into considerations. There are not efferent planning and
