The automated categorization (or classification) of texts into predefined categories has witnesse... more The automated categorization (or classification) of texts into predefined categories has witnessed a booming interest in the last 10 years, due to the increased availability of documents in digital form and the ensuing need to organize them. In the research community the dominant approach to this problem is based on machine learning techniques: a general inductive process automatically builds a classifier by learning, from a set of preclassified documents, the characteristics of the categories. The advantages of this approach over the knowledge engineering approach (consisting in the manual definition of a classifier by domain experts) are a very good effectiveness, considerable savings in terms of expert labor power, and straightforward portability to different domains. A comprehensive catalogue of over a lakh Kannada books, published so far, has been an elusive dre... more A comprehensive catalogue of over a lakh Kannada books, published so far, has been an elusive dream for researchers and common readers. There have been many fragmented efforts (except the comprehensive catalogue of over 40,000 books published in 70s by University of Mysore) but none can be considered as an effort towards comprehensive catalogue as they do not have even 10,000 items. State public libraries, Kannada Book Authority and Kannada Book industry have failed to make efforts to add details of Kannada books to ‘World Cat’ of OCLC and ISBN data base. Surprisingly, some libraries abroad like LC and British Library (UK) provide bibliographical details of over 15000 Kannada books on Internet. Kannada readers and scholars have been left high and dry without a comprehensive catalogue and a comprehensive reference library of all published Kannada books.
This paper discusses certain issues of Public Library Act implemented in Karnataka state, particu... more This paper discusses certain issues of Public Library Act implemented in Karnataka state, particularly about collection of Library cess, delay in transfer of collected cess amount to the department, non-use of the accrued fund and lack of adequate library services in rural areas. With more than half of population residing in rural areas and having lower than average literacy rates and per capita income, without adequate funds rural libraries have not been able to provide services comparable to those in urban areas. At the present rate, the Department may take a couple of hundred years to establish public libraries in all Gram panchayats in the State. As against the norm of every 3000 people should have a Library, the state has a library for every 15,600 people. The paper analyses the per capita library membership, book borrowing, books in stock and compares the same with that of developed countries. In this regard, this article addresses the problems of defining reading habit , and ways of measuring reading habit so as to see whether percentage has decreased or increased and if decreased, how to improve reading habit. It also tries to sort out the misconceptions and exaggeration surrounding the reading habit, as well as the reasons for decline in reading habit and methods of promoting reading habit.

Service sector has been in focus of academic community for several decades because of its exponen... more Service sector has been in focus of academic community for several decades because of its exponential growth and impact on global economy. Thus, this paper presents theoretical propositions for service quality and customer satisfaction. Former research results and theoretical constructs, referring to definition and dimensions of service quality construct as well as the definition of that fundamental determinant of customer satisfaction construct, are systematically presented. Also, a cause-and-effect relationship between service quality and customer satisfaction and their influence on consumers' purchase habits have long been analysed throughout former research. A systematic review of former research may be significant for service providers in order to compare, improve and adjust their business to customers' needs.

Such inter-thesauri linklng will enable a user to query a database using terms from a thesaurus that was not used to index the database. The procedure uses a data driven approach for linking. Practiczd implementation using single link technique and a case study linkktg terms from Thesaurus of ERIC Descriptor-s and Thesaurus of Psychological Index Terms is described.

Many foreign libraries have put efforts in providing details of Kannada books. But compared to number of books in other Indian languages on the net, the number of Kannada books are very less. Absence of a comprehensive catalogue and comprehensive collection of Kannada books makes this job never ending, which otherwise would have been completed in few months. Libdex is a single window interface for websites of about 18000 libraries where 34 Indian libraries are listed. Trying to access these Indian libraries will pose technical problems like low speed, with error and regret messages. Searching the keyword 'Kannada' on them returns one otr two books indicating the incompleteness and chaos in the index. On the other hand Library of congress site lists 89 books authored by Kuvempu within two minutes. Among the efforts put so far the comprehensive catalogue of over 40,000 books published in 70s by University of Mysore under the leadership of Prof. K. S. Deshpande is the only effort towards developing a comprehensive catalogue. Efforts like that of "Grantha Sampada" of Karnataka Ganaka Parishath and that of INFLINBET are too inadequate and not user-friendly. Without a comprehensive catalogue of Kannada Books, talking about e-books, digital libraries, etc. are meaningless. Users neither seek after scanned copyright-free books nor they are true e-books. The paper points out certain quantitative methods largely ignored by library service providers, h... more The paper points out certain quantitative methods largely ignored by library service providers, highlights the importance of customer participation in service delivery process, examines the concepts service quality and customer satisfaction, emphasises the need for appropriately handling waiting lines in service organisations, presents briefly the theory of waiting lines (queueing theory), psychology of customers in waiting lines with illustrations from library situations, discusses ways and means of reducing delays in waiting lines and increasing service quality and customer satisfaction and concludes by stressing the need for appropriate studies on these lines in librarianship.

This paper probes into the publishing and citing patterns of engineers and technologists of ISRO ... more This paper probes into the publishing and citing patterns of engineers and technologists of ISRO Satellite Centre, Bangalore as part of a lager information-behaviour study; presents and analyses publishing productivity of Indian space technologists for over a decade, examines various channels/sources in which they preferred publishing and the channels cited by them. Apart from contrasting the publishing in and citing from Indian with foreign sources, frequency distribution of number of papers published and number of references cited including self citations for all the publications as well as a separate distribution for Journals as sources of publication and citation to journal articles are presented and discussed. The paper also examines availability of the channels/sources used by authors in the primary library and tries to relate 'use' in library to publishing and citing. The most popular journals as sources used by Indian space technologists are identified. The source papers and citations of the most productive authors among the group are checked in SCI and results reported. Paper concludes that unlike scientists, engineers and technologists, by their vary nature of work, are not much pressed by 'publish or perish' syndrome as only one fourth have ever published papers with an average of little over 2 papers per author. Even citations are not rich as 25% of papers had no citations. However, they had higher self citations than scientists in general and the channels used for citing were quite different from those used for publishing.

In the process, unfortunately, the service delivery in libraries has taken back seat. With many developmental changes in the information scenario, libraries are in the crossroads. While some changes are cosmetic and in nomenclature, others are really significant with lasting impact on the working of libraries. An attempt has been made here to examine some issues related to libraries in the present day information management paradigm.
