In deciding on the implementation of public sector projects, the influence of interested communities should increase to the detriment of politicians. The role of governments should change: from concluding contracts and enforcing their implementation on an arms-length basis, organizations will be created to support contractors in carrying out their work, and especially in solving the problems they encounter. Public projects will be implemented for ever smaller groups of recipients, even for individual citizens. Project management communities and associations will be more focused on the needs of public administration, which will result in the creation of specialized methodologies and standards for the public sector. National Public Projects Implementation System (NPPIS) is a set of regulations, processes, method... more National Public Projects Implementation System (NPPIS) is a set of regulations, processes, methodologies, practices, institutions,
vendors, project managers, and other elements in a given country defining, shaping or influencing the methods of project
implementation by public institutions. Public projects are the main tool for public policies implementation, and the NPPIS is the
key element in achieving success in public policies implementation, especially at the central government level.
This paper presents initial results of research on NPPIS performed in over 70 countries on all continents. A conceptual model of
NPPIS was constructed basing on this research. Each NPPIS consists of three separated, but interrelated territories: the Execution
Territory, the Governance Territory, and the Development Territory.
After a review of surveys conducted in public project managers communities across 63 countries, it was found that the five most
important factors influencing public projects implementation success were 1) Alignment of public projects with a strategy 2)
Establishing regulations on public procurements 3) Defining and using project / program management methodologies 4) The
recognition of project management as a strategically important capability of public institutions 5) Defining public project
governance processes.

Public projects are indispensable for successful development of every country. Central institutio... more Public projects are indispensable for successful development of every country. Central institutions like governments and parliaments have deciding role in establishing environment conductive for their success. Such environment is called National Public Project Implementation System (NPPIS) – this is a set of processes, institutions and other components engaged in public projects implementation.
The paper compares India's government project management practices to the model NPPIS practices and shows ways of its improvement.
Public projects are selected to achieve strategic goals according to portfolio management processes. They are managed according to PM methodologies. Such environment includes also processes dealing with project managers and vendors performing public projects. The next area of management is stakeholder engagement especially important just for public projects. The key role in NPPIS is played by Public PMOs, which are located at different hierarchical levels, ranging from the government to the local public institution level.
This system works according to governance rules established by governments. The system should be continuously developed according to guidelines issued by proper advisory bodies.
The lecture presents a model of NPPIS based upon best practices identified in over 70 countries and states, verified by a survey and interviews with selected actors of NPPIS in these countries.
The lecture directly refers to the conference theme: Project Management Indispensable for Vision India, as it proposes a general framework which may be applied for improving performance of Indian public projects.

I ask what governments should do to assure their projects success. National Public Projects Implementation System (NPPIS) is the whole environment of public projects implementation in given country. It may be perceived as an extension of the concept of Project Management Office for the country level. It consists of six basic areas. The Public Projects Portfolio Management area is responsible for selecting, initiating and modifying the set of public projects in a given country. The Organizational Units area covers units engaged in implementing public project. It ranges from single PM agents through national level PMOs to advisory boards responsible for overseeing and improving the whole systems of public projects implementation. The Processes and Methodologies area covers processes related to project management in given country. Its main components are processes of project implementation and processes for project assurance and governance. The Knowledge Management area is responsible for providing knowledge to public projects actors (trainings, knowledge exchange etc.) and for knowledge exchange with project stakeholders (e.g. communities of citizens). Public projects are implemented by their actors: the most important of them are project managers and vendors. The approach to managing them is covered by the Actors area. The sixth area of NPPIS is the area of development of public projects implementation. It may range from establishing NPPIS in countries where there is no such system to sophisticated NPPIS improvement processes.

This paper presents the first results of original empirical research on differences between publi... more This paper presents the first results of original empirical research on differences between public projects and projects in other sectors. First we will define the very concept of a public project, before presenting the results of research performed in over 60 countries. The research shows a greater complexity of managing public projects than of managing projects in other sectors. Relatively, in comparison to projects of other sectors, the most complicated public projects management areas are stakeholder management, procurement management, and communications management. These management areas therefore require that special training programs be developed in public institutions. This article also contributes to the theory of public projects management by proposing the fuzzy dimensional model of differences between public projects and projects of other sectors.
