Bambang Soeharto was trained as a forester and completed his PhD in 2011 on the topic 'Value of w... more Bambang Soeharto was trained as a forester and completed his PhD in 2011 on the topic 'Value of water and benefit for communities and hydropower in Way Besai, Sumberjaya sub-district, Lampung Barat district, Lampung province'. At the time of writing the basic part of this study he was a consultant at the World Agroforestry Centre. He worked on various aspects of business development of forest and agroforestry products in Indonesia. He passed away in 2015. Suseno Budidarsono is an agricultural economist, currently pursuing hid PhD degree at Utrecht University (the Netherlands). He joined the World Agroforestry Centre in 1997 in its Southeast Asia office and focused on the profitability analysis of a wide range of land use options for the tropical forest margins. Meine van Noordwijk is a biologist by training and worked on systems analysis at scales of a soilroot interaction, plot-level agroforestry, farm-livelihood-landscape interactions and the use of economic instruments for supporting ecosystem services. He joined the World Agroforestry Centre in 1993 in its Southeast Asia office and currently serves as Chief Scientists for the centre globally, and leads the landscapes research program in the Forests, Trees and Agroforestry research program of the CGIAR.

In the current discussion on 'Hutan Tanaman Rakyat' or 'peoples plantations' in Indonesia a numbe... more In the current discussion on 'Hutan Tanaman Rakyat' or 'peoples plantations' in Indonesia a number of paradigms are available for comparison. On one hand the nucleus-plasma-estate concept in fastwood timber plantations, where centrally controlled decisions on the trees to be planted and a centrally organized relationship with a processing unit provide a simple planning framework, but position smallholders essentially in the role of farm labourers. On the other hand the paradigm of 'community managed forests' where the government steps back and allows the local community to respond to market forces and manage state forest lands according to their own insights, within rules that require that public functions of land are met. As a third paradigm, the independent smallholders who operate on village and private lands are generally free to plant trees, but may still face difficulties to market and use tree products planted. The multiple policy goals involved in the 'peoples plantation' concept can be met in multiple ways by these three paradigms, but there are tradeoffs between degree of central control and overall efficiency. Currently the HTR concept can be seen as intermediate to these three paradigms, but the length of contracts (up to 100 years) with local communities is a big step towards effective local incentives for sustainable management. The paper further discusses a set of constraints that currently limit the role of local communities and smallholders from fully participating in the supply of timber and other tree products.

The development of smallholder farm enterprises is usually concerned with commercialization to in... more The development of smallholder farm enterprises is usually concerned with commercialization to increase farm incomes. Once the farmers have made decisions of what commodity to produce, they must decide on how to allocate their available resources to achieve the best output. Smallholder vegetable producers face some major uncertainties which impose difficult planning horizons. In many cases, vegetables reach a stage close to harvest, but the crop does not meet market specifications, or insects and disease cause significant damage and loss of marketability. An action research study was conducted to (1) identify the key factors that motivate smallholder farmers to adopt commercial-oriented vegetable production and create and maintain market linkages of their vegetable products and (2) implement possible interventions that enable farmers to overcome marketing problems and capture market opportunities. Data and information were collected using a Rapid Market Appraisal (RMA) methodology. ...
