We synthesize ideas from GPT, standardization, and coopetition literatures and introduce a framework for empirical analysis of GPTs that are enabled by standards development and related coopetition. We apply this framework and analyze the role of coopetition in standardization of wireless cellular technology, which has been recently discussed as a GPT. We document that coopetition and standardization have been associated with increasing improvement, innovation spawning, and pervasiveness-the characteristics of GPTs-in the context of wireless cellular technology. The perspective of standardization and coopetition could shed further light on the technological progress and evolution related to emerging GPT candidates, such as artificial intelligence and blockchain.

Convergence of the underlying networking paradigms of licensed Mobile Communication and license exempted Internet has made progress but full integration is still far from being complete. For standardization professionals the unpredictable convergence makes decisionmaking and participation in standardization complicated. This study examines collaboration in five closely related standardization organizations working in this field during the years from 2003 to 2008. The results show similarities and differences in collaboration structures and behaviours reflecting the specific scope and context of each standardization organization. Furthermore, this study extends the use of social network analysis as a tool to the field of empirical standardization research. The results pave the way to better collaboration in standardization communities of converging Mobile Internet and beyond by providing better visibility and new insights to standardization leaders, policy makers and users.

Drawing basis from value system modeling and systems thinking research a holistic framework, describing the underlying structures and dynamics of a value system at diff erent stages and levels of service production, is created and used retrospectively to model the evolution of GSM based mobile communications and Wi-Fi based wireless local area access. Th e analysis based on the framework highlights that an important factor in the widespread diff usion of GSM and Wi-Fi has been the structural fi t of the business and technology architectures as well as the alignment and synchronization of the diff erent stages of service production and markets. Th e analysis also shows how the value systems around GSM and Wi-Fi follow distinctly diff erent dynamics and evolution paths and how they are on a colliding course.

Traditional Push to Talk service has been available already several years but only recently new specifications and technical innovations based on Internet Protocols and utilising standard cellular packet data bearers have been introduced. This new approach not only makes Push to Talk to spread from dedicated system to become a standard service on any cellular network but in best case it provides way forward to make future IP based Multimedia services to interwork globally, regardless of the air interface standard. Standardization effort for Push over Cellular is still in its early phase but the basic characteristics and capabilities are already visible. Some key technology selections are to be made in the near future. These decisions will position the Push over Cellular either as a vanguard of a new mainstream or as another additional supplementary service of cellular networks. In any case Push over Cellula...
