Abstrak Petani Indonesia telah lama bergantung kepada kredit untuk membiayai usahataninya.&nb... more Abstrak Petani Indonesia telah lama bergantung kepada kredit untuk membiayai usahataninya.  Tulisan ini mendeskripsikan kegiatan bertani yang dilakukan oleh petani pemakai kredit di Lombok Tengah, Indonesia.  Survei telah dilaksanakan pada Juli 2001 – Maret 2002 terhadap 65 petani pemakai kredit pemerintah atau swasta di tiga desa dalam kabupaten tersebut.  Data dari petani dikumpulkan melalui wawancara secara tatap muka dan semi terstruktur dan dianalisis secara deskriptif. Hasil-hasil survei menunjukkan bahwa secara rata-rata petani mempunyai status sosial ekonomi yang rendah, seperti yang ditunjukkan oleh penguasaan lahan yang rendah dan kurangnya modal.  Akibat keterbatasan modal, produsen biasanya menggunakan kredit untuk melangsungkan kegiatan pertaniannya, dan dengan menerapkan tingkat input yang lebih rendah dari yang direkomendasikan.  Akibatnya, usahatani mereka menjadi kurang produktif dan pendapatan beserta kemampuan membayar hutang mereka menjadi menurun.  Karena keterbatasan pendapatan tersebut maka petani selayaknya diberikan bantuan dana gratis alias tanpa kewajiban membayar kembali. Abstract There has been a long dependency on credit by Indonesian farmers as a result of the lack of capital to apply proper farming practices.  This paper describes the farming activities applied by agricultural credit users in Central Lombok, Indonesia.  A survey was conducted during July 2001- March 2002 of 65 farmers making use of government or private credit in three villages within the Regency.  Data from the farmers were collected using face-to-face, semi-structured interviews, and were analysed descriptively.  Survey results indicated that on average, farmers had low socio economic status, such as small land holding and lack of capital.  As a consequence of their capital constraints, farmers were commonly making use of credit to finance their farming activities, in which farmers generally applied less than recommended amount of inputs.  As a result, their farms become less productive and their income and repayment capability of loans diminished.  Due to such low income the producers should be granted funds rather than providing them with credit with repayment responsibility

Tulisan ini menggaris bawahi bahwa salah satu saran penting dalam pembuatan kebijakan adalah perlunya dialog, terutama dengan pengguna dari kebijakan tersebut, sehingga motivasi dan kebutuhan mereka dapat difahami secara lebih tepat. Banyaknya kegagalan yang terjadi dalam program perkreditan pertanian Indonesia hingga saat ini, misalnya ditentukan oleh kekurang fahaman pembuat kebijakan terhadap motivasi dan kebutuhan pengguna dalam pemanfaatan dan pelunasan kredit. This paper analyses farming systems management on new cropping lands in East Lombok, Indonesia, a... more This paper analyses farming systems management on new cropping lands in East Lombok, Indonesia, and its applications for extension. This research was conducted using semistructured interviews with 41 farmer respondents managing new lands, and 27 key informants representing different viewpoints. A methodology that unifies the real-life choice theory of Gladwin (1980) and personal construct theory of Kelly (1955; 1991) was used to elicit relevant farmer decision information. By focusing on both behaviours and motivation, the approach was found to be effective in both describing farmer decisions and eliciting decision processes. It is concluded that productivity on new lands is low, but not because of lack of experience or irrational decision making by farmers. Contributing factors included deficiencies in water availability, soil structure and fertility, and an inability of research and extension services to provide solutions. These results highlight the need for a farming systems approach to research and extension that is farmer-centric in relation to both objectives and resources.

This paper examines how farmers in central Lombok have organized themselves to manage agricultura... more This paper examines how farmers in central Lombok have organized themselves to manage agricultural water colle-ctively and to adapt to seasonally dry conditions. We interviewed eighteen village heads from October to December 2006. One of our questions we posed prior to field interviews was what might be the social and technical coping strate-gies that have allowed farmers to survive the lengthy dry seasons under the high population density of Lombok island. Some examples of organizational structure and practices in Central Lombok are presented. There were several common water management strategies that were revealed from these interviews including: methods of organization, flexible cropping systems, water allocation mechanisms, methods of compromise, alternative payments, and traditional water management practices. Since 1980/1981, this phenomenon inspired a technological shift in rice production to Directly-seeded flooded rice on rainfed land. Lombok, West Nusa Tenggara province achieved self-sufficiency of rice in 1984, a year before national self-sufficiency in 1985. This research aims to analyze the impact of directly-seeded flooded rice as a climate change adaptation strategy on output supply and input demand. Time series data from 2000 to 2015 was analyzed by employing Translog Profit Function and Seemingly Unrelated Regression. This paper aims to analyse ecological water conditions in Dodokan watershed, Lombok, Indonesia, and recommends policy for improving the ecological conditions of the watershed. The results of this analysis are expected to be useful in implementing policies and programs to improve the ecological condition of this watershed, as well as to provide greater benefits for the communities around or related to this watershed. The watershed analysis focuses on five aspects, including flow regime coefficient, annual flow coefficient, sediment load, flood, and water use index. The results of the analysis show that the ecological condition of water management in the Dodokan watershed is poor, and can threaten the continuity of water resources in the Dodokan watershed. Therefore, rehabilitation activities are urgently needed.

In the short term, this study aims to analyze the availability and demand of season-based and commodity-based irrigation water, estimate the economic value of irrigation water resources both surface water irrigation and groundwater irrigation, determine the optimal amount of commodity-based irrigation water contributions, and analyze the factors expected to influence its implementation. Trend Analysis and Residual Imputation Approach (RIA) are used to analyze water demand and estimate the economic value of water. The results showed that the availability of water determines the cropping patterns applied in the study area. This paper aims to: (1) identify farmer selection of crops in dryland areas of North Lombok Regency, Indonesia; (2) analyze farmer decisions in selecting the crops in the area. Results of this study can become the basis for developing agriculture in the area or other areas of similar conditions. Data were collected through surveys to sampled farmers in the dryland areas of North Lombok, with the focus of questions on farmer reasoning following their crop selection. Such an approach is guided by qualitative research principles, highlighting the importance of understanding and meaning of topics investigated. The surveys revealed that in dryland areas of North Lombok grew corn, rice (of dryland type), peanuts, long beans, chili, tomatoes, and cassava. Corn is a dominant crop among farmer choices. This paper presents the critical role of good agricultural and postharvest handling practices on local cocoa beans’ quality. This paper’s source of information was obtained from the survey, laboratory trials, and secondary sources. Supporting information was also obtained through reviews of related literature. Good agricultural practice with no chemical application to support sustainable agriculture and postharvest handling practices to produce cocoa pods and cocoa beans that meet the international quality standard is critical. Postharvest handling of the pods, which covered the fresh cocoa beans’ fermentation process, produced a significantly better flavor of the dried cocoa beans. This paper aims to analyse ecological water conditions in Dodokan watershed, Lombok, Indonesia, and recommends policy for improving the ecological conditions of the watershed. The results of this analysis are expected to be useful in implementing policies and programs to improve the ecological condition of this watershed, as well as to provide greater benefits for the communities around or related to this watershed. The watershed analysis focuses on five aspects, including flow regime coefficient, annual flow coefficient, sediment load, flood, and water use index. The results of the analysis show that the ecological condition of water management in the Dodokan watershed is poor, and can threaten the continuity of water resources in the Dodokan watershed. Therefore, rehabilitation activities are urgently needed.

In the short term, this study aims to analyze the availability and demand of season-based and commodity-based irrigation water, estimate the economic value of irrigation water resources both surface water irrigation and groundwater irrigation, determine the optimal amount of commodity-based irrigation water contributions, and analyze the factors expected to influence its implementation. Trend Analysis and Residual Imputation Approach (RIA) are used to analyze water demand and estimate the economic value of water. This paper aims to: (1) identify farmer selection of crops in dryland areas of North Lombok Regency, Indonesia; (2) analyze farmer decisions in selecting the crops in the area. Results of this study can become the basis for developing agriculture in the area or other areas of similar conditions. Data were collected through surveys to sampled farmers in the dryland areas of North Lombok, with the focus of questions on farmer reasoning following their crop selection. Such an approach is guided by qualitative research principles, highlighting the importance of understanding and meaning of topics investigated. This paper presents the critical role of good agricultural and postharvest handling practices on local cocoa beans’ quality. This paper’s source of information was obtained from the survey, laboratory trials, and secondary sources. Supporting information was also obtained through reviews of related literature. Good agricultural practice with no chemical application to support sustainable agriculture and postharvest handling practices to produce cocoa pods and cocoa beans that meet the international quality standard is critical.
