This paper compares public land privatization in New South Wales and the Province of Buenos Aires... more This paper compares public land privatization in New South Wales and the Province of Buenos Aires,in the early nineteenth century. Both claimed frontier lands as public lands for raising revenue. New South Wales failed to enforce its claim. Property rights originated as de facto squatters' claims, which government subsequently accommodated and enforced as de jure property rights. In Buenos Aires, by contrast, original transfers of public lands were specified de jure by government. The paper develops a model that explains these differences as a consequence of violence and the relative cost of enforcement of government claims to public land.

Regional differences in total factor productivity, efficiency, and technological change in the Ph... more Regional differences in total factor productivity, efficiency, and technological change in the Philippine rice sector are examined for the post-Green Revolution era. Malmquist productivity indices were constructed for 1971-90 and were decomposed into efficiency and technological change. The average annual Malmquist productivity growth was only slightly positive. Productivity growth was negative during the early 1970s, and was followed by a period of positive growth. Growth was negative again in the late 1980s. The period of positive growth coincided with the introduction of new rice varieties while the declines are likely to have been caused by intensification of rice production in lowland farming systems. Certain regions such as Central Luzon, Western Visayas, and Southern and Northern Mindanao had higher rates of technological change than others. This may be due to higher investments in infrastructure and education, increased adoption of tractors, and a better agroclimatic environment.

An important feature of the Grand Challenges is its strong emphasis on the collaboration of natural and social sciences in its five proposed challenges, namely forecasting, observing, confining, responding and innovating. IHDP (International Human Dimensions Programme) is expected to play a major role in these challenges, as it has been the core of the socio-economic studies related with global environmental problems from its start. The present paper discusses what IHDP-Japan should do for the successful implementation of the Grand Challenges in cooperation with the human geosciences community in Japan.

The yield losses of staple crops were similar in their extent around 40%, 50% and 60% for millet, maize and sorghum respectively. It was observed that drought-resistant crops like millet and sorghum suffered greater crop losses than did the maize, particularly in southern province. This peculiar characteristic may have been a result of non-climatic factors that exacerbate the damages to the crops. Farmers responded with various coping strategies ranging from engaging in petty trades, skipping meals, eating wild foods, migration, to desperate measures such as stealing and prostitution.

Objectives: To reveal the differences of food consumption, physical activity, and travel patterns... more Objectives: To reveal the differences of food consumption, physical activity, and travel patterns among contrasting ecological zones and between sexes in the Southern province of Zambia, and to determine whether the mechanism of sustaining nutritional status differs in each zone. Subjects and Method: A total of 26 men and 30 women aged 18 years and above, living in 3 zones (Lowland, Hillside, and Upland) was examined. Body measurements, a dietary survey using a weighed-food method, a physical activity survey using an accelerometer, and a travel patterns using a portable GPS were conducted. Results: Although daily energy intake did not differ between the 3 groups for either sex, the proportions of specific food groups contributing to the intakes of energy and macronutrients were significantly different in all zones. This paper investigates the magnitude of income shocks and their recovery of tsunami affected hou... more This paper investigates the magnitude of income shocks and their recovery of tsunami affected households during the post-tsunami period 2005-2008 in Nagapattinam District, Tamil Nadu, India. Most farmers suffered from decline of income and assets immediately after tsunami. During the 2005/06 planting season, our estimate indicates that farming households saw their farm income drop by as much as 60 percent. By 2007/08 agricultural season, households showed a near complete recovery of their incomes. After tsunami, there is a major transformation of the livelihood from agricultural production to wage labor. The major coping strategies dominated by receiving aid, borrowing money for most households. Other coping strategies included consumption reduction followed by removing children from school. The paper examines child health and nutrition status under a frame work of social-ecological resi... more The paper examines child health and nutrition status under a frame work of social-ecological resilience. It is argued that nutrition indicators can be used as a measure of household resilience because the indicators, i.e. stunting, wasting, and underweight, are closely linked to household available resources which determine household capacity to recover from shocks. We use data from Living Condition Monitoring Survey which is a nationally representative survey of various years to examine nutritional status and trends of children under-five years old. Our anthropometric indicators are estimated based on the WHO multi-growth center of 2006. We contrast our results to CSO estimates that are based on the NCHS 1978 child growth standard. It is found that the WHO standard yields higher prevalences of stunting and wasting because the reference children are taller than those in the NCHS 1978. We reported in a previous project seasonal variations in the body weight of adult villagers livin... more We reported in a previous project seasonal variations in the body weight of adult villagers living in three contrasting ecological zones (Lowland, Hillside, and Upland) in the southern province of Zambia. The report revealed differences in the nutritional status of adults and in patterns of seasonal variation in body weight between the three zones, suggesting characteristic lifestyles of the people living in each zone even though the zones were not geographically distant. Based on these findings, we conducted a field survey on diet, physical activity, and behavioral patterns to investigate the lifestyles of the three populations between August 2010 and September 2010. The subjects were chosen from participants of the preceding growth monitoring survey. This study investigates the impact of the State Children’s Health Insurance Program (SCHIP) expan... more This study investigates the impact of the State Children’s Health Insurance Program (SCHIP) expansion in Hawaii on health insurance coverage among low-income children ages 0 to 18 using the Current Population Survey. We employ a difference-in-differences approach by construction of a control group for which SCHIP eligibility remained constant, and a treatment group for which SCHIP eligibility changed over the observation period. We find that the initial SCHIP implementation of July 1, 2000 resulted in a 20 percent increase in SCHIP beneficiaries, with 87 percent of these children drawn from the ranks of the privately insured. The presence of substantial crowd-out is likely the result of important factors unique to Hawaii’s health insurance environment and implies that the cost to state and federal taxpayers per newly insured child is much higher than the usual per-capita expense. The survey was conducted annually by the Central Statistical Office (CSO). Chief purpose of this examination is to understand the picture of the drought episode of 2004/2005 from the statistical numbers. As a by product of this exercise, we are hoping identify areas that require more research. This paper focused only on agricultural production as data on other aspects were still incomplete. The project is still in the process of securing the complete set of data from CSO. The paper progresses in the following order. The next section will describe significance of agricultural sector to Zambian economy. It will then follow by looking at drought in the past 16 years since 1989/1990 to 2004/2005 planting seasons. Subsistence rain-fed small holders in the semi-arid of Zamia are confronted with numerous idiosyn... more Subsistence rain-fed small holders in the semi-arid of Zamia are confronted with numerous idiosyncratic and climate-related common risks. Such has resulted in high variations in household income. In response, the farmers cope by utilizing a complex set of strategies to smooth income and/or asset. A field survey of 1,000 households was conducted in the eastern and southern province of Zambia to examine the farmers’ experiences with various shocks and measures they took to reduce risk ex ante and to lessen and insulate from shock impacts ex post. It is found that drought, malaria, livestock diseases, heavy rainfall, flood and dead to the bread winner or household members are the top six most common shocks. Drought is by far the most damaging hazards the majority of sampled households had experienced. Self-sufficiency in food production is the most fundamental form of ex ante risk reduction.
