This volume has an intriguing history. It is the final report of a project initiated in late 1989... more This volume has an intriguing history. It is the final report of a project initiated in late 1989 by the noted Soviet economist Stanislav Shatalin, one of the architects of the now famous "Five Hundred Day Plan" to put the former Soviet union on a fast track to a market economy. Shatalin had solicited Western advice through the International Institute for Applied Systems Analysis in Vienna on how to effect the transition. Subsequent international conferences were organized, engaging in particular the participation of leading Soviet economists, many of whom are now major figures in the current Russian government's economic reform efforts. A preliminary version of the Institute's set of proposals was transmitted to a special task force set up jointly by Soviet President Mikhail Gorbachev and Boris El'tsin, Chairman of the Russian Parliament, and headed by She. The imprint of the Institute's proposals is clearly visible in the report of that task-force the so-called Shatalin "Five Hundred Day Plan." Although Gorbachev ultimately rejected that plan, the Russian Legislature adopted it "in principle" in the fall of 1990. That plan, and the Western proposals underlying it as elaborated in this volume, later formed the basis for the radical program of economic reform launched by the newly independent Russian state in 1992. This volume consists of seven chapters with appendices. The chapters contain revised and updated versions of the proposals originally given to the Shatalin task force. They draw to some extent from the lengthy Shatalin Plan and a later three-volume study of the Soviet economy by the International Monetary Fund and other international organizations published at the end of 1990 in response to the Houston Summit. The first two chapters consist of an Introduction and a summary of the recommendations worked out by five study groups that had been set up. With little dissent, the groups agreed that the Soviet government should quickly adopt and speedily implement a five-part package of fundamental reforms. The five planks are: liberalize prices, corporatize enterprises, stabilize government spending and restrict credit, moderate the social costs of unemployment through compensation and retraining, and open the economy to competition both internally and internationally. The remaining five chapters, written by the chairmen of the study groups, discuss the major parts of the recommendations and spell out some details. The authors are well-known Western economists. Treadgold Papers publication series was created to honor a great teacher and scholar. Donald W. Treadgold was professor of history and international studies at the University of Washington from 1949 to 1993. During that time he wrote seven books, on of which - Twentieth Century Russia - went into eight editions. He was twice editor of Slavic Review, the organ of the American Association for the Advancement of Slavic Studies, and received the AAASS Award for Distinguished Contributions to Slavic Studies, as well as the AAASS Award for Destinguished Service. Professor Treadgold molded several generations of Russian historians and contributed enormously to the field of Russian history. He was, in other ways as well, an inspiration to all who knew him. The Treadgold Papers series was created in 1993 on the occaision of Professor Treadgold's retirement, on the initiative of Professor Daniel Waugh. Professor Treadgold passed away in December 1994. The series is dedicated to the memory of a great man, publishing papers in those areas which were close to his heart
