Conceptions of Family and Juvenile Court Processes: A Qualitative Assessment

Prior research has not fully explained how the juvenile court uses family variables and how these... more Prior research has not fully explained how the juvenile court uses family variables and how these variables influence decision making within the juvenile justice process. In this study, qualitative data obtained from interviews with court personnel across seven counties within a midwestern state are used to assess how family factors influence juvenile justice processes and sanctions. Findings indicate that family variables influence judicial processing as well as sanction and placement decisions and that family variables as conceived by juvenile court personnel potentially place youth of color and poorer youths at greater risk for more intrusive court interventions. Moreover, results indicate that parental sponsorship is important for court officials in deciding how to handle youths. However, parental sponsorship, as Matza defined it, was framed within the context of parental control by juvenile court decision makers.

ABSTRACT One of the explicit goals of many recent and ongoing criminal justice interventions is t... more ABSTRACT One of the explicit goals of many recent and ongoing criminal justice interventions is to target youth most at risk for involvement in serious, chronic, and violent offending. While targeted programs appear promising at the conceptual level, data limitations have made systematic evaluations of the efficacy of such practices difficult to achieve. The current study helps to fill this void in the literature by examining the relative risk of youth targeted for prevention and intervention services with a comparable sample of youth from the general school population in Cuyahoga County, Ohio. Results suggest that youth targeted by the program under study were significantly less at risk in three of the four risk domains examined, and in seven of the twelve associated subdomains. Further, the nontargeted sample had higher accumulated risk than the targeted sample, which is a robust predictor of gang involvement. Implications for targeted prevention and intervention programs are discussed.

In addition to the barriers faced by other returning offenders, sex offenders face intense stigma and once released to the community, they are also subject to additional legal restrictions. The current study explores the effect of statewide residency restriction policies on housing mobility using a unique sample of male sex offenders released in a Midwestern state. The research is based on a quasi-experimental cohort control group design and it describes the frequency and correlation of movement for pre- and post-statewide residency restriction legislation samples. Sex offenders released after the implementation of residency restrictions moved more often and had relatively high degrees of housing mobility compared to offenders released prior to the legislation. The results have important implications for reentry programming and post-release services for sex offenders.

ABSTRACT Prisoner reentry programs continue to be developed and implemented to ease the process o... more ABSTRACT Prisoner reentry programs continue to be developed and implemented to ease the process of transition into the community and to curtail fiscal pressures. This study describes and provides relapse and recidivism outcome findings related to a randomized trial evaluating a multimodal, community-based reentry program that prioritized substance abuse treatment. Results from analyses suggest negligible effects for participants of the program across multiple outcome indicators. Avenues for further exploration are provided, with a cautionary emphasis on the continued expansion of multimodal community-based reentry programs.
