Stewardship theory provides an interesting alternative to agency theory, which in the recent New ... more Stewardship theory provides an interesting alternative to agency theory, which in the recent New Public Management era supported the introduction of rigorous performance management systems based on generalized mistrust in and control of public employees. However, we lack empirical validation of the feasibility and positive outcomes of the new forms of trust-based management recommended by stewardship theory. As such, there are few examples of alternative ways of boosting the motivation of public employees that can serve as beacons for public service organizations (PSOs) eager to find new ways of motivating their staff to create public value for the users of public services and society as a whole. This article aims to remedy this problem by exploring a seemingly successful empirical case of trust-based management to see whether the core principles of stewardship theory apply and how new management practices may influence the motivation and well-being of the employees, the perceived satisfaction and involvement of the users, and overall organizational performance, including cost efficiency.

COVID ‐19‐induced governance transformation: How external shocks may spur cross‐organizational collaboration and trust‐based management

Persistent efforts to meet the demand for cross‐organizational collaboration and trust‐based mana... more Persistent efforts to meet the demand for cross‐organizational collaboration and trust‐based management have been halted by a mixture of bureaucratic inertia and entrenched New Public Management thinking. This article explores whether the COVID‐crisis has broken the reform deadlock. Based on a handful of recent surveys and interviews conducted by Danish public sector organizations, we look at the crisis‐induced transformations in local public administration. The main finding is that the pandemic has forced administrative agencies to collaborate with each other to solve new and pressing problems in a turbulent environment. Similarly, it has urged public managers to trust the skills and motivation of their employees, who must solve administrative tasks in innovative ways and with limited managerial support, supervision and monitoring. While changes may amount to little more than a temporary departure from normalcy, lesson‐drawing, learning retention and proactive leadership may help to produce a sustainable transformation.

Against a tragic background, this study shows that the COVID-19 pandemic has catalyzed positive i... more Against a tragic background, this study shows that the COVID-19 pandemic has catalyzed positive innovations in both welfare solutions as well as in public governance solutions of the Danish public sector. Drawing on qualitative as well as quantitative data, this article outlines the character and perceived effects of new welfare solutions among vulnerable citizens, as well as a number of preceding, organizational changes in the administrative machinery of the public sector. Based on this analysis, we generate and discuss a hypothesis about a possible relationship between the governance and welfare innovations that emerged during COVID-19.

På baggrund af såvel kvantitative som kvalitative data beskriver artiklen dels de nye velfærdsløsningers karakter og oplevede effekt i forhold til udsatte borgere, dels en række forudgående organisatoriske innovationer i forhold til tillidsbaseret ledelse og tværgående samarbejde. På denne baggrund genereres og diskuteres en hypotese om en mulig sammenhæng mellem kriseinduceret organisatorisk innovation og velfærdsinnovation.

Co-creation is on the rise in Danish municipalities as a strategy for solving societal problems a... more Co-creation is on the rise in Danish municipalities as a strategy for solving societal problems as well as problems related to governance in the public sector. In this article, a theoretical framework for co-creating governance is developed and used to analyze potentials and challenges in co-creating a pedagogical supervision system in Roskilde Municipality. The results show that co-creating governance strengthens ownership of supervision solutions, employees’ motivation to work with supervision as well as a perception of supervision as more supportive of task quality and efficiency. However, the results also show that co-creating governance systems demands substantial resources and requires facilitation and support throughout the chain of command. In addition, concerns about accountability and risks of de-coupling relevant actors may arise in the complex co-creation processes.

Samskabelse er kommet på dagsordenen som en strategi til at løse ikke blot komplekse samfundsprob... more Samskabelse er kommet på dagsordenen som en strategi til at løse ikke blot komplekse samfundsproblemer, men også genstridige styringsproblemer i den offentlige sektor. I denne artikel udvikles en teoretisk ramme for samskabt styring, som bruges som afsæt til at analysere potentialer og udfordringer ved at samskabe et pædagogisk tilsynskoncept i Roskilde Kommune. Resultaterne viser, at samskabt styring bidrager til ejerskab til og motivation for at arbejde med tilsynet samt til en oplevelse af, at tilsynet understøtter kvaliteten og effektiviteten i opgaveløsningen. Derudover styrker processen samarbejdskulturen i organisationen. Resultaterne viser dog også, at samskabt styring kræver ressourcer, omfattende facililtering, opbakning i ledelseskæden og kan skabe ledelsesdilemmaer og bekymringer om ansvarlighed, når magten deles. Derudover kan risikoen for dekobling af relevante aktører opstå i højkomplekse samskabelsesprocesser.

This chapter focuses on a paradox related to cooperation and conflict in local politics. Most Nor... more This chapter focuses on a paradox related to cooperation and conflict in local politics. Most Norwegian local governments are organized according to a model where political parties are proportionally represented in all political committees. While this model encourages consensus building, it has increasingly been filled with party-political conflicts. This chapter discusses the difficult balance between “cooperation” and “conflict” in local politics. We show how local councilors in Norway and Denmark perceive and relate to conflict, and we provide examples of destructive as well as constructive conflicts in local governments. In a brief and subsequent chapter, a Norwegian Mayor reflects on how to balance party-political conflicts and cooperation.
