How to manage relations with China to ensure national survival becomes a challenge for any ASEAN country. Given the context of regional cooperation, China and ASEAN countries get more interdependent towards each other; therefore, the prospect of military rivalry in the region is hardly becoming an issue. Instead, the increasing interest in China’s expansion of economic power in ASEAN countries has heightened the need for studying its impacts, and how ASEAN countries respond to China’s economic influences. In this research, I will examine the economic interdependencies of two countries: Vietnam and Cambodia that have great threat and less threat in terms of direct territorial dispute respectively, and analyze their response to China. The two outstanding responses of soft balancing as (1) bandwagoning; and (2) institutional balancing will be demonstrated to show how small states react to emerging super power. Moreover, based on the scenario of tension rises, I then prove that soft balancing could be the best way for ASEAN countries to respond to China’s expansion of economic power.
