This concluding chapter focuses particularly on the period, which starts with the 2002 general el... more This concluding chapter focuses particularly on the period, which starts with the 2002 general elections, covering almost the last 15 years of the country. In this period, Turkish cities have experienced significant spatial and social transformations. This raises a number of issues and challenges for urban and regional planning in Turkey. The current urban and regional planning agenda worldwide covers dozens of topics. For Turkey, three issues have become prominent: (i) actors (and institutions) other than planners (and planning) that have control capacity in the production and transformation of the built environment, and adverse effects of their actions on the integrity of urban plans and the control capacity of urban planning, (ii) the need to achieve resilient, safe, and sustainable urban environments, and (iii) consequences of population growth and the spatial expansion of cities as well as the problems stemming from the current efforts at urban transformation. Many cities in Turkey are facing the problems of a “transforming” city instead of a “growing” cit... more Many cities in Turkey are facing the problems of a “transforming” city instead of a “growing” city since the 1980s. Planners and policy-makers are dealing with the impact of changes in residential areas. In Istanbul, gentrification has been a significant type of transformation since the late 1980s, leading to notable residential divisions based on socioeconomic status. Urban redevelopment projects, on the other hand, have been important tools for controlling the transformation of residential areas, especially in squatter neighborhoods. The aim of this chapter is to demonstrate how different residential transformation processes resulted in gentrification in Istanbul. These examples provide insight into how a process, observed mostly in advanced capitalist countries, takes place in peripheral capitalist countries. In this chapter, a brief summary of residential development in Turkey is given, followed by a brief introduction to Istanbul with background information about its urban development. Four case studies are then discussed in detail, and a comparative evaluation is made.

Parallel to changes in economic dynamics, the city has undergone significant changes in terms of sociospatial structure since the foundation of the Turkish Republic in 1923. This chapter shows that in the twentieth century the dynamics behind residential segregation in Istanbul shifted from being predominantly ethnic in nature to involve issues related to socioeconomic status. Gentrification has been a significant type of transformation, leading to notable forms of residential divide based on socio-economic status. It is argued that gentrification and urban transformation projects realized in the central neighborhoods of the city in recent years tell an insightful story about whether and how Istanbul represents and employs its urban diversity.

Transformation of urban residential areas has always been an important issue for urban planners a... more Transformation of urban residential areas has always been an important issue for urban planners and policy-makers. Starting in 1923, with the foundation of the Turkish Republic, residential development became an important issue along with the problems brought about by rapid urbanisation. Major Turkish metropolitan cities like Ankara, Izmir, and Istanbul have undergone transformation more than ever since the 1980s. Along with the problems of city centre transformation, changes in the residential areas of these cities have been an important challenge to planners and policy-makers. With increasing importance, urban transformation projects have been the main tools to realise residential transformation. They have even replaced urban development plans in some instances. On the other hand, since 2002 the construction sector has been the driving force behind the economy, increasing the importance of urban transformation. Ankara is representative of other cities in Turkey. In this chapter, urban transformation in Ankara is described with reference to economic development, legislative changes, and the housing sector of the whole country. The emphasis will be on the last two periods of development, starting with the 1980s, in which major challenges in urban transformation are rooted.

Urban governance has been an important issue since the 1980s, as have the effects of globalisatio... more Urban governance has been an important issue since the 1980s, as have the effects of globalisation on urban policies. Although no consensus exists on a definition of governance, it is possible to state that it expresses a shift in the roles of formal government structure, and especially the change in the sharing of responsibilities between the public, private, voluntary, and household spheres. Turkey has also been experiencing the effects of globalisation, and there is an ongoing restructuring process within which government structures are moving toward governance. The goal of this paper is to present a critical evaluation of urban governance. This will be done with the focus on whether the concept of urban governance can explain the urban management model in countries on the periphery. The case of Istanbul is used as an example for this discussion.<br>A governança urbana e os efeitos da globalização têm assumido uma importância crescente desde a década de 80 do século xx nas políticas urbanas. Embora não exista um consenso quanto à definição de governança, é possível afirmar que esta representa uma alteração nas estruturas formais de governo, e especialmente uma mudança na divisão de responsabilidades entre as esferas pública, privada, voluntária e doméstica. Os efeitos da globalização também se fizeram sentir na Turquia, onde se assiste a um processo de alteração das estruturas de governo no sentido das práticas de governança. Este texto pretende avaliar de forma crítica este processo, analisando se o conceito de governança urbana será capaz de explicar modelos de gestão urbana em países da periferia. O caso de Istambul será usado como exemplo para tal discussão.

Urban and regional planning, as an institution, differs significantly from country to country dep... more Urban and regional planning, as an institution, differs significantly from country to country depending on the legal and institutional contexts of each state. The significance of urban and regional planning increased in Turkey in 1923 following the foundation of the Republic. Economic policies executed by the government have always had an effect on urbanisation in Turkey. In fact, different economic policies and models applied since 1923 defined the different periods of urbanisation in the country. These periods also define the changes in urban and regional planning. There are basically four different models of economic development applied starting from 1923. A centralised, state-dominated model was the first one, and it was implemented until the 1950s. Liberalisation, the second model, was adopted in the 1950s. Mechanisation in agriculture set off rural-to-urban migration, and the rate of urbanisation increased very rapidly. This period lasted until the 1980s when Turkey’s economy underwent radical changes with the introduction of the privatisation model within the context of globalisation. The fourth period, starting after the general elections of 2002, can be considered a continuation of the third one. Economic and political changes in this period have had substantial implications for cities.
