This paper investigates how the practice of creating relationships between cultural / creative an... more This paper investigates how the practice of creating relationships between cultural / creative and other organisations can be studied from a constructionist perspective and with phenomenological methodology. The present contribution briefly discusses several recent publications and reflects on the methodological implications of these cases. It sets out to trace the working of construction and translation of concepts and practices, and elaborates on how differences can be made productive in a vital aspect of cultural and creative organisational practice, establishing sustainable relationships with contexts. The result of the paper is an agenda for further discussion on methodological approaches of cultural/ creative entrepreneurial practice and its relationship with contexts.

Predmet rada je model „Dvojnik državeˮ koji je u kulturnoj politici Srbije razvijala disidentska ... more Predmet rada je model „Dvojnik državeˮ koji je u kulturnoj politici Srbije razvijala disidentska intelektualna elita izražavajući neslaganje sa vladajućim političkim i kulturnim tokovima. Cilj rada je da se utvrdi korelacija između ovog nezvaničnog modela i zvaničnih modela kulturnih politika. Istraživanje obuhvata analizu paradržavnog modela „samoupravljanja u kulturi” Socijalističke Federativne Republike Jugoslavije (SFRJ) i državnog modela „blokirane tranzicije” sa varijacijama u periodu Savezne Republike Jugoslavije (SRJ) i Republike Srbije (RS). Za potrebe teorijskog istraživanja primenjen je metod istorijsko-koparativne analize modela odlučivanja o kulturi u periodu 1971-2021. The term participatory governance may be interpreted as a process that allows shared responsibility of management models, wherein the responsibility is shared and decisions are taken by communities rather than by individuals. It is already wide spread trend to participate in community values by different sector actors, and various forms partnerships. In this paper, in addition to relevant institutions (cultural institutions, tourism organizations, civil organizations, NGOs, public companies such as the National Parks), we propose possible alternative ways of integrative management and PG. The main goal is to emphasize the importance of the inter-departmental relations and forms of participatory governance that contribute to each pillar of sustainable development, in particular by activities related to the: preservation, conservation, restoration, greater visibility and valorization of the natural and cultural heritage. The work mainly rely on a qualitative analysis of previous empirical scientific research and practical examples of successful Worlds cases. We think that it is necessary to complement the operation of theory, practice and public policy papers, as well as international recommendations, to make all the relevant phenomena considered, so we will try to do that in relation to the subject and main goal of the paper. Since the identity policies of the post-Yugoslav states have been creating tensions domestically ... more Since the identity policies of the post-Yugoslav states have been creating tensions domestically and internationally in the last two decades, the aim of this paper is to study and explain the causes that encourage antagonisms. We start from the assumption that these causes are related to models of identity policy and memory culture mediated by transnational media. This is because the essence of collective identity is in the consciousness of belonging, which should not be an obstacle to coexistence and good neighborly relations, as long as that consciousness does not imply the negation of the identity system of social groups living in the state. Thus we come to the policy of pluralization of identity as a public policy pursued by the state policy of cultural memory as a ?social and cultural framework? of identity policy. The paper investigates the relationship between the state, society and Serbian Orthodox Church in... more The paper investigates the relationship between the state, society and Serbian Orthodox Church in 19th and 20th century, considered from the standpoint of national identity, as a basic principle of contemporary cultural policies. The aim of the paper is to identify similarities and differences in three intersecting points in time in the relationship between state and church, as well as look at possibilities and obstacles for their cooperation in the context of democratic transition and consolidation of society in Serbia, following the dissolution of Yugoslavia. The theoretical exploration starts from the position that Orthodox Christianity, as it is ?dependent on the state and concept of national church?, is a source of nationalism and obstacle to democracy, based on which a number of intellectuals and civil organizations in Serbia are against acceptance of Orthodox Christianity as an identifier of national identity of post-totalitarian society in Serbia. Qualitative empirical research that investigated the starting theoretical assumptions is based on the case study of Pcinja county in the South East of Serbia, which is a religious, cultural and political centre of this part of Serbia, with monastery Saint Prohor Pcinjski located in its centre. The results of research demonstrated that repressive political factors supressed Orthodox Christianity from the public life, thus there is no empirical evidence of ?Orthodox nationalism?, and instead we can observe that throughout 20th century the church was a victim of ideologies of Yugoslavia, Communist atheism and ethnical nationalisms of the newly established countries in the region. In Serbia, this type of relationship towards Orthodox Christianity moved from former party state that dominated the society into a section of civil society, whose political activities tend to overtake the role of former Communist party. This part of civil society, as it is burdened with totalitarian heritage itself, bases its political attitudes on the empirically unfounded theoretical speculations, which is why, despite its efforts, it represents a challenge to the democratization of inherited post-totalitari an cultural system and an obstacle for Serbian Orthodox Christian community to realize its democratic right to free expression of values and ideas in which it believes.

The term "participatory governance" may be interpreted as a process that allows shared responsibility of management models, wherein the responsibility is shared and decisions are taken by communities rather than by individuals. It is already a widespread trend to participate in community values by different sector actors, and various forms of partnerships. In this paper, in addition to relevant institutions (cultural institutions, tourism organizations, third sector organizations, NGOs, public companies such as the National Parks), we propose possible alternative ways of integrative management and PG. We emphasized the importance of local community involvement (trough ecocultural tourism, and other ways of participation by the creation of new jobs), but also private sector (such as insurance companies, infrastructure etc.) in the managing and important questions about natural and cultural heritage. The cultural, touristic, heritage, natural issues, should be treated interdisciplinary and by multisectoral approach.

The main goal is to emphasize the importance of the inter-departmental relations and forms of participatory governance that contribute to each pillar of sustainable development, in particular by activities related to the: preservation, conservation, restoration, greater visibility and valorization of the natural and cultural heritage. The work mainly relies on a qualitative analysis of previous empirical scientific research and practical examples of successful Worlds cases. We think that it is necessary to complement the operation of theory, practice and public policy papers, as well as international recommendations, to make all the relevant phenomena considered, so we will try to do that in relation to the subject and main goal of the paper. Paper reflects basic theory, examples and best practices in order to capture the importance of partnership strategies in participatory governance, with active participation in the decision-making process in order to make heritage more valuable.
Our main hypothesis is: Long-term preservation of heritage seeks for a necessary interdisciplinary approach, and the actual market visibility by linkages of different departments such as culture, economy, CCI environment, society, through responsible forms of tourism (eco-cultural).
