In the conclusions of the overall report we summarize the results of our research project on the ... more In the conclusions of the overall report we summarize the results of our research project on the Finland 100 anniversary year and present our reflections on the legacy of the centenary. Our objective has been to produce a picture of the impacts of the centenary on the Finnish society and its different actor groups. The Finland 100 anniversary year will leave as an example for future anniversary years an operating model based on broad participation which in its very openness is depictive of the functioning of Finnish society in 2017. The centenary did enable a wide range of actions, but on the other hand it did not really highlight any special theme in relation to the Finnish society. The centenary did not endeavor to reshape the great national stories or strongly bring the nation together. The program and tone of the anniversary year support the building of a national Finnish identity from a diversity of ingredients in the future as well. The anniversary year showed that the celebrations of a national centenary can also deal with smaller, more mundane and more cheerful aspects of Finnishness. The Finland 100 anniversary year presents itself first and foremost as an enabling and diverse "feel-good" celebration. In view of inclusion, the centenary comes across as an inviting but temporary phenomenon. The successful and cheerful anniversary year showed that Finns still can, if need be, get along with each other quite well or at least give each other space.

In this report we examine the impacts of the Finland 100 anniversary year and its connections to ... more In this report we examine the impacts of the Finland 100 anniversary year and its connections to the national identity and Finland's country image. We analyze what the centenary has meant for the Finnish identity and the conceived image of Finland. We explore the picture produced by the centenary activities and experiences of what things Finns find important and what they think being Finnish means, and how the international activities during the anniversary year were positioned in relation to Finland's country image work and earlier perceptions of Finland. The centenary seemed to repeat and supplement rather than challenge the Finnish identity and the country image. The centenary's open profile and operating model made it possible for a broad range of themes connected to Finnishness to become addressed. Still, the citizens themselves did not feel that the centenary had affected their conception of Finnishness to any significant degree. From the viewpoint of country image work, the centenary was one high point in the continuum of work towards building the image of Finland. The centenary had a limited impact on the practices of celebrating independence in Finland, but a slight turn in a lighter and more cheerful direction may be detected in the tone of the celebrations. In personal and individual experiences Finnishness came to be seen in a positive light after the anniversary year, but it did not seem to have had a more widely experienced impact on the Finnish society. Its open and democratic operating model was however a message in itself, and speaks of the Finnish society in 2017.

An overview of the impacts of the COVID-19 pandemic on the fields of art and culture and cultural... more An overview of the impacts of the COVID-19 pandemic on the fields of art and culture and cultural policy in Finland In 2020, the COVID-19 pandemic has affected the production, consumption, and participation in arts, culture, and creative industries globally in many ways. This overview illustrates the pandemic's impacts in the fields of arts and culture and cultural policy in Finland. Cultural policy actions taken by different countries in response to the pandemic are framed by varying national characteristics and social and economic contexts. In Finland, the relatively stable and inflexible cultural policy context is characterized for example by multiple funding sources and the established role of the state and municipalities. In response to the pandemic, key cultural policy measures in Finland include the collecting of information and devising supporting initiatives, in cooperation with different actors. Pandemic has made the arranging of many arts and cultural activities difficult or impossible. It has also affected one of the key cultural policy aims: citizens' possibilities to participate in arts and culture. The impacts of the pandemic have varied significantly in different fields of arts and culture. Further research is needed, as the economic, social, and cultural implications of an ongoing pandemic cannot yet be comprehensively evaluated.

Puolueilla on omia kulttuuriin kohdistuvia asenteitaan ja tavoitteitaan. Näistä saa tietoa etenkin erilaisista ohjelmista: laajoista yleisohjelmista, rajatusti taide- ja kulttuuripolitiikkaa ja muita politiikkalohkoja koskevista erityisohjelmista sekä vaalikauden tavoitteita kuvaavista vaaliohjelmista. Tässä katsauksessa keskitymme jälkimmäisiin. Puolueiden kevään 2019 eduskuntavaaliohjelmien ja tuoreimpien kulttuuripoliittisten erityisohjelmien kautta tarkastelemme puolueiden kulttuuripoliittista puhuntaa ja visioita julkisen kulttuuripolitiikan päämääristä. Katsaus osoittaa, että puolueiden välillä on eroja kulttuuripoliittisen puhunnan laajuudessa ja sisällössä. Vår rapportering om effekterna av Finlands 100-årsjubileum består av en Inledning, tre Temarappor... more Vår rapportering om effekterna av Finlands 100-årsjubileum består av en Inledning, tre Temarapporter samt av Slutsatser. Rapporteringens första del innehåller Inledningen och den första Temarapporten. Inledningen presenterar rapporteringens målsättning: att skapa en helhetssyn av de effekter Finlands 100-årsjubileum haft på det finländska samhället och för de olika aktörsgrupperna. I Inledningen jämförs också jubileumsåret med internationella exempel och med tidigare jubileumsår då man firat självständigheten. När det gäller målsättningar skiljer sig inte Finlands 100-årsjubileum avsevärt från tidigare jubileumsår, men vi uppmärksammade främst det nya verksamhetssättet som strävade till delaktighet och öppenhet samt hur väl det fungerat.

In both Finland and Sweden, decentralisation has traditionally been an essential cultural policy ... more In both Finland and Sweden, decentralisation has traditionally been an essential cultural policy aim. This article explores how, by pursuing decentralisation, the regional jurisdictions have been presented with more possibilities to fulfil their purposes and in this way, gain legitimacy in cultural policy. Based on the analysis of political, legal, and administrative documents, three main periods of regional decentralisation in cultural policies are identified: regions as vehicles of welfare policy, regionalisation, and competitive regions. In both countries, national governments have promoted the regional level’s agency, and in doing so, potential institutional change in cultural policy. However, the increase of the regional level’s role has been limited by the countries’ strongly institutionalised cultural policy systems
