The importance of critical thinking is noted in the strategic documents of Europe and of Lithuania. Critical thinking is considered a key competence, which is necessary for the citizens in participation in daily life, and in the society and enables employees to make decisions and start activities; it becomes one of the essential characteristics that employers expect their future employees to have. Scientists continuously raise the question of critical thinking (Lloyd & Bahr, 2010), what specific skills of critical thinking should be developed and how to make them adjustable in practice and remain stable, if the existing instruments of assessment are sufficient (Facione, Facione, 2013; Lai, 2011). Studies on intercultural learning in Europe started to emerge in the 1960s, with research in this field carried out both abroad (for example, Gill, 2007; Portera, 2011; Deardorff, 2011) and in Lithuania (for example, Virgailaitė-Meckauskaitė, 2011; Bielskienė, Duoblienė, Tamulionytė, 2012; Chodzkienė, 2012; Norvilienė, 2014). Critical thinking is highlighted in policy documents as a competency that is necessary to respond to labour market demands and contribute to the progress of society. Higher education systems need to correspond to labour market needs, therefore the teaching and learning of critical thinking is becoming one of the most important tasks in higher education. This chapter also describes the ICT education programmes for older people available in the partner countries. The next chapter contains a description and results of a pedagogical experiment aimed at comparing the effectiveness of the method of teaching seniors how to use smartphones. The experiment compared the class and lesson method, which dominates the educational offer addressed to seniors, with the method consistent with the strategy of edutainment – a location-based game. The article analyzes the attitude of social workers towards the functions and actions that organization executive administers when organizing personnel activity. Constant changes require certain features that an executive should possess. The most important ones are ability to cope with changes, to be willing to learn and provide his employees with a possibility to learn, to work in teams and groups. The focus on quality gives a possibility for organizations to achieve better operational results.... more The focus on quality gives a possibility for organizations to achieve better operational results. According to various surveys, in order to reach a long-term operational process, the assurance of the quality of operational results and gain strong positions in the market, an organization has to apply one of the most progressive means—quality management, which should become the key goal of the organization. Assurance and improvement of quality in a school of general education is one of the main priorities of the education policy of the Republic of Lithuania. Schools execute the assessment of operational quality by applying various evaluation measures, forms and instruments. One of the most important roles in assuring the quality of an organization is attributed to its leader. Therefore, the authors of the present article analyse school leaders’ attitude towards change opportunities and the peculiarities of the evaluation of education services.

Based on a systematic literature review, the following research questions are raised: how does construction of critical thinking concept change in the context of higher education during time? How are personal, interpersonal, and social aspects expressed in the concept of critical thinking in the context of higher education? The systematic literature review revealed significant grow of publications starting from 1998. It is also disclosed slight change in treating critical thinking as purely general or domain-specific competence. One of the aims of the Strategic Framework for European Cooperation in Education and Training (ET... more One of the aims of the Strategic Framework for European Cooperation in Education and Training (ET 2020) includes improvement of quality of education and training and equal opportunities for all, as well as development of social cohesion at all levels. The National Progress Programme for 2014-2020 highlights the necessity to enhance the inclusion of the disabled and other socially vulnerable groups in the education process. Thus, in response to the current challenges and changing public needs, and in order to create conditions for all children to gain education appropriate to their age and needs, school as the main child's socialisation institution shall ensure provision of high quality and comprehensive social pedagogical assistance. Only joint efforts of various specialists equipped with relevant knowledge/information and a wide range of abilities can ensure effective organisation and provision of social pedagogical assistance. One of the main conditions in providing social pedagogical assistance is teamwork providing for coordination of the activity of individual specialists, better identification of social assistance needs and development of inter-institutional and crosssection cooperation. The Article provides a draft model of integrated assistance to the child and a peer review. The analysis includes the ways of providing integrated assistance to the child, as well as changes to be made in the process of assistance to the child. The Article is concluded with the discussion where research results are summarised within the context of international research and practical experience.

The Law on Minimal and Average Care of the Child of the Republic of Lithuania (in effect since 1 ... more The Law on Minimal and Average Care of the Child of the Republic of Lithuania (in effect since 1 January 2008) established the procedure for provision of minimal and average care for the child having behavioural problems and susceptible to crime. The article analyses activities of child welfare commission in implementing the minimal care of the child: the first part of the article provides a description of the concept of minimal care of the child and the responsibilities of implementing institutions; the second part analyses obstacles in implementing the law and envisages possible measures for a more effective activity of preventive work groups in municipalities and schools.

Today teachers are required to be able to work in a multi cultural environment, flexibly respond and adapt to changes, individualise and differentiate the content of education, and pursue various social functions (such as vocational counseling, conflict management, mediation etc.). Besides high professional requirements teachers are also required to participate in the continuous/further learning process including formal/non formal professional development, selfeducation, and studies in state and private vocational training organisations not only within the framework of education but also in other spheres. The following question have been raised in the article: how the process of teachers' professional development is organised in Lithuania?

As a result, home help service is becoming an increasingly important part of the Lithuanian social security system. The article discusses the main aspects of home help service assessment of recipients and carers. The aim of this article is to analyse the aspects of assessment of home help service by recipients and carers. Survey data collection involved unstructured interviews with home help service recipients and focus group interviews with carers. The data revealed the main home help service satisfaction factors. It turned out that for the successful provision of services, the skills and knowledge of carers are dapted them into the direct work with clients, as well as the ability to understand clients’ needs.
