Taikant daugiakriterinius metodus labai svarbu nustatyti kriterijų (rodiklių) svorius. Svorių ska... more Taikant daugiakriterinius metodus labai svarbu nustatyti kriterijų (rodiklių) svorius. Svorių skaičiavimo pagrindą sudaro ekspertų vertinimai. Rezultatus galima taikyti praktikoje, jei nustatytas pakankamas ekspertų nuomonių suderinamumo lygis. Jį nustato konkordancijos koeficientas, skaičiuojamas lyginamų objektų rangavimo pagrindu. Straipsnyje nagrinėjama konkordancijos koeficiento taikymo galimybė, kai ekspertų vertinimai atlikti ne rangavimo būdu. Nustatyta, kad objektų suderinamumo lygis priklauso nuo ekspertų vertinimo metodo. Didžiausias suderinamumas gaunamas taikant tiesioginį rangavimo metodą. Vienodai įvertintų rodiklių, t. y. susietų rangų įtaka konkordancijos koeficiento reikšmei, taigi ir ekspertų suderinamumo lygiui paprastai nežymi ir nekeičia rezultato.

Bank reliability from the viewpoint of natural customers is a complex phenomenon described by a s... more Bank reliability from the viewpoint of natural customers is a complex phenomenon described by a set of evaluation criteria. Therefore, multicriteria evaluation methods, allowing us to integrate multidimensional and oppositely directed criteria into a single generalizing value and to determine their significances to a research object, may be effectively used for banks' ranking. PROMETHEE methods are more sophisticated, advanced and logical compared to other multicriteria evaluation methods. The evaluation results yielded by a particular method depend on the selection of preference function of any particular criterion and determination of its parameters. Thus, the experience of a decision-maker is important for evaluation.

The financial state of construction enterprises can be described by a set of criteria evaluating ... more The financial state of construction enterprises can be described by a set of criteria evaluating their commercial activity from various perspectives. The most important of them are solvency and financial risk, including the ratio of current assets to current liabilities, the ratio of current assets minus stocks to current liabilities, the ratio of equity to liabilities, the ratio of assets to liabilities and the ratio of current assets to equity. These values indicate how efficiently various resources, i. e. finances, materials, manpower, etc. are used at an enterprise. The criteria characterizing the financial state of an enterprise from various perspectives may change in different directions. Moreover, these criteria are multidimensional. Therefore, a problem of finding a unified approach to describe this conflicting situation arises. The particular criteria describe the particular aspects of a complex object. To obtain an integrated estimate of a considered object, multicriteria evaluation methods are applied. Being versatile, these methods are used for solving various problems. A great number of methods evaluating the performance of multidimensional objects have been created and used recently. Each method has some advantages in describing the particular features of an object. Most methods use various techniques for normalization or transformation of the initial data. In the present investigation seven methods of multicriteria evaluation are applied. The calculations made yielded actually the same results, except those obtained by two methods the sum of ranks and VIKOR. However, the deviation of the data obtained by using these methods from the average value was small. The priority order of enterprises is finally determined integrating the results obtained by all methods used in the present analysis.

Complex evaluation of the effectiveness of financial activities of construction enterprises may b... more Complex evaluation of the effectiveness of financial activities of construction enterprises may be made by multicriteria methods. As a result of calculations, the priority order of the considered objects can be established. A more thorough analysis reveals that the above methods do not take into consideration the effect of the components of a particular evaluation method on the result obtained. This can be achieved only if multicriteria evaluation is based on graphical-analytical approach. In this case, the reasons why some of the compared alternatives get lower ranks than others can be clearly demonstrated and some effective measures can be provided for improving the situation.

Over the period of 2004-2006, a great part of the EU aid was granted to business in Lithuania through the EU structural funds. State aid is a complicated phenomenon. It may have several aims, with none of them being dominant. The effects of this aid may also be varied and hardly described by a single criterion or indicator. Therefore, multiple criteria evaluation methods can be used to compare the aid to various businesses and to determine its effect on their development objectively.

ABSTRACT The rhythm of production as one of the major characteristics of manufacturing and techno... more ABSTRACT The rhythm of production as one of the major characteristics of manufacturing and technological processes is considered in this paper. Various rhythmicity indices, often yielding different results for the same initial data, are used to determine the pace of work. The paper presents some axioms stating the conditions which methods of determining rhythmicity indices of manufacturing and technological processes should satisfy. Several methods of determining rhythmicity indices are offered and their effectiveness is validated. It has been found that the above axioms are satisfied by the Atkinson's and variation coefficients and Theil's index, which may be recommended for practical application. A case study of the calculation of monthly and quarterly rhythmicity indices for a consortium of three construction firms is presented.

After 2020 all new buildings must be energy efficient, which means that the construction ndustry ... more After 2020 all new buildings must be energy efficient, which means that the construction ndustry workforce must be prepared and up-skilled. Formal and informal continuing education must respond to these changes, which means the curriculum needs to be updated and supplemented with the necessary knowledge and skills. This article provides the forecasts for blue-collar worker demand by 2020 in the construction industry and the number of construction workers who should be up-skilled or have extra training to be able to build energy efficient buildings and to install the renewable energy systems. The need for blue-collar workers in the construction sector up to the year 2020 was estimated by the use of mathematical models and expert evaluation, as well as taking into account the Lithuanian economic growth forecasts for the year 2020, trends of employment changes in the construction sector, the impact of EU support to the national economy and other factors having significant impact on employment in the construction sector.
