A central concentrating solar power (CSP) plant is increasing in the power systems as novel techn... more A central concentrating solar power (CSP) plant is increasing in the power systems as novel technology in the solar energy sources. Also, solar thermal storage unit is combined with the CSP plant to increase flexibility and decrease the dependence on the instantaneous solar radiation. Furthermore, the CSP plant can be obtained the optimal offering strategies to submit to the electricity market in order to sell the produced power and increase the expected profit. In this issue, the uncertainty modeling of solar irradiation and electricity market price is a big challenge for a CSP plant. Therefore, the scenario-based stochastic framework is proposed for optimal scheduling of a CSP plant in the presence of uncertainties to obtain optimal offering curves in order to sell to power market. Also, the risk related to uncertainties is considered via the downside risk constraints (DRC) which leads to obtain risk-constrained stochastic optimization of a CSP plant. The proposed model is formulated as mixed-integer linear programming (MIP) which is solved via CPLEX solver under GAMS optimization software. Risk-averse strategy is introduced in comparison with riskneutral strategy to investigate the impacts of DRC implementation which leads to decrease the expected profit while the expected risk-in-profit (RIP) is reduced.

It is found that by measuring the gate voltage changes, the K + concentration in the electrolyte can be determined because of the interaction between the K + ions and the gate. For prediction purpose, the artificial neural network has been employed to predict the I-V characteristic, and it demonstrated superior performance.

В фокусе данной статьи находятся инновационные кластеры и та роль, которую они играют в процессе ... more В фокусе данной статьи находятся инновационные кластеры и та роль, которую они играют в процессе выхода бизнеса на зарубежные рынки. Данная концепция находится в рамках сетевого подхода к интернационализации фирм, согласно которому может вступить в процесс интернационализации, в случае, когда она предпринимает комплекс мер по развитию товарно-денежных отношений. Одной из специфических форм реализации сетевого подхода является кластер, с присущей ему географической и отраслевой концентрацией в качестве ключевой характеристики, отличающей его ль всех прочих видов сетевых структур. Исследована роль кластеров в аспекте инновационной активности и создания благоприятных условий для развития процесса интернационализации фирм. Показано, что процесс интернационализации фирм может происходить при задействовании двух механизмов: посредством воздействия кластера на стратегию интернационализации аффилированных компаний, с одной стороны, и за счет повышения привлекательности регионов как направлений прямого зарубежного инвестирования, с другой стороны.

Предпринята попытка обосновать, что экономические субвенции в качестве одного из основных инструментов, используемых в России для содействия нанотехнологиям-важный, но недостаточный инструмент для достижения целей, для которых они предназначены. Start from the main technical and economic characteristics of nanotechnologies, in the article it is shown that to innovative policy in the sphere of nanotechnologies in Russia doesn't get systematic vision of innovative processes. Attempt to prove that economic subventions as one of the main tools used in Russia for assistance to nanotechnologiesimportant, but the insufficient tool for achievement of the objectives for which they are intended is made.

The paper demonstrates trends in Kazakhstan knowledge management system (KMS) development with re... more The paper demonstrates trends in Kazakhstan knowledge management system (KMS) development with regard to the relevant internal and external factors. The effect of the investment, codified and uncodified knowledge capital exerted on the gross domestic product (GDP) of Kazakhstan has been studied. Knowledge formalisation through the above model criteria enabled to determine the correlation between the KMS efficiency and the GDP of Kazakhstan. The Kazakh sector of knowledge generation fails to function at the level of the post-industrial countries and generate a high quality knowledgeintensive product massively. Low efficiency of knowledge generation system does not allow creating the appropriate technologies of the world level in this country to modernise production and turn out high-quality innovative products. The low capacity of the macroeconomic system in the perception and use of already existing knowledge restricts exploiting global knowledge market opportunities. The paper outlines the proposals for improving KMS in Kazakhstan.

In this paper, we consider legal protection of copyright items in the Internet. The subject of th... more In this paper, we consider legal protection of copyright items in the Internet. The subject of the research is copyright protection of potential heirs on the Internet with the help of modern computer technologies. The purpose of the research is development of a system for copyright protection on the Internet in the case of inheritance. Use of copyright protected intellectual property in computer networks positively differs from any known types of copyright item use, including over-the-air transmission or a message for universal information across the wire. This is due to information physical properties change within digital media, new law features and properties of intellectual product as an object of legal relationship appear, emerges brand new system of public relations, connected with high technology application suggesting copyright dualism. In spite of this fact, many researches propose to inherit works of authorship posted in the Internet in a traditional way by means of will or law. This can be explained by a relatively narrow approach to the understanding of copyright. This understanding is based on the current beliefs about it solely as about an institution of civil law. We believe it necessary to abandon the industry isolationism and, instead, use an integrated approach in the scientific search on the problems of copyright protection on the Internet, and to see the concept of copyright as a complex one at the intersection of different branches of law. The development of modern, including computer technologies exacerbates the problem of protecting the rights of creators of literary, artistic, and scientific works. We propose new approach applicable only to digitized works published in the Internet. For this reason it is necessary to legalize heirship in international free and constrained licenses of Creative Commons and alike, in case of the testator's death, through specifying a potential heir in the will at that (electronic testament). We also propose legislating the electronic form of work as an objective form of expression in international conventions, contracts, and agreements in the area of copyright protection, what will make it possible to give equal rights to printed and electronic copies.

Actually, the question of use of cluster policy for acceleration of economic development in principle isn't limited to a context of industrially developed countries. As cluster politicians surely have to be corrected in a special way in each individual case, no wonder, that their realization in developing countries differs from their realization in industrially developed countries. Certainly, the cluster policy in developing countries also will differ among themselves. It is possible to allocate some general approaches answering to typical frame conditions of developing countries. In this article the directions of development of clusters are offered.

Background: Corporate social responsibility (CSR) has a great influence on the sustainability of ... more Background: Corporate social responsibility (CSR) has a great influence on the sustainability of company development, so it can be considered a business model for business effectiveness. Objective: The objective of the research is to determine the mutual influence of real-estate companies' activities and CSR effectiveness in different countries. This study examines indicators for assessing companies' financial stability, CSR, and working capital management's influence on the activity effectiveness of real-estate companies. Methods/Analysis: Questionnaires, the principal component method, the Sobel test, and linear regression analysis are used to evaluate the relationship between CSR and the business performance of autocratic management-style companies. The authors' algorithm for assessing a company's financial stability, CSR, and capital management, which affect the efficiency of companies, is proposed. Findings: Empirical analysis has shown that management has no mediating effect on CSR and enterprise performance relationships for companies with high financial stability and working capital, though it has a stimulating effect for low financial stability companies. CSR and business performance have positive relationships in companies, but despite financial stability growing, the autocratic leadership style reduces interest in CSR development. This paper conceptualizes the impacts of CSR on the effectiveness of companies. Novelty: The novelty of this study is to create theoretical and practical provisions aimed at laws and regulations.

In the context of speculatively priced Russian oil on the world energy market, the oil exchange m... more In the context of speculatively priced Russian oil on the world energy market, the oil exchange market development in the Russian Federation is updated. The purpose of the article was to rationalize conditions ensuring the crude oil market pricing by means of exchange trade development. The main objective of the scientific search was to justify state oil purchase as the main factor in improving the Russian oil exchange market liquidity at the present stage of its development. An optimal level of the ratio of public expenditures for oil exchange purchase to Russia's GDP was determined. The optimal amount of public expenditures for oil exchange purchase for the second quarter of 2018 amounted to 2,384.64 billion rubles. The optimal amount of public expenditures for oil exchange purchase is 89.9 million tons per quarter. State procurement of such oil volumes as of today could ensure an increase in the oil exchange market liquidity. The research results may lay the groundwork for enhancing the state strategy efficiency to improve the pricing of Russia's energy resources. Some practical focus areas substantiated in the article would contribute to the exchange market development at the present stage as a factor in the formation of an actual market price for Russian oil

The purpose of the article was to substantiate the factors of efficiency in managing the publication activity of Russian universities. The nature and density of the relationship between the number of scientific publications and the level of citation of 19 leading countries in the world, including Russia, were determined by means of statistical analysis and the method of clusters. It has been empirically proven that the priority model for the development of publication activity should be an intensive model, which aims at improving the quality of scientific publications and the level of their citation. This study investigates the impact of megatrends, artificial intelligence, digital technologies, and innovation on ELM and human resource management (HRM) policies in China, Russia, and Indonesia. Data were collected through structured interviews and publicly available information from companies in these countries between 2021 and 2022. The study evaluates the effects of artificial intelligence (AI), digital transformation (DT), and innovations on the sustainable development of ELM and identifies differences in technological responses to ELM in companies depending on their level of digital maturity. This study investigates the impact of megatrends, artificial intelligence, digital technologies, and innovation on ELM and human resource management (HRM) policies in China, Russia, and Indonesia. Data were collected through structured interviews and publicly available information from companies in these countries between 2021 and 2022. The study evaluates the effects of artificial intelligence (AI), digital transformation (DT), and innovations on the sustainable development of ELM and identifies differences in technological responses to ELM in companies depending on their level of digital maturity.
