This comparative synthesis report-building on four country case studies covering Albania, Bosnia ... more This comparative synthesis report-building on four country case studies covering Albania, Bosnia and Herzegovina Kosovo and Macedonia-was produced in the framework of a participatory research project on "Opportunities for Preventing Violent Extremism in the Western Balkans". Together with with four local research partners, we explore why some communities are particularly affected by individuals inspired by and/or joining the Islamic State (IS) or similar violent extremist groups, while other communities may show greater resilience to the same phenomenon. The project also includes policy outreach activities, both nationally and internationally, as well as local dialogue initiatives, in cooperation with local stakeholders and affected communities, in order to explore and develop strategies to prevent violent radicalisation in the Western Balkans in light of the research findings.

Prior to joining Berghof, Andreas was a postdoctoral and PhD student in the International Conflict Research (ICR) group at ETH Zurich, where he studied the effectiveness of power-sharing arrangements in ethnic conflicts. He was previously employed in the disarmament section at the Swiss Mission to the United Nations in Geneva and held various positions in the academic and financial sector. Andreas also holds an MA in International and Comparative Studies from ETH Zürich and received his BA in political science and economics from the University of Zurich and the Institut d'Etudes Politiques de Bordeaux. Dr Véronique Dudouet is currently Senior Advisor for Conflict Transformation Research at the Berghof Foundation. She coordinates various collaborative research projects on the role of non-state armed groups, nonviolent movements and international actors in conflict transformation processes. She also conducts regular consultancy research and provides policy advice, peer-to-peer advice and training seminars for/ with conflict and peacebuilding stakeholders. She has published two edited books and authored numerous publications in the fields of conflict transformation and nonviolent resistance. She holds an MA and a PhD in conflict resolution from the University of Bradford, UK, and a BA in political science and MPhil in international relations from the Institut d'Etudes Politiques de Toulouse (France).

This comparative report presents insights from a collaborative research project combined with com... more This comparative report presents insights from a collaborative research project combined with community dialogue initiatives carried out in 2017/18 in four Western Balkan countries: Albania, Bosnia and Herzegovina, Kosovo and Macedonia. Arguably, the four countries scrutinised in the study have many similarities rooted in shared historical grievances, but also linked to underperforming economies, bad governance and administrative dysfunctionality, national and ethnic tensions and unresolved identity issues. The research project focused on the meso-level and sought to identify factors of community vulnerability and resilience to violent extremism, and to formulate and test recommendations drawn from peacebuilding for effective prevention of violent extremism (PVE). The project’s overall aim is to learn from the experience of those in resistance or liberation movements who have used violence in their struggle but have also engaged politically during the conflict and in any peace process. Recent experience around the world has demonstrated that reaching political settlement in protracted social conflict always eventually needs the involvement of such movements. Our aim here is to discover how, from a non-state perspective, such political development is handled, what is the relationship between political and military strategies and tactics, and to learn more about how such movements (often sweepingly and simplistically bundled under the label of non-state armed groups) contribute to the transformation of conflict and to peacemaking. Yet these movements can and do influence the course and content of peace negotiations and contribute to the quality and durability of the resulting peace. This report examines the strategies they employ and provides insights for grassroots movements currently mobilizing for peace or change in Myanmar, South Sudan, Syria, Yemen, and elsewhere.

This report presents statistical analysis of all political transitions after nonviolent action campaigns and case studies of transitions in Egypt, Tunisia, and Ukraine to show the importance of inclusion—and in particular the participation of women—to ensure both successful dialogue and that the outcome of that dialogue is a stable democracy.

This policy brief draws on a comparative assessment of ‘incremental inclusion’ approaches for nonsignatory armed groups and civil society actors during the negotiation and implementation of peace agreements in Afghanistan, Colombia, Mali and Myanmar, as summarised from the research report “Incremental inclusivity: A recipe for effective peace
processes?” (Schädel and Dudouet 2020).
