The paper deals with new cultural facilities in the (semi-) peripheries of Vienna, Paris and Rome... more The paper deals with new cultural facilities in the (semi-) peripheries of Vienna, Paris and Rome, their impact on urban development, and their association with cultural policies. France and Italy as well as Paris and Rome established early strategies for the cultural advancement of the capital cities' peripheries. In Vienna the bulk of the municipality's cultural funding still is focused on activities in the central parts of the city. It was only recently that the outskirts of Vienna experienced the establishment of several new cultural facilities, most of them of small or medium scope. On the basis of a comparison between Vienna, Paris and Rome, the paper discusses the functions of cultural projects as tools for the physical, spatial, economic, and social development of cities. In the conclusion, recommendations for a cultural policy in support of urban peripheries are presented.

Due to the growing diversity of the population of major European cities, understanding between pe... more Due to the growing diversity of the population of major European cities, understanding between people or between different strata of the population does not get easier. Intercultural facilities and locations for community culture are in a position to help bridging the gap. The paper depicts and analyses Vienna's intercultural and community culture scene including its most important institutions, locations, places, associations, festivals, and actors. Data presented in this contribution stem from a specific research project currently carried out by the author at the Institute for Urban and Regional Research of the Austrian Academy of Sciences in Vienna. The project focuses on the investigation of the possible positive effects of intercultural and community culture activities on intercultural dialogue, participation, inclusion, mutual understanding of different people, a stimulating and peaceful cohabitation, the amelioration of cultural and other infrastructures, as well as to a reduction of social and spatial imbalances and to a positive development of peripheral areas. For this purpose, the author applies the research methods of document analysis, field research, participant observation, and in-depth interviews with key actors in the given field.

Cultural facilities such as theatres, cinemas, galleries, exhibition spaces, music venues, and fl... more Cultural facilities such as theatres, cinemas, galleries, exhibition spaces, music venues, and flexible multi-use locations are in a valuable position to stimulate the development of urban peripheries. However, there is a lot to be done to make things work. This paper looks at the cultural scenes in Berlin, Paris, Vienna and Zagreb in particular, the cultural facilities on the outskirts of these four metropolises and the respective municipalities' cultural policies for their urban fringes. The survey shows that there are fundamental differences in the four metropolises' cultural policies: Whereas Paris and Zagreb are fostering the cultural development of their outlying districts, Berlin and Vienna lag behind. Ironically, municipalities in more centralist states like Paris and Zagrebwhen it comes to cultureare doing more for their peripheries than those in states with a federal structure, that is to say Berlin and Vienna.

"Die Zielsetzung des vorliegenden Beitrags besteht darin, die gesellschaftlichen Funktionen ... more "Die Zielsetzung des vorliegenden Beitrags besteht darin, die gesellschaftlichen Funktionen von lokalen Kulturinitiativen für die kulturelle, städtebauliche, wirtschaftliche und soziale Entwicklung von peripheren Stadtteilen in Wien zu analysieren. Der zentralen Fragestellung, welche Beiträge die Kulturprojekte zur Entwicklung der jeweiligen Stadtviertel leisten können, wird mit Hilfe einer Befragung von politischen Repräsentanten, Fachleuten für Stadtentwicklung und Kulturexperten nachgegangen. Die Untersuchungsergebnisse zeigen, dass Kulturinitiativen besonders in den Bereichen Demokratisierung von Kultur, städtebauliche Entwicklung, Verbesserung der Lebensqualität, Integration, Partizipation, Identifikation mit dem Wohnumfeld sowie neue Images für städtische Randgebiete bedeutende Inputs leisten können.
