ABSTRACT OBJECTIVE: This pilot qualitative study describes illicit drug use behaviors among male ... more ABSTRACT OBJECTIVE: This pilot qualitative study describes illicit drug use behaviors among male injection drug users (IDUs) residing in Tijuana, Mexico who self-identified as deportees from the U.S. METHODS: Qualitative interviews with 24 men were conducted in Tijuana between October-November, 2008. Participants were male, ≥18 years, born in Mexico, resided in Tijuana, reported a history of deportation from the U.S., and had a history of injecting drugs. Content analysis identified major themes in participants' experiences. RESULTS: Few participants had personal or family exposures to illicit drugs prior to their first migration to the U.S. at ~18 years of age. Social (i.e., friends/ family, post-migration stressors) and environmental factors (e.g., drug availability) contributed to substance use initiation in the U.S. Drugs consumed in the U.S. included marijuana, heroin, cocaine, methamphetamine, and crack. More than half of deportees were IDUs prior to deportation. Addiction and justice system experiences reportedly contributed to deportation. Several men injected new drugs, primarily heroin or methamphetamine, or a combination of both drugs post-deportation. Many men perceived an increase in their substance use after deportation and reported losing familial social and economic support. CONCLUSIONS: Social and environmental factors may promote substance use among Mexican migrant males, during and following migration and deportation. Mexico and U.S.-based programs for migrants may address mental health and safer drug use behaviors to reduce HIV risk practices. Special considerations are merited for substance users in correctional systems in the U.S. and Mexico. The health status and health behaviors of deportees are likely to impact receiving Mexican communities. Programs that address health, social, and economic issues may aid deportees in resettling in Mexico. Binational cooperation around migrant health issues may help decrease substance use and the transmission of blood borne infections among migrants, particularly deportees.

With nearly one in ten residents of advanced industrialized states now an immigrant, internationa... more With nearly one in ten residents of advanced industrialized states now an immigrant, international migration has become a fundamental driver of social, economic, and political change. We review alternative models of migratory behavior (which emphasize structural factors largely beyond states' control) as well as models of immigration policy making that seek to explain the gaps between stated policy and actual outcomes. Some scholars attempt to explain the limited efficacy of control policies by focusing on domestic interest groups, political institutions, and the interaction among them; others approach the issue from an international or "intermestic" perspective. Despite the modest effects of control measures on unauthorized flows of economic migrants and asylum seekers, governments continue to determine the proportion of migrants who enjoy legal status, the specific membership rights associated with different legal (and undocumented) migrant classes, and how policies are implemented. These choices have important implications for how the costs and benefits of migration are distributed among different groups of migrants, native-born workers, employers, consumers, and taxpayers.

Using recent data from southern California and Mexico we challenge the notion that the demographi... more Using recent data from southern California and Mexico we challenge the notion that the demographic profile of post-1970 Mexican migrants to the United States has remained constant. We find that more recent cohorts of migrants: (1) are more likely to settle permanently in the United States, (2) have higher proportions of females, (3) are younger, (4) have higher educational attainment, (5) are increasingly likely to originate in southern Mexico and the Mexico City Metropolitan area, and (6) are increasingly likely to depart from urban areas within Mexico. Although we find no direct evidence that the legalization programs mandated by the Immigration Reform and Control Act of 1986 led to a stronger propensity to settle permanently in the United States, logistic regression analyses demonstrate the importance of the other three principal explanatory factors suggested by Cornelius (1992), namely, economic crisis in Mexico, the changing character of U.S. demand for labor, and social networks.
