In Finland, as in most OECD countries, the ageing of the population is one of the major long-term... more In Finland, as in most OECD countries, the ageing of the population is one of the major long-term policy challenges. This paper first explores the scale of the demographic changes in Finland, the relevant institutions and their effect on the decision to retire. In light of the increase in the number of elderly expected over the coming years, various issues concerning their economic position and health care are considered. The paper then considers the impact that demographic changes will have on public finances: the cost of the pension system will increase by a third; health care spending and the cost of care for the frail elderly are also likely to rise substantially. The paper ends by outlining the policy options to copy with ageing ...En Finlande, comme dans la plupart des pays de l’OCDE, le vieillissement démographique est l’un des principaux défis que devront relever les pouvoirs publics à long terme. La première section de ce document examine l’ampleur de l’évolution démographique, les institutions concernées et l’effet qu’elles exercent sur la décision de départ en retraite. Compte tenu de l’augmentation prévue du nombre des personnes âgées au cours de prochaines années, on passera en revue différents aspects de leur situation économique et des soins de santé qu’il faudra assurer. Finland is among the most egalitarian countries in the OECD and a high tax burden is required to finance the associated public spending. Nevertheless, capital and corporate income taxation was substantially and effectively reformed in the early 1990s, through significant rate cuts cum base broadening measures. But, despite income tax cuts since the mid-1990s, high taxes, especially on labour income, still hamper growth potential and distort economic behaviour. In this respect, the poor performance of the Finnish labour market is revealing. Tax reforms have a major role to play in improving the long-term performance of the Finnish economy. Though the scope is limited, the tax burden should be shifted as much as possible from labour to property and consumption, while the earned-income tax allowance should play a smaller role, enabling cuts in statutory rates. Néanmoins, l’imposition du capital et des bénéfices des sociétés a fait l’objet d’une réforme ambitieuse au début des années 90, avec des resultants satisfaisants. Peculiar for India is its relatively strong position on the global markets for services. Imports of cheap Indian products have slightly improved Dutch households’ purchasing power. Increasing Indian exports did not have a noticeable impact on the pace of restructuring in the Netherlands. Nor did this development lead to a marked widening of Dutch wage differentials. Concerning global competition, Indian export products tend to be more complements than substitutes for Dutch export products. This paper first explores the scale of the demographic changes in Finland, the relevant institutions and their effect on the decision to retire. In light of the increase in the number of elderly expected over the coming years, various issues concerning their economic position and health care are considered. The paper then considers the impact that demographic changes will have on public finances: the cost of the pension system will increase by a third; health care spending and the cost of care for the frail elderly are also likely to rise substantially. The paper ends by outlining the policy options to copy with ageing ...En Finlande, comme dans la plupart des pays de l’OCDE, le vieillissement démographique est l’un des principaux défis que devront relever les pouvoirs publics à long terme. La première section de ce document examine l’ampleur de l’évolution démographique, les institutions concernées et l’effet qu’elles exercent sur la décision de départ en retraite. Compte tenu de l’augmentation prévue du nombre des personnes âgées au cours de prochaines années, on passera en revue différents aspects de leur situation économique et des soins de santé qu’il faudra assurer.
