This chapter discusses graduate work-readiness challenges in Malaysia in the light of government ... more This chapter discusses graduate work-readiness challenges in Malaysia in the light of government efforts to achieve developed nation status by 2020. With a population of 31 million, an unemployment rate of 3.4 percent and a labour force participation rate of 67.6 percent, Malaysia have the potential to grow further, albeit in a context of global economic uncertainties. The World Bank argued that in order to improve the work-readiness of Malaysian youth, it was necessary to explore the matrix of skill mismatches and to survey the gaps between industry expectations and the outcomes of tertiary education institutions. The Malaysian education system reflects the three major constituencies of the population: Bumiputera; Chinese; Indian; and others. Only primary school education is compulsory in Malaysia, where multi-lingual public schools, private schools and home educators co-exist. Purpose This study aims to investigate to role of empowering leadership and psychological empower... more Purpose This study aims to investigate to role of empowering leadership and psychological empowerment on nurses' work engagement and affective commitment. Design/methodology/approach Self-administered questionnaire data from 231 nurses working in a university hospital in Saudi Arabia were analysed using a cross-sectional research design using structural equation modelling (SEM) to assess the relationship between empowering leadership (EL), affective commitment (AC) and work engagement (WE) while testing for the mediating role of psychological empowerment (PE). Findings SEM analysis demonstrated that EL significantly relates to AC. AC similarly significantly relates to WE. Further, the results showed that PE substantially mediates the relationship between EL and WE. There is no significant direct relationship found between EL and WE. National negotiations in France in 2003 produced a comprehensive agreement extending increased ri... more National negotiations in France in 2003 produced a comprehensive agreement extending increased rights to training. The agreement was passed into law and operational regulations the following year and in 2005 detailed implementation agreements were the subject of sector negotiations. Observatories were established to monitor and predict changing skills needs and recommend sector priorities for training. The 2003 agreement is the most important development in the industrial relations of training in France since social dialogue was first instituted over training more than 30 years ago in the settlement of the widespread unrest of 1968. This paper offers an early evaluation of the impact of the new agreement through the views of the principal negotiators from the five main trade union confederations and the principal employers' association. The major costs of labour turnover are training and development. Despite this fact, in Human Reso... more The major costs of labour turnover are training and development. Despite this fact, in Human Resource Development (HRD) research labour retention receives little attention from researchers and practitioners compared with other issues. To establish an effective strategy for skill formation, labour retention must be high enough for the average length of service to provide a return on HRD investment. The author points to the paradox that when faced with endemic high labour turnover, managers find it hard to justify HRD since there will be little return on their investment, yet the lack of investment in turn contributes to low labour retention. The author stresses the need to establish initiatives that can reverse the situation and create a framework for training and development conducive both to promoting labour retention and delivering a return on HRD investment. Work-readiness has been at the heart of European, American and Japanese employment policy for som... more Work-readiness has been at the heart of European, American and Japanese employment policy for some time, but differences in institutional arrangements for training and in labour market regulatory mechanisms result in variations in the way in which policies are implemented but employers in all regions make similar comments on workforce skills, if to varying degrees. Given the apparent contradictions in debates in Europe and the USA, there is little mileage in ASEAN emulating their policy initiatives, which may not even be appropriate for the originating countries. Further research into work-readiness issues within ASEAN and the wider Asia-Pacific region is essential so problems can be identified more accurately before appropriate solutions can be developed to fit the context.

This chapter provides a chronology of understanding of human capital theory tracing its roots bac... more This chapter provides a chronology of understanding of human capital theory tracing its roots back to the pioneering work of Adam Smith. The chapter traces the theoretical underpinnings of human capital theory and its evolution in the human resources literature. The chapter then goes on to criticize the misconception in understanding and measurement of human capital as overly simplistic whereby understanding of human capital theory amounts to more than simply counting training initiatives. Generational differences in understanding human capital theory are then discussed in respect of changing attitudes to work and skills development. The chapter concludes by developing a new approach to assessing human capital within organizations based on the Ability, Motivation, Opportunity framework.

While the structures of participation vary according to the degree of state regulation and the locus of training, social partner involvement is extensive irrespective of the nature of the regulatory framework and is likely to increase.

This chapter presents an overview of extant literature on competence proficiency scaling. To stru... more This chapter presents an overview of extant literature on competence proficiency scaling. To structure the field, the chapter distinguishes between three aspects of competence proficiency scaling: (1) methodological approaches to competence proficiency scaling and the methodological and conceptual critique of this phenomenon; (2) the contextual factors of competence proficiency scaling, including organizational and societal factors; and (3) the implications of competence proficiency scaling to the vocational and professional education and didactics. The chapter overviews a range of different approaches to competence proficiency scaling applied in the vocational education and training, higher education, and human resource management by synthesizing the perspectives to competence proficiency scaling from the different disciplines, such as educations science, education sociology, work psychology, and human resource management and development. Particular attention is paid to the variety of the functions and application fields of competence proficiency scaling, such as assessment of competence acquired in the learning and work process, identification and hierarchical structuring of the requirements of performance in the occupational fields, and identification of the potential of competence development and progression in the occupational fields.
The literature on the public acceptance of unmanned aircraft, aka drones, is scarce and undevelop... more The literature on the public acceptance of unmanned aircraft, aka drones, is scarce and undeveloped. This is evident in the absence of theoretical and methodological substantiality in existing research. This research paper suggests a conceptual model for predicting the public acceptance of unmanned aircraft. This was accomplished by systematically reviewing previous literature on the public acceptance of genetically modified food and nuclear energy. Results of the review revealed that behavioral models such as TRA and TAM, when include concepts from risk theory, can provide the desired model. The model consists of five constructs namely: intention to purchase/use, attitudes towards using, perceived benefit, perceived risk, and perceived control. Future research is required to further develop the proposed model relevant for the context of drones' acceptance.

This is evident in the absence of theoretical and methodological substantiality in existing research.
