are trying to penetrate increasingly computer
networks. This is so every time there is a world
event. In the past, the Olympic Games and the entry
into force of the GDPR provoked a heightened
hacker activity. Today, human weakness is being
used in the context of the Covid-19 pandemic. The
attack on the University Hospital in the city of Brno
(Czech Republic), happened on March 13, 2020
and led to the abolition of planned operations, was
the biggest and worrying incident, but far from
being the only one during the pandiemia. To date,
there has never been a cyberattack against a health
or medical institution that has directly led to a loss
of human life, but according to cybersecurity experts
it is only a matter of time before this happens.

Процесът би могъл да се разглежда и като безкрайно и непрекъснато множество от състояния, както и съответните функционални изменения на системата, водещи до тях. Анализът на различните състояния на неравновесие или на неустойчиви равновесия, при които най-малките въздействия могат да я извадят необратимо от него, ще позволи дефинирането на нивото на сигурност на тази система, респективно състоянията, при които сигурността достига своя минимум, съответно несигурността ù-своя максимум. The system security is not just a condition. This is a process that could be described as infinite series of conditions conducive and different actions between them. The analysis of different conditions of instability or short and oscillated stable conditions, will allow system level of security definition.

Viens no priekšnoteikumiem Eiropas Savienības politikas stratēģijas izstrādāšanai un attīstīšanai... more Viens no priekšnoteikumiem Eiropas Savienības politikas stratēģijas izstrādāšanai un attīstīšanai kiberdrošības jomā ir vienota “kiberdrošības” jēdziena izpratne. Izpratnes vienotību apgrūtina šim jēdzienam atbilstošo drošības aspektu daudzšķautnība un plašā ietekme gan uz Eiropas Savienības iedzīvotājiem, gan dalībvalstu attiecībām. Raksta galvenā tēze ir saistīta ar to, ka kiberdrošības problēmas ir ne vien ļoti specifiskas, bet arī ārkārtēji nozīmīgas, tāpēc problēmu kiberdrošības jomā risināšanai ir nepieciešama aktīva valstu un starptautisko organizāciju sadarbība.
