In the field of Natural Language Processing, information extraction from texts has been the objec... more In the field of Natural Language Processing, information extraction from texts has been the objective of many researchers for years. Many different techniques have been applied in order to reveal the opinion that a tweet might have, thus understanding the sentiment of the small writing up to 280 characters. Other than figuring out the sentiment of a tweet, a study can also focus on finding the correlation of the tweets with a certain area of interest, which constitutes the purpose of this study. In order to reveal if an area of interest has a trend in ongoing tweets, we have proposed an easily applicable automated methodology in which the Daily Mean Similarity Scores that show the similarity between the daily tweet corpus and the target words representing our area of interest is calculated by using a naïve correlation-based technique without training any Machine Learning Model. The Daily Mean Similarity Scores have mainly based on cosine similarity and word/sentence embeddings computed by Multilanguage Universal Sentence Encoder and showed the tweets' main opinion stream with respect to a certain area of interest, which proves that an ongoing trend of a specific subject on Twitter can easily be captured in almost real time by using the proposed methodology in this study. We have also compared the effectiveness of using word versus sentence embeddings while applying our methodology and realized that both give almost the same results, whereas using word embeddings requires less computational time than sentence embeddings, thus being more effective. This paper will start with an introduction followed by the background information about the basics, then continue with the explanation of the proposed methodology and later on finish by interpreting the results and concluding the findings.

ABSTRACT Cet article présente les fruits d’une collaboration entre un service mobile de soins pal... more ABSTRACT Cet article présente les fruits d’une collaboration entre un service mobile de soins palliatifs hospitalier et une plate-forme d’enseignement et de recherche en éthique médicale visant à développer des outils méthodologiques qui permettent d’aborder les problématiques éthiques rencontrées dans la pratique médicale quotidienne. Prenant appui sur le récit d’une situation clinique réelle, l’article illustre de quelle manière une approche méthodologique réflexive et critique développée dans le cadre de cette plate-forme – plutôt que de placer le médecin, le patient et son entourage face à la seule alternative d’un dilemme (bio)éthico-légal – permet de mettre en lumière les enjeux éthiques se situant en amont de la prise de décision. Cette étude suggère que l’approche proposée apporte une contribution originale au débat méthodologique contemporain en éthique clinique dans la mesure où elle balise les chemins d’une sagesse pratique orientée par un projet de soin qui ouvre l’horizon d’une réponse adaptée à la singularité éthique de la situation clinique.

Proper protection of own airspace is crucial for mission success at the battlefield. The military doctrines of most world armed forces involve two main options of defending the airspace. One of them is utilizing formations of fighter aircraft, which is a flexible choice. The second option is deploying modern SAM (Surface to Air Missile) systems, which is more expansive. On the other hand the decision makers are to cope with miscellaneous restrictions such as the budgeting problems. This study defines air defense concept according to modern air warfare doctrine. Harp silah ve araçlarındaki teknolojik gelişmeler ile tehdit algısında yaşanan farklılaşma, harbi... more Harp silah ve araçlarındaki teknolojik gelişmeler ile tehdit algısında yaşanan farklılaşma, harbin şeklini değiştirmiş ve harekât alanını genişletmiştir. Hava ve uzay gücü; dünyanın her noktasında kullanılabilen, aynı sınırı paylaşma veya harekât alanında bir bölgeye sahip olma gerekliliğine ihtiyaç duymayan bir kuvvettir. Sahip olduğu menzil ve sürat yetenekleri sayesinde politik hedefe katkı sağlayacak şekilde tüm dünya coğrafyasını kendine harp alanı olarak seçebilmektedir. Libya, Irak ve Afganistan harekâtları okyanusların ve denizlerin günümüz harplerinde engel olma özelliklerini yitirdiğini göstermiştir. Hava ve uzay gücü harekât ortamının üçüncü boyutunu ve yüksek teknolojiyi kullanarak satıh güçlerine oranla daha az riske maruz kalmaktadır. Bu çalışmada, XXI. yüzyılda icra edilen askerî operasyonlar ile hava ve uzay gücünün harekât ortamına getirdiği yenilikler, harp prensipleri dikkate alınarak tarihsel dizin içinde incelenmiştir. Hava ve uzay gücü sahip olduğu insanlı ve insansız platformlar, uzun menzilli akıllı mühimmat seçenekleri ve eğitimli personeliyle harekât ortamında harp prensiplerinin uygulanabilirliğini artırmıştır.
