Aside from the big-bang decentralization policy, e-govt has endorsed national concerns to digitize the rigid manual procedures of public services. Jakarta, as the capital city, emphasizes IT-the backbone of administration. IT is yet widely used by Jakarta to get a new shape in Jakarta's capabilities and capacities. Over two decades, passing different governors, Jakarta persistently injected IT into public administration, launching integrated IT applications to present a smart city. Despite the award of Jakarta digital services, Jakarta IT management should be evaluated. The approach used in the research to examine the symptoms of the object of study is a mixed-method approach with a sequential model. The informant selection technique uses purposive sampling. Informants' selection process by adjusting the business processes in COBIT 2019 using the RACI Chart method. The data analysis techniques used Guttman Scale. The result shows the appropriate business processes are: APO02 (managed strategy), APO03 (driven architecture), BAI05 (managed organizational change), and DSS06 (managed business process control). The study results show that the capability level is t of 4 scales as a target. The gap value of 0.25 indicates that technology and information management have been implemented and running well, but each business process needs improvement to reach the maximum level. Despite the gap between as-is and to-be, Jakarta's capability level is impressive. It reflects the persistent injection of IT with adequate support. The Jakarta province needs to pay attention to software and hardware compatible with the organization's vision and improve coordination among divisions. Training, staffing, dispatching, and rotating need qualified human resources to enhance organizational performance. DKI Jakarta Province also needs routine monitoring, evaluating problems, and documenting all business processes as a source of information.

Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. The study used constructivist research design which emphasizes using theory as guidance for analyzing the problems. Interview and document study techniques were used to collect data, while NVIVO version 12 plus was used in data processing and analysis. Research results showed that there has been a decline in community participation in development planning due to the perception that there are stark differences between contents of programs during the planning and implementation phases. Transparency in development planning is implemented in all programs at the subdistrict level, while at the district prioritized programs are deliberated in closely sessions that involve local government executives and the local legislature. This research use constructivist approach and qualitative-descriptive method. Research result find several factors that cause functional decentralization in Indonesia’s decentralization policy for irrigation, education, and free trade is not adopted. The existence of regional autonomy has made it difficult to regulate and manage several sources of problems occurring in DKI Jakarta today such as Flooding, Water Resources Quality, Green Open Space, and Waste Management. The Government Cooperation Coordinating Board (BKSP) as a policy of synchronizing and coordinating development in DKI Jakarta and its satellite regions has proven ineffective in overcoming the problem. There are several models in urban governance such as the formation of coordinating bodies, special bodies, and metropolitan governance. this paper tries to provide recommendations for urban institutional governance in DKI Jakarta along with their implications for finance, functional assignment and government systems.
