The French statesman Alexis de Tocqueville shrewdly predicted more than 100 years ago that Russia... more The French statesman Alexis de Tocqueville shrewdly predicted more than 100 years ago that Russia and the United States would eventually become antagonists in world politics because of their vast power resources and immense size. Although de Tocqueville was to a large extent right, the postwar East-West confrontation took place in a specific historical context that heightened existing Russo-American differences. Accordingly, mistrust superseded confidence in the relationship that developed between the “East” and the “West” in the late 1940s, and subsequently it has disappeared only temporarily.1

If measured by the broadest military criteria, the postwar bipolar order has not dramatically alt... more If measured by the broadest military criteria, the postwar bipolar order has not dramatically altered, and the dismantling of the two military alliances does not seem imminent in the early 1990s. Yet even a significant decrease in the level of military confrontation cannot be ruled out as a consequence of ongoing efforts in the medium term. Conventional arms reductions and troop withdrawals in particular may have a significant influence on both the strategic landscape and European stability. In any case, without arms reductions and troop withdrawals the European security situation cannot be markedly improved; such immobility would produce a permanent source of tension.1

In previous chapters this book has examined the political factors that have played a key role in ... more In previous chapters this book has examined the political factors that have played a key role in maintaining or changing Europe’s bipolar security order. In the next two chapters I will risk making predictions about the future. The Canadian media theorist Marshall McLuhan once said that anyone who truly perceives the present can also see the future, since “all possible futures are contained in the present.”1 Unfortunately, the future of Europe must appear to any observer as inordinately complex, a combination of processes that could produce contradictory outcomes. Nevertheless, some of these processes are developing into a coherent pattern of change, and the time may be ripe for fairly accurate predictions.

After World War II Winston Churchill was of the opinion that Europe should restore itself as a political “world region.” Such a restoration was necessary to create a more stable world order based on “regional pillars,” with a “unified Europe” as one of those geographically organic pillars.1 Churchill’s hope concurred with the views of, among others, George F. Kennan, who in his capacity as one of the chief planners of the postwar foreign policy of the United States advocated a strategy of a federated Europe “into which the several parts of Germany could be absorbed.”2 Unfortunately, none of these plans was ever realized. Instead, a divided Europe emerged and the military alliances became the symbol of this failure.

The Berlin and Cuban crises constituted a turning point in postwar European history. It soon beca... more The Berlin and Cuban crises constituted a turning point in postwar European history. It soon became widely recognized, especially in the capitals of the two superpowers, that in the age of nuclear and missile technology, war could no longer be an acceptable means of managing relations among European states. Furthermore, it was understood that a relationship of “negative interdependence” between the East and West was a tragic fact of life in the nuclear age. One repercussion of this new knowledge was the more or less hidden acceptance of a new order of priorities in European politics: security superseded justice, at least in the immediate aftermath of the Cuban and Berlin crises.
