The second half of the twentieth century marked the onset of what social scientists like Daniel B... more The second half of the twentieth century marked the onset of what social scientists like Daniel Bell called the "post-industrial" society. Catering to this society demanded changes in businesses and governments alike. Central to these changes was a focus on the consumer instead of the organization or its operations. Businesses had to shift their focus to meeting and exceeding customer demands and maintaining customer relationships rather than fixating on mass producing high quality products. The governments on the other hand had to shift their focus from the political control of large scale government organizations to efficient provision of public services. In this new approach, widely referred to as New Public Management, public managers were required to act as entrepreneurs "selling" public services to the public.
