Crime control strategies in the past have largely been focused on reactive tactics, while the foc... more Crime control strategies in the past have largely been focused on reactive tactics, while the focus of policing was to respond quickly to incidents and crimes. However, as the crime and security situation changed, so did the paradigm shift from a reactive style of policing to proactive policing. Proactive work aims to prevent crime rather than just react to it. It has been shown that crime prevention is more closely related to proactive policing than to reactive policing. Crime prevention strategies such as community-oriented policing, problem-oriented policing, intelligence-led policing were introduced with having in mind proactive policing. In recent decades, a new proactive data-driven policing strategy has emerged, namely predictive policing. It uses information technology, data and analytical techniques in order to identify the most likely places and times of future criminal events or persons at high risk of committing or becoming victims of a crime. The use of predictive analytics and machine learning has attracted enormous attention, linking predictive policing with digital innovation. Although it can be argued that data collection and processing has always been an important aspect of policing, technological advances and the increased availability of police data have led to a shift from predominantly reactive policing to proactive policing. It should be emphasized that predictive policing is not intended to replace the already tried and tested proactive policing techniques such as evidence-based policing. Improvements to traditional proactive policing techniques such as machine learning and sophisticated algorithms are enabling the police to track both individuals and areas with greater accuracy in order to predict when, where and by whom a crime may be committed.

Although the issues of police legitimacy and police trust are very important for creation of the ... more Although the issues of police legitimacy and police trust are very important for creation of the general level of trust in governmental institutions, there is a lack of research on the topic in the Republic of Macedonia. Therefore, the purpose of the study is to understand the students' experience with the criminal-justice system and possible victimization. Design/Methods/Approach: The national survey using a structured questionnaire was conducted in the Republic of Macedonia in February 2013 with respondents from Faculty of Law and Faculty of Security. After the factors analysis was performed to verify the questionnaire, a correlation matrix was produced and two regression analyses were done to uncover the factors that significantly affect both trust and obligation to obey as aspects of legitimacy of the police.

The paper examines the observance of procedural rights of the parties referred to Victim-Offender... more The paper examines the observance of procedural rights of the parties referred to Victim-Offender Mediation (VOM) in the Justice System for Children (JSC), and particularly pioneering practice associated with challenges pertaining to the multicultural character of the community. Design/Methods/Approach: Analysis is based on qualitative data collected by using in-depth interviews and document analysis. Sources of data were relevant stakeholders in the referral procedure, the Child and the Victim, as well as court/prosecutors files. In-depth interviews were carried out with 17 stakeholders to capture professional attitudes, attached meanings and experience of the respondents in relation to VOM. Document analysis as a data collection technique was applied to two prosecutor's files and one court file which, at present, are the only cases of VOM in JSC. Findings: The main findings pertain to the indispensable recognition that meanings attributed to VOM in JSC, as well as expectations, vary extensively among respondents. In turn, this situation shapes the procedural rights of the parties in 3 VOM cases. In addition, basic principles of VOM are implemented in line with the perceived significance of procedural rights in VOM cases. Research Limitations/Implications: The findings relate only to respondents' attitudes and views on VOM as well as data contained in court/prosecutor's files. In-depth knowledge on the implementation of procedural rights during VOM process is missing due to the impossibility for participatory observation of the joint meetings. Originality/Value: While across Europe much research on balancing VOM principles and fair trial standards has been conducted, no research at all has been carried out in Macedonia in relation to VOM in JSC. This small scale survey is particularly valuable in filling up the existing empirical gap, and findings might be used as a basis for developing system prerequisites for VOM.

Crime is perceived as symbolic as well as a real threat to human security. Hence a growing number... more Crime is perceived as symbolic as well as a real threat to human security. Hence a growing number of different institutions take part in crime control. At the same time, due to greater security needs, public and private organizations increasingly cooperate in building a multi-agency partnership. It creates a situation in which by implementing the partnership projects for crime control and public order, they put individuals in position of being subjected to control, but at the same time to participate in the implementation of the control of others and of themselves. Relatively new technical means such as digital video cameras and audio systems, an analysis of genetic material are introduced in the police and policing for the purpose of better control of the various forms of criminal behavior. It is interesting that these new forms of criminal control do not replace the old ones, but only complement them. Continuous and comprehensive control is established as an explicit function in many areas of social life, and it is explained as a result of the situation with crime and the associated phenomenon of fear of crime. The opportunities that are offered by information technology to monitor various segments of private and public life sharpen the relationship between the need of security and privacy protection. Obviously, the monitoring and surveillance will increase in use along the future development of science and technology, and will develop from routine in regular investigative measure in the criminal and legal events. In this paper we consider the possibilities of new technologies and their use in policing, as well as the dangers of violation of human rights and freedoms, and especially the right to privacy.

As for many issues in the social sciences, practical success of different models of policing and ... more As for many issues in the social sciences, practical success of different models of policing and policing strategies also has more interpretations of how appropriate they are to respond to citizens' demands for greater security. In text, through a review of literature, an attempt is made to determine the basic characteristics of the traditional and proactive model of policing in order to reveal the advantages and weaknesses of these models. These models do not contradict each other, therefore a traditional model of policing work with constant modernization will continue to be a part of police work, but proactive police work opens new opportunities for greater efficiency of police work.

As for many issues in the social sciences, practical success of different models of policing and ... more As for many issues in the social sciences, practical success of different models of policing and policing strategies also has more interpretations of how appropriate they are to respond to citizens' demands for greater security. In text, through a review of literature, an attempt is made to determine the basic characteristics of the traditional and proactive model of policing in order to reveal the advantages and weaknesses of these models. These models do not contradict each other, therefore a traditional model of policing work with constant modernization will continue to be a part of police work, but proactive police work opens new opportunities for greater efficiency of police work.
