ABSTRACT The available empirical evidence on the relationship between international trade contain... more ABSTRACT The available empirical evidence on the relationship between international trade container volume and the economic growth in Taiwan is not conclusive. The purpose of this paper is to propose a modified regression model for forecasting the volumes of Taiwan’s import containers. This article first identifies the contributions and shortcomings of previous empirical works. Then, a new modified regression model is proposed and built using data for the period 1989–2001. Finally, this paper compares the accuracy of the traditional regression model and this modified regression model for forecasting the volumes of Taiwan’s import containers. The results show that this modified regression model proposed in this paper exhibits higher prediction accuracy.

A new form of partial backorder policy (PB2) using two explicit backorder control limits and a in... more A new form of partial backorder policy (PB2) using two explicit backorder control limits and a intermediate time when dealing with shortages is introduced and parameterc analyses of various cost parameters of this policy are numerically explored. The traditional backorder policy, the lost sales policy, and a partial backorder policy using a single backorder control limit, called PB1, are special cases of PB2; hence a PB2 policy provides a unified frame work for studying different policies dealing with shortages. We provide an example where a PB2 policy produces a cost savings of 3.36% over the best of the pure backorder, the lost sales and the PB1 policies. Without the time dependent backorder cost, our PB2 policy will reduce to the PB1 policy. A cost savings of 6.63% is realized. This cost savings could be quite substantial for a firm with very large volume of business.

There are two solution process stages in this model. We first compute each port's transportation demand split rate by fuzzy multiple criteria decision-making method (MCDM) in stage one. In stage two, based on each port's transportation demand split rate we can obtain each port's transportation demand split by mathematic programming. Finally, this model is tested by a case study of Taiwanese ports. The results show that this model seems to be promising.

These major container ports include Hong Kong port, Singapore port, Pusan port, Kaohsiung port and Shanghai port. We discuss the strength, weakness, opportunity and threat of each major container port by SWOT analysis method. The findings lead to answer questions whether Taiwan government needs some new port policies, and how Kaohsiung port improves its competitiveness as well.
